    ClimaRice II is exploring the potential for use of mobile technologies in the context of climate change adaptation in agriculture. Modern mobile telephone technology is a key component of the ongoing communication revolution which in turn has great potentials for social change and development. The Indian telecommunication industry is the world's fastest growing industry with 811.59 million mobile phone subscribers as of March 2011. Most farmers are already using mobile phones for various day to day needs, but the technology has a wider potential in supporting their main profession; agriculture. Linking mobile technology with adaptation measures developed in ClimaRice projects could form new and powerful measures to meet the threats from climate change and provide support in sustaining rice production.publishedVersio

    The application of the Canadian Charter of Rights and Freedoms to First Nations' jurisdiction

    This thesis examines the discourse surrounding the debate over whether the Canadian Charter of Rights and Freedoms ought to apply to First Nations’ governments in Canada. This is a constitutional and legal grey area at present because Section 32 of the Canadian Charter of Rights and Freedoms stipulates that this constitutional document applies to the federal, provincial and territorial governments, but does not mention Aboriginal governments. The lack of constitutional clarity on this issue has generated a debate involving three schools of thought. The first school proposes that the Charter ought to apply to First Nations’ governments just as it does to other governments in Canada. The second school of thought argues that the Charter should not apply to First Nations’ governments because it is an imposition of western liberal values on their governments that could limit their self-governing authority. Proponents of this view assert that recognition of Aboriginal and treaty rights in the Constitution should entitle First Nations to develop their own rights practices, consistent with Aboriginal laws and customs. A third school of thought suggests that there may be alternatives between accepting the Charter as it is and rejecting it altogether. Two options have been advocated by this school. One option is for the Charter to apply with a caveat that it be done in a manner that is consonant with traditional Aboriginal laws and customs. The other option is that a parallel Aboriginal Charter of Rights and Freedoms be developed that better reflects Aboriginal traditions on rights. While this debate has been ongoing, the Government of Canada and some First Nations have entered into self-governing agreements that acknowledge the application of the Canadian Charter to those particular governments. This thesis concludes that there is no easy resolution to the debate, that it may take the courts to resolve the issue in law, and this outcome itself may be unsatisfactory to First Nations’ communities

    Have European spinoffs generated long-run abnormal returns? A study of European spinoffs completed between 1990 and 2020

    We investigate the long-run abnormal returns of spun-off companies in Europe through a sample of 265 European spinoffs completed between 1990 and 2020. We find that spinoffs have generated long-run abnormal returns the following 24 to 60 months after completion. We observe abnormal returns over the entire sample period, but a fluctuating pattern of abnormal returns for spinoffs throughout the sample period. Further, we see that the smaller companies, measured by market capitalization, significantly outperformed the larger companies. This is in line with existing theory related to size premiums. We don’t find evidence of the lower price/book ratio or focus-increasing spinoffs explaining the observed abnormal returns.submittedVersio

    The Panel on Plant Health performed a pest categorisation of the Lewis spider mite, Eotetranychus lewisi, for the European Union (EU). The Lewis spider mite is a well-defined and distinguishable pest species that has been reported from a wide range of hosts, including cultivated species. Its distribution in the EU territory is restricted to (i) Madeira in Portugal; and to (ii) Poland where few occurrences were reported in glasshouses only. The pest is listed in Annex IIAI of Council Directive 2000/29/EC. A potential pathway of introduction and spread is plants traded from outside Europe and between Member States. The Lewis spider mite has the potential to establish in most part of the EU territory based on climate similarities with the distribution area outside the EU and the widespread availability of hosts present both in open fields and in protected cultivations. With regards to the potential consequences, one study is providing quantitative data on impact showing that the pest can reduce yield and affect quality of peaches and poinsettias, and only few studies describe the general impact of the pest on cultivated hosts. Although chemical treatments are reported to be effective in controlling the Lewis spider mite, it is mentioned as a growing concern for peaches, strawberries, raspberries and vines in the Americas. Overall, Eotetranychus lewisi meets the pest categorisation criteria defined in the International Standards for Phytosanitary Measures No 11 for a quarantine pest and in No 21 for a regulated non-quarantine pest

    The Panel on Plant Health performed a pest categorisation of Strawberry vein banding virus (SVBV) for the European Union (EU) territory. SVBV is a well-defined virus species of the genus Caulimovirus for which the entire genome sequence is known and molecular detection assays are available. SVBV is transmitted by vegetative multiplication of infected hosts and through the activity of aphid vectors, the most efficient being Chaetosiphon spp. The virus is reported from all continents and is present in three EU Member States: the Czech Republic, Italy and Slovakia. The host range of SVBV is restricted to cultivated and wild strawberries. It is listed in Annex IAI of Directive 2000/29/EC. SVBV is not expected to be affected by ecoclimatic conditions wherever its hosts are present and has the potential to establish in large parts of the EU territory, and to subsequently spread through the action of its Chaetosiphon fragaefolii vector, which is present in many Member States. SVBV does not cause severe symptoms, and modern cultivars are mostly symptomless if infected with SVBV alone. SVBV can, however, contribute to more severe symptoms when it occurs in mixed infections with other strawberry viruses. Despite this, SVBV is considered a minor problem in strawberry production as a consequence of modern practices including the systematic use of certified planting materials and the use of short crop cycles, which have greatly reduced the impact of strawberry viruses. Overall, SVBV does not have the potential to be a quarantine pest as, given current agricultural practices, it does not fulfil the pest categorisation criteria defined in the International Standards for Phytosanitary Measures No 11 of having a severe impact. However, SVBV has the potential to be a regulated non-quarantine pest because it fulfils all pest categorisation criteria defined in the International Standards for Phytosanitary Measures No 21

