    Trade reform in Vietnam : opportunities with emerging challenges

    In 1986 Vietnam initiated a transition from a centrally planned economy to a market-oriented economy where the government would keep playing a leading role. These renovation (doi moi) policies were successful at generating economic growth and reducing poverty. In the ten-year socioeconomic strategy endorsed by the Ninth Party Congress in April 2001, the authorities further articulated their development objectives in terms of economic growth and poverty reduction. To reach these objectives, the government indicated that its structural reform priorities were to change Vietnam's trade and financial policies, liberalize the climate for private investment, increase the efficiency of public enterprises, and improve governance. The author argues that the pace of implementation of trade reform-which has been impressive so far-is raising new challenges. On one side, fast liberalization of trade reform may soon conflict with the slow pace of implementation of other reforms, including restructuring of state-owned enterprises and state-owned commercial banks. On the other side, Vietnam would greatly benefit from fast implementation of trade reform and particularly fast accession to the World Trade Organization (WTO), especially after China's recent WTO accession.     A New Approach for Quality Management in Pervasive Computing Environments

    This paper provides an extension of MDA called Context-aware Quality Model Driven Architecture (CQ-MDA) which can be used for quality control in pervasive computing environments. The proposed CQ-MDA approach based on ContextualArchRQMM (Contextual ARCHitecture Quality Requirement MetaModel), being an extension to the MDA, allows for considering quality and resources-awareness while conducting the design process. The contributions of this paper are a meta-model for architecture quality control of context-aware applications and a model driven approach to separate architecture concerns from context and quality concerns and to configure reconfigurable software architectures of distributed systems.     Modeling and Simulation of a Fluttering Cantilever in Channel Flow

    Characterizing the dynamics of a cantilever in channel flow is relevant to applications ranging from snoring to energy harvesting. Aeroelastic flutter induces large oscillating amplitudes and sharp changes with frequency that impact the operation of these systems. The fluid-structure mechanisms that drive flutter can vary as the system parameters change, with the stability boundary becoming especially sensitive to the channel height and Reynolds number, especially when either or both are small. In this paper, we develop a coupled fluid-structure model for viscous, two-dimensional channel flow of arbitrary shape. Its flutter boundary is then compared to results of two-dimensional direct numerical simulations to explore the model's validity. Provided the non-dimensional channel height remains small, the analysis shows that the model is not only able to replicate DNS results within the parametric limits that ensure the underlying assumptions are met, but also over a wider range of Reynolds numbers and fluid-structure mass ratios. Model predictions also converge toward an inviscid model for the same geometry as Reynolds number increases

    Efficient Design with Interdependent Valuations

    We study efficient, Bayes-Nash incentive compatible mechanisms in a social choice setting that allows for informational and allocative externalities. We show that such mechanisms exist only if a congruence condition relating private and social rates of information substitution is satisfied. If signals are multidimensional, the congruence condition is determined by an integrability constraint, and it can hold only in non-generic cases such as the private value case or the symmetric case. If signals are one-dimensional, the congruence condition reduces to a monotonicity constraint and it can be generically satisfied. We apply the results to the study of multi-object auctions, and we discuss why such auctions cannot be reduced to one-dimensional models without loss of generality.

    We survey the recent European UMTS license auctions and compare their outcomes with the predictions of a simple model that emphasizes future market structure as a main determinant of valuations for licenses. Since the main goal of most spectrum allocation procedures is economic efficiency, and since consumers (who are affected by the ensuing market structure) do not participate at the auction stage, good designs must alleviate the asymmetry among incumbents and potential entrants by actively encouraging entry.

    The effects of airline alliances: What do the aggregate data say?

    We consider an empirical model of worldwide airline alliances that we apply to a large set of companies for the period 1995-2000. Using observations at the companies level, we estimate a cost, capacity, and demand system that accounts for cross-price elasticities. From the estimates, we shed light on the fact that many airlines involved in the same alliances are potential substitutes. We also test for the effects of alliances on airlines’ fares and suggest that airlines inside alliances cut prices by 5% on average compared to airlines outside alliances.     MINTmap: fast and exhaustive profiling of nuclear and mitochondrial tRNA fragments from short RNA-seq data.

    Transfer RNA fragments (tRFs) are an established class of constitutive regulatory molecules that arise from precursor and mature tRNAs. RNA deep sequencing (RNA-seq) has greatly facilitated the study of tRFs. However, the repeat nature of the tRNA templates and the idiosyncrasies of tRNA sequences necessitate the development and use of methodologies that differ markedly from those used to analyze RNA-seq data when studying microRNAs (miRNAs) or messenger RNAs (mRNAs). Here we present MINTmap (for MItochondrial and Nuclear TRF mapping), a method and a software package that was developed specifically for the quick, deterministic and exhaustive identification of tRFs in short RNA-seq datasets. In addition to identifying them, MINTmap is able to unambiguously calculate and report both raw and normalized abundances for the discovered tRFs. Furthermore, to ensure specificity, MINTmap identifies the subset of discovered tRFs that could be originating outside of tRNA space and flags them as candidate false positives. Our comparative analysis shows that MINTmap exhibits superior sensitivity and specificity to other available methods while also being exceptionally fast.     Spatial Efficiency of Genetically Modified and Organic Crops

    We analyze the spatial distribution of genetically modified (GM) and organic crops. Because some organic crops will likely be contaminated by GM crops, not all of the non-GM crops can be sold as organic. Therefore, the choice of producing organic crops will depend on the surrounding crops. When producers follow individual strategies, many spatial configurations arise in equilibrium, some being more efficient than others. We examine how coordination among producers has an impact on the spatial distribution of crop varieties. We show that coordination among only a small number of producers can greatly improve efficiency. For instance, an organic producer who has two GM neighbors needs to coordinate only with one of them to reduce spatial externality and improve efficiency.genetically modified crops; externality; spatial localization; coordination
