General aviation crash safety program at Langley Research Center
The purpose of the crash safety program is to support development of the technology to define and demonstrate new structural concepts for improved crash safety and occupant survivability in general aviation aircraft. The program involves three basic areas of research: full-scale crash simulation testing, nonlinear structural analyses necessary to predict failure modes and collapse mechanisms of the vehicle, and evaluation of energy absorption concepts for specific component design. Both analytical and experimental methods are being used to develop expertise in these areas. Analyses include both simplified procedures for estimating energy absorption capabilities and more complex computer programs for analysis of general airframe response. Full-scale tests of typical structures as well as tests on structural components are being used to verify the analyses and to demonstrate improved design concepts
Observation of robust flat-band localization in driven photonic rhombic lattices
We demonstrate that a flat-band state in a quasi-one-dimensional rhombic
lattice is robust in the presence of external drivings along the lattice axis.
The lattice was formed by periodic arrays of evanescently coupled optical
waveguides, and the external drivings were realized by modulating the paths of
the waveguides. We excited a superposition of flat-band eigenmodes at the input
and observed that this state does not diffract in the presence of static as
well as high-frequency sinusoidal drivings. This robust localization is due to
destructive interference of the analogous wavefunction and is associated with
the symmetry in the lattice geometry. We then excited the dispersive bands and
observed Bloch oscillations and coherent destruction of tunneling.

NASA/FAA general aviation crash dynamics program
The program involves controlled full scale crash testing, nonlinear structural analyses to predict large deflection elastoplastic response, and load attenuating concepts for use in improved seat and subfloor structure. Both analytical and experimental methods are used to develop expertise in these areas. Analyses include simplified procedures for estimating energy dissipating capabilities and comprehensive computerized procedures for predicting airframe response. These analyses are developed to provide designers with methods for predicting accelerations, loads, and displacements on collapsing structure. Tests on typical full scale aircraft and on full and subscale structural components are performed to verify the analyses and to demonstrate load attenuating concepts. A special apparatus was built to test emergency locator transmitters when attached to representative aircraft structure. The apparatus is shown to provide a good simulation of the longitudinal crash pulse observed in full scale aircraft crash tests
Structural response of transport airplanes in crash situations
This report highlights the results of contractural studies of transport accident data undertaken in a joint research program sponsored by the FAA and NASA. From these accident data studies it was concluded that the greatest potential for improved transport crashworthiness is in the reduction of fire related fatalities. Accident data pertaining to fuselage integrity, main landing gear collapse, fuel tank rupture, wing breaks, tearing of tank lower surfaces, and engine pod scrubbing are discussed. In those accidents where the energy absorbing protective capability of the fuselage structure is expended and the airplane experiences major structural damage, trauma caused fatalities are also discussed. The dynamic performance of current seat/restraint systems are examined but it is concluded that the accident data does not adequately define the relationship between occupant response and the dynamic interaction with the seat, floor and fuselage structure
Regional Unemployment Disparities.
In this paper we examine the nature of disparities in regional (State) unemployment rates in Australia over the period 1978-1999 and their relationship to the national unemployment rate. As a measure of dispersion we use the sum of the (weighted) deviations of regional unemployment rates from the national rate. We show that this figure may be interpreted as the number of new jobs or labour force movements that would be needed to even out unemployment rates between regions, expressed as a proportion of the total number currently employed in all regions. Using co-integration analysis, we find that there is a (long-run) relationship between the degree of dispersion in the regional unemployment rates and the level of the national unemployment rate. The relationship between the two is negative implying that, as the national unemployment rate falls, micro and/or differentiated labour markets policies need to bite harder (and affect proportionately more people) if equity in unemployment across regions is to be maintained. We also find that the trade-off between dispersion and unemployment has become steeper in the period following significant deregulation of the Australian economy in the early Nineteen-Eighties. It would appear likely that this reflects an increase in differences in the Natural Rate of Unemployment between the regions since that time.UNEMPLOYMENT ; REGIONAL DEVELOPMENT
Continuing education: The 1998 survey of the Royal Australasian College of Dental Surgeons

An external link to the publisher’s copy is included.Background: Continuing education (CE) is an essential professional activity. In the last decade, CE has been actively pursued by the medical profession in Australia and abroad. However, the uptake of CE in dentistry has been much slower and there is minimal Australian data on dental CE. Methods: To determine the level of CE activity, in 1998, postal questionnaires were sent to all fellows of the Royal Australasian College of Dental Surgeons. The responses were analysed. Results: There was a high reponse rate (90 per cent) but a moderate usable rate (54 per cent). The results show a biphasic distribution between high and low CE activity. The average amount of activity of those involved in CE was 116 hours per year, above the usually accepted minimum of 100 hours/year. Some groups, particularly members of the specialist divisions of oral and maxillofacial surgeons (215 hours) and periodontists (205 hours), have high levels of CE. However, approximately 25 per cent of college fellows reported little or no CE activity. The survey revealed that inactive fellows are more likely to be older and in general practice. Inactive fellows were also tardy in replying to the questionnaire. Conclusion: The high activity CE group needs to be recognised and encouraged to continue. Specific plans to help the low CE activity group should be developed. Giving urban policy its 'medical': assessing the place of health in area-based regeneration
How does regeneration affect health and how have successive urban policy evaluations sought to measure such impacts? This article draws on a systematic review of national-level evaluation documentation relating to government-funded, area-based regeneration initiatives in the UK since 1980. The review examined whether health impacts had been intended and, if so, how they had been measured. The process and difficulties of conducting the review raise significant questions about policy formulation and evaluation. Is evidence-based policy possible where evaluations are not stored centrally? In short, a model policy development as 'enlightened' or incremental is hard to sustain where a lack of systematic storage of data means that researchers, policy makers and practitioners may struggle to produce clear answers to important policy questions
Federal Home Loan Bank lending to community banks: are targeted subsidies necessary?
The Gramm-Leach-Bliley Act of 1999 extended the lending authority of Federal Home Loan Banks to include advances secured by small-enterprise loans of community financial institutions. The authors examine three possible reasons for the extension of this selective credit subsidy to community banks and thrifts, including the need to subsidize community depository institutions, stabilize the Federal Home Loan Banks, and address a market failure for small enterprise loans in rural banking markets. They use two empirical models to investigate whether funding constraints affect small-business lending decisions by rural community banks. The results reject the hypothesis that access to increased funds will increase the amount of small-business loans made by community banks.Small business ; Federal home loan banks