    Scientific Opinion on the risk to plant health posed by Strawberry crinkle virus to the EU territory with the identification and evaluation of risk reduction options

    The Panel on Plant Health assessed the risk to plant health of Strawberry crinkle virus (SCV) for the European Union (EU) territory, and evaluated the current EU legislation and possible risk reduction options. This virus is widely distributed both within and outside Europe and the same applies to its main vector, the strawberry aphid, Chaetosiphon fragaefolii. At-risk hosts (Fragaria spp.) occur widely in Europe. Plants for planting were identified as the most significant entry pathway and the probability of entry is rated as unlikely to moderately likely with high uncertainty. The probability of establishment is rated as very likely with low uncertainty. The probability of local spread by natural means is moderately likely, with high uncertainty, whereas that of human-assisted long-distance spread is unlikely, with medium uncertainty. The potential consequences are rated as minimal to minor with medium uncertainty. Prohibition and restricting import or intra-EU trade to certified materials or to materials originating from pest-free areas or pest-free places of production are the options with highest effectiveness against the risks of introduction or against the risks of further spread. Prohibition and certification are also among the options of high or very high feasibility. In addition, it should be noted that the combination of options (cultural practices, certification, exclusion conditions, tolerant varieties) has an overall high to very high level of effectiveness and feasibility. The current legislation has few weaknesses: the reliance on visual inspection, as well as the exceptions or derogations offered to some countries in which SCV is present. If the current legislation were removed, no major consequences would be expected unless the industry simultaneously ceased its widely adopted certification activity, which seems unlikely given the potential consequence

    Pest categorisation of Aschistonyx eppoi

    The Panel on Plant Health performed a pest categorisation of the gall midge Aschistonyx eppoi Inouye (1964) (Diptera, Cecidomyiidae), for the EU. A. eppoi is a well‐defined and distinguishable species, native to Japan and Korea, and recognised as a pest of Juniperus chinensis, although our knowledge is solely based on one unique publication. A. eppoi is absent from the EU, and is listed in Annex IIAI of Directive 2000/29/EC. Its host plants, Juniperus spp. are also listed in Annex III of Directive 2000/29/EC. Plants for planting and branches are considered as pathways for this pest. A. eppoi has been intercepted twice (1974; 1975) in the EU and has been eradicated. The pest is likely to affect bonsai plants of J. chinensis if it were to establish in the EU territory. However, as it is unknown whether A. eppoi would attack the Juniperus spp. that occur in the EU, its potential impact on the wild vegetation is also unknown. As the pest originates from areas with warm climates, impact outdoors would affect the southern parts of the EU. Cultural control (destruction of infested material) and chemical control are the major control methods. All criteria assessed by EFSA for consideration as a potential quarantine pest are met, although there are high uncertainties regarding impact. The species is presently absent from the EU, and thus the criteria for consideration as a potential regulated non‐quarantine pest are not met

    Scientific Opinion on the risk to plant health posed by <em>Eutetranychus orientalis</em> Klein in the EU territory, with the identification and evaluation of risk reduction options

    The Panel on Plant Health conducted a pest risk assessment for Eutetranychus orientalis in the European Union (EU) and evaluated the effectiveness of phytosanitary measures in Council Directive 2000/29/EC. Entry through the plants for planting pathway is assessed as very likely, while entry through other pathways is estimated as moderately likely to unlikely owing to the different probability of transfer to a suitable host. Establishment is rated as very likely in Mediterranean areas and from moderately likely to unlikely in non-Mediterranean areas, because of unfavourable environmental conditions. Spread is rated as very likely because of the many ways the pest can spread, its polyphagy and the wide distribution of hosts. Impact is rated as minor, with an expected increase in the damage when populations of natural enemies are severely affected by control measures and/or when environmental conditions are stressful for the host. However, the lack of information resulted in an overall medium level of uncertainty. The Panel evaluated the effectiveness of current EU phytosanitary measures and concluded that the removal of E. orientalis from Annex IIAII would not affect its probability of entry, because the importation from Third countries of some host plants regulated for this pest(Citrus, Fortunella, Poncirus species and their hybrids) is prohibited in Annex III. However, spread could be affected since there would no longer be a requirement to inspect for this pest before issuing a plant passport (Annex V). However, since the regulated Rutaceae species constitute an extremely small proportion of the potential host plants of E. orientalis, the current phytosanitary measures are mostly ineffective in preventing further introduction and spread of E. orientalis in the EU. The Panel identified surveillance at the production site and treatment of the consignment as the most effective and technically feasible risk reduction options, particularly when applied together
