    Democratic Model of Public Policy Accountability. Case Study on Implementation of Street Vendors Empowerment Policy in Makassar City

    Policy accountability is a form of manifestation of public officials responsible to the people. One form of policy accountability that is discussed here is street vendors policy accountability, because they are a group of citizens who have the economic activities in public spaces. The existence of this policy how-ever, the number of street vendors from year to year increase in Makassar City. Therefore, this study seeks to uncover and explain the democratic policy ac-countability through the street vendors responses and expectations to the implementation of street ven-dors empowerment policy in Makassar City; and to uncover and explain the democratic policy account-ability through the stakeholders responses and ex-pectations to the implementation of street vendors empowerment policy in Makassar City. To achieve these objectives, the study uses democracy theory, in which this theory focuses on togetherness in dis-cussing solutions to the various problems of street vendors and in the policy implementation as well.This study used a qualitative design and case studies strat-egy. Data collection techniques used was observa-tion, interview, and documentation. Data were ana-lyzed with case description its settings. The results of this study pointed out that the interests and needs of the street vendors are not met through the empow-erment policies vendors. This is caused by the ab-sence of accountability forum as a place of togeth-erness all of street vendors empowerment stakehold-ers.     Latar Belakang: Dalam pelayanan kesehatan jemaah haji di embarkasi dan debarkasi diperlukan tenaga kesehatan dalam jumlah, jenis, kualifi kasi yang sesuai, yang diharapkan mampu menampilkan kinerja yang optimal dalam menekan angka kesakitan dan kematian jemaah haji. Banyak masalah terjadi dalam pelayanan kesehatan jemaah haji, selain faktor jemaah haji dengan mayoritas tingkat social ekonomi yang rendah sehingga sulit diberi pengertian, faktor yang terpenting adalah dari tenaga kesehatan itu sendiri. Tujuan: Tujuan penelitian ini adalah agar tersedia kajian tentang manajemen pelayanan kesehatan jemaah haji berdasarkan beban kerja dalam rangka meningkatkan efektifi tas dan mutu pelayanan kesehatan haji di embarkasi dan debarkasi pada tahun 2010. Metode: Penelitian ini merupakan sub set dari penelitian kualitatif yang dilakukan pada tahun 2010 pada semua embarkasi dan debarkasi seluruh Indonesia (ada 15 embarkasi/debarkasi). Variabel yang akan dianalisis yaitu SDM kesehatan, Manajemen pelayanan kesehatan, dan Beban kerja SDMkesehatan. Analisis data menggunakan analisis deskriptif dengan triangulasi antara petugas, jemaah dan peneliti. Hasil:Hasil penelitian menunjukkan bahwa SDM kesehatan umumnya dokter, perawat dan bidan yang mayoritas berasal dari Kantor Kesehatan Pelabuhan, dinas kesehatan dan BTKL. Pelayanan kesehatan secara umum dilakukan selama satu setengah sampai dua jam untuk sekitar 300–400 jemaah haji. Untuk pelayanan kesehatan semua melakukan anamnesa, namun untuk pemeriksaan fisik ada berbagai perbedaan antar embarkasi. Beban kerja agak berat pada embarkasi besar,namun cukup untuk embarkasi sedang, dengan pembiayaan yang diberlakukan sama

    This is a study of the attitudes and perceptions of students and teachers towards e-learning in some schools in the city of Jambi. Information in the form of knowledge attitudes and perceptions of students and teachers towards e-learning becomes an input for teachers in a lesson plan. With the approach combined methods of research sequential-explanatory model of the phase I study design using quantitative methods to answer the problem formulation, and phase II testing hypotheses using qualitative methods to establish, expand and deepen the results of quantitative research methods. The total population of 1,661 people, and 175 students are samples obtained by random and representative for purposive quantitative methods to qualitative methods, and teachers sampled 37 of the 48 people.Quantitative data collected through filling questionnaire and qualitative data by interview and observation, descriptive analysis results obtained variable values Student Attitudes (SS) = 78.3%, variables Student Perceptions (PS) = 78.4% and variable E-learning (EL) = 78.3% and each variable in both categories. For teacher sample of from descriptive analysis values variable Teacher Attitudes (SG) = 79.4%, variable Teacher Perceptions (PG) = 79.8% and variable EL = 78.7% and each variable in both categories.     This research aims to know and identify the institutional conditions are available and knowing the strategies of the community in case of institutional infrastructure limitations in the development of farming seaweed. The type of the data being used is the primary data and secondary data. Data analysis using the method of analyses tabulations and descriptive and analysis Quantitative Strategic Planning Matrix (QSPM). The results showed that (1) the availability of the institutional in the development of farming seaweed consisting of capital providers, information providers, and the institutions of providing inputs. The institution that provides capital in the development of seaweed farming in Kawite Wite Villagenamely collecting merchants. Institutions that provide information namely collecting merchants and extension officers, and institutional agencies providing input namely collecting merchants. The priority of the strategy can be done by farmers who do the farming of seaweed in Kawite Wite Village, Kabawo Subdistrict Muna Regency is a strategy 1 (one), namely the Human Resource training and development strategy for farmers worth 12.096. While on strategy 2 (two) as a strategy to optimize the results of production worth 11.311 and strategy 3 (three), namely expanding network marketing strategy valued at 10.685
