    Creation of a unified management information system for three NGOs in the West Bank and Gaza

    The goal of the Pilot Health Project (PHP) has been to improve the health status of Palestinian women and children. To further this goal, the Health, Development, Information and Policy Institute (HDIP) was given the responsibility to develop a management information system (MIS) for the collection, storage, processing, and dissemination of information for PHP clinics. In cooperation with the Palestinian Ministry of Health (MOH) and various healthcare providers and MIS professionals, HDIP worked through a carefully organized and highly participatory process to design and develop the MIS for the PHP. This report reviews that process and presents the features of the MIS. Based on its experience, HDIP recommends that this MIS be installed at all Palestinian MOH women’s health clinics and that the MOH serve as a centralized national information system. HDIP further recommends developing a unified referral form that should also be computerized and incorporated into the MIS program. In the future, this information system should be further developed to include child health indicators, as well as all other primary health care service indicators. The report notes that this MIS system can be universalized, incorporating all health services with primary healthcare centers as the entry point

    Ethnic Violence and Birth Outcomes: Evidence from Exposure to the 1992 Conflict in Kenya

    This study is an examination of the effect of intrauterine exposure to electoral violence on child birthweight; an outcome that has long-term effects on an individual’s education, income, and health in later life. By considering the electoral violence that resulted from the introduction of multi-party democracy in Kenya as an exogenous source of shock and by adopting difference-in-differences method and mother-fixed effect model, we found that prenatal exposure to the violence increased the probabilities of low birth weight and a child being of very small size at birth by 19 and 6 percentage points, respectively. We found that violence exposure in the first trimester of pregnancy decreased birth weight by 271 grams and increased the probabilities of low birthweight and very small size at birth by 18 and 4 percentage points, respectively.     When Schools Stay Open Late: The National Evaluation of the 21st-Century Community Learning Centers Program, Executive Summary, First Year Findings

    In an era when most parents work, many Americans want their children to have access to safe and supervised after-school activities that can help develop academic, personal, and social skills. In 1994, Congress authorized the 21st-Century Community Learning Centers (21st­ Century) program to open np schools for broader use by their communities. In 1998, the program was refocused on supporting schools to provide school-based academic and recreational activities after school and during other times when schools were not in regular session, such as on weekends, holidays, and during summers. As an after-school program, 21st-Century grew quickly from an appropriation of 40millioninfiscalyear1998to40 million in fiscal year 1998 to 1 billion in fiscal year 2002. It now suppo1ts after-school programs in about 7,500 rural and inner-city public schools in more than 1,400 communities. Programs operate in public school buildings and offer academic, recreational, and cultural activities during after-school hours. A distinguishing characteristic of 21st-Century programs is the inclusion of academic activities. Grants made after April 1998 included a requirement that programs include academic activities

    Institutional support for a program of activities within the pilot health project in the West Bank and Gaza

    This document contains reports on three activities undertaken by the Pilot Health Project (PHP) in order to upgrade antenatal and postpartum services for Palestinian women. Specifically, it includes results of a survey and a comprehensive assessment of the antenatal and postpartum care services, including family planning, that are currently provided at the project clinics. The findings show that the shortage of care provided to women during the perinatal period could be partially overcome by conducting home visits to provide information on many reproductive health issues, to help women and their families make decisions regarding their future fertility, and to provide proper assessment of the woman and the newborn\u27s health conditions. This would help promote spacing between births and reduce the high level of unmet need that was demonstrated in the current study. It would also reduce cases of unplanned pregnancy. Based on the findings of this study, the report makes a number of recommendations for programmatic actions
