Bose--Einstein Condensation in the Large Deviations Regime with Applications to Information System Models
We study the large deviations behavior of systems that admit a certain form
of a product distribution, which is frequently encountered both in Physics and
in various information system models. First, to fix ideas, we demonstrate a
simple calculation of the large deviations rate function for a single
constraint (event). Under certain conditions, the behavior of this function is
shown to exhibit an analogue of Bose--Einstein condensation (BEC). More
interestingly, we also study the large deviations rate function associated with
two constraints (and the extension to any number of constraints is conceptually
straightforward). The phase diagram of this rate function is shown to exhibit
as many as seven phases, and it suggests a two--dimensional generalization of
the notion of BEC (or more generally, a multi--dimensional BEC). While the
results are illustrated for a simple model, the underlying principles are
actually rather general. We also discuss several applications and implications
pertaining to information system models
Diode laser based light sources for biomedical applications
Diode lasers are by far the most efficient lasers currently available. With the ever-continuing improvement in diode laser technology, this type of laser has become increasingly attractive for a wide range of biomedical applications. Compared to the characteristics of competing laser systems, diode lasers simultaneously offer tunability, high-power emission and compact size at fairly low cost. Therefore, diode lasers are increasingly preferred in important applications, such as photocoagulation, optical coherence tomography, diffuse optical imaging, fluorescence lifetime imaging, and terahertz imaging. This review provides an overview of the latest development of diode laser technology and systems and their use within selected biomedical applications
A novel fractional micro-plasma radio-frequency technology for the treatment of facial scars and rhytids: A pilot study
Introduction: Fractional ablative and non-ablative lasers have gained popularity in the treatment of acne scars and rhytids due to their efficacy and improved tolerability. Plasma and radio frequency (RF) have also emerged as methods for ablative or non-ablative energy delivery. We report preliminary experience with a novel fractional micro-plasma RF device for the treatment of facial acne scars and rhytids. Methods: Sixteen patients with facial acne scars or rhytids were treated at 4-week intervals. Treatment parameters were titrated to an immediate end point of moderate erythema. The clinical end point for cessation of treatment was the attainment of satisfactory clinical results. Results were monitored photographically up to 3 months after treatment. Results: Acne scars showed marked improvement after two to four treatments. Facial rhytids demonstrated reduced depth after two treatments and marked improvement after four treatments. Treatment was well tolerated by all participants, with transient erythema and short downtime. These results provide initial evidence for the safety and effectiveness of fractional micro-plasma RF as a low-downtime and well-tolerated modality for the treatment of acne scars and facial rhytids
Lichen planus and Hepatitis C: a case-control study
BACKGROUND: The association of lichen planus with hepatitis C (HCV) has been widely reported in the literature. However, there are wide geographical variations in the reported prevalence of HCV infection in patients with lichen planus. This study was conducted to determine the frequency of hepatitis C in Iranian patients with lichen planus at Razi hospital, Tehran. METHODS: During the years 1997 and 1998, 146 cases of lichen planus, 78 (53.1%) women and 69 (46.9%) men were diagnosed. They were diagnosed on the basis of the usual clinical features and, if necessary, typical histological findings. The patients were screened for the presence of anti-HCV antibodies by third generation ELISA and liver function tests. We used the results from screening of blood donors for anti HCV (carried out by Iranian Blood Transfusion Organization) for comparison as the control group. RESULTS: Anti-HCV antibodies were detected in seven cases (4.8%). This was significantly higher than that of the blood donors' antibodies (p < 0.001). The odds ratio was 50.37(21.45–112.24). A statistically significant association was demonstrated between erosive lichen planus and HCV infection. Liver function tests were not significantly different between HCV infected and non-infected patients. CONCLUSION: HCV apears to have an etiologic role for lichen planus in Iranian patients. On the other hand, liver function tests are not good screening means for HCV infection
ISAMBARD:An open-source computational environment for biomolecular analysis, modelling and design
Motivation: The rational design of biomolecules is becoming a reality. However, further computational tools are needed to facilitate and accelerate this, and to make it accessible to more users.
Results: Here we introduce ISAMBARD, a tool for structural analysis, model building and rational design of biomolecules. ISAMBARD is open-source, modular, computationally scalable and intuitive to use. These features allow non-experts to explore biomolecular design in silico. ISAMBARD addresses a standing issue in protein design, namely, how to introduce backbone variability in a controlled manner. This is achieved through the generalization of tools for parametric modelling, describing the overall shape of proteins geometrically, and without input from experimentally determined structures. This will allow backbone conformations for entire folds and assemblies not observed in nature to be generated de novo, that is, to access the ‘dark matter of protein-fold space’. We anticipate that ISAMBARD will find broad applications in biomolecular design, biotechnology and synthetic biology.

Forging autonomy in a unitary state:The Åland Islands in Finland
As one of the most stable unitary states in the world, Finland has largely been overlooked in the literature on multi-level political systems. However, this categorisation of Finland neglects the substantial autonomy that has been fought for, and accorded to, the Swedish-speaking Åland Islands over the twentieth century. Åland is the only province that has been granted significant legislative powers vis-à-vis the Autonomy Act (1921) and thereby constitutes a federalised arrangement. It possesses its own regional assembly and regional executive with exclusive powers in the fields of education, health, culture, industry and policing and elects a single representative to the Finnish Parliament. As the Åland party system diverges significantly from Finland's (Finnish parties do not compete on the island), this has led to a vertical disconnect between the Finnish and Åland governments. This article will explore the struggles for, and attainment of, autonomy for the Åland Islands within the centralised Finnish state, and the effects of this on intergovernmental relations.</p
National cultural autonomy and linguistic rights in Central and Eastern Europe
The theory and practice of national cultural autonomy (NCA) are examined from the perspective of national minorities’ linguistic rights in four countries of Central and Eastern Europe (CEE): Hungary, Estonia, Serbia and Russia. The idea of NCA dates back to the end of the nineteenth century and is based on the principle of ethnic communities’ autonomy—within a multi-ethnic state—to manage their own linguistic and cultural affairs. The notion of NCA was rediscovered in the 1990s and incorporated into the law and practice of the said four countries. Using a comparative approach, the chapter reflects upon NCA’s potential contribution in advancing the linguistic rights of national minorities in CEE. It concludes that, while the actual autonomy afforded to minority institutions in CEE is often restricted, NCA may serve as a platform to articulate concerns of great salience to national minorities, encompassing minority participation and multilingual education
