    The fundamental problem of command : plan and compliance in a partially centralised economy

    When a principal gives an order to an agent and advances resources for its implementation, the temptations for the agent to shirk or steal from the principal rather than comply constitute the fundamental problem of command. Historically, partially centralised command economies enforced compliance in various ways, assisted by nesting the fundamental problem of exchange within that of command. The Soviet economy provides some relevant data. The Soviet command system combined several enforcement mechanisms in an equilibrium that shifted as agents learned and each mechanism's comparative costs and benefits changed.     Non-functional immunoglobulin G transcripts in a case of hyper-immunoglobulin M syndrome similar to type 4

    86% of immunoglobulin G (IgG) heavy-chain gene transcripts were found to be non-functional in the peripheral blood B cells of a patient initially diagnosed with common variable immunodeficiency, who later developed raised IgM, whereas no non-functionally rearranged transcripts were found in the cells of seven healthy control subjects. All the patient's IgM heavy-chain and κ light-chain transcripts were functional, suggesting that either non-functional rearrangements were being selectively class-switched to IgG, or that receptor editing was rendering genes non-functional after class-switching. The functional γ-chain sequences showed a normal rate of somatic hypermutation while non-functional sequences contained few somatic mutations, suggesting that most came from cells that had no functional gene and therefore were not receiving signals for hypermutation. However, apoptosis of peripheral blood lymphocytes was not impaired. No defects have been found in any of the genes currently known to be responsible for hyper-IgM syndrome but the phenotype fits best to type 4

    Green waste compost reduces nitrous oxide emissions from feedlot manure applied to soil

    Australia produces in excess of 1 million tonnes of feedlot manure (FLM) annually. Application of FLM to grain cropping and grazing soils could provide a valuable nutrient resource. However, because of high nutrient concentration, especially of N (>2%), FLM has the potential for environmental pollution, for example, N pollution to the water bodies and NO emission to the atmosphere. Therefore, controlling N supply from FLM is essential for the judicious utilisation of FLM in the field as well as reducing NO emission to the atmosphere. We utilised the low N concentration green waste compost (GWC, about 3 million tonnes produced annually) as a potential management tool to assess its effectiveness in regulating N release from FLM and controlling the rates of NO emission from field application when both FLM and GWC were applied together to sorghum (Sorghum bicolor Moench) grown on a Vertisol. We measured NO emission rates during the sorghum crop and clean fallowing over one-year period in the field. Annual soil NO emissions were 5.0 kg NO ha from urea applied at 150 kg N ha, 5.1 and 5.5 kg NO ha from FLM applied at 10 and 20 t ha respectively, 2.2 kg NO ha from GWC applied at 10 t ha, 4.3 kg NO ha from FLM and GWC applied together at 10 t ha each, and 3.3 kg NO ha from the unamended soil. Thus, we found that GWC application reduced NO emissions below those from an unamended soil while annual emission rate from FLM approached that from fertiliser N application (∼0.7% NO emission factor). A mixture of FLM + GWC applied at 10 t ha each reduced NO emission factor by 64% (the emission factor was 0.22%), most likely by reducing the amount of mineral N in the soil because soil NH-N and NO-N and the rate of NO emission were significantly correlated in this soil. Since the global warming potential of NO is 298 times that of CO, even a small reduction in NO emission from GWC application has a significant and positive impact on reducing global warming

    Frame dragging with optical vortices

    General Relativistic calculations in the linear regime have been made for electromagnetic beams of radiation known as optical vortices. These exotic beams of light carry a physical quantity known as optical orbital angular momentum (OAM). It is found that when a massive spinning neutral particle is placed along the optical axis, a phenomenon known as inertial frame dragging occurs. Our results are compared with those found previously for a ring laser and an order of magnitude estimate of the laser intensity needed for a precession frequency of 1 Hz is given for these "steady" beams of light.Comment: 13 pages, 2 figure

    Toward optimal implementation of cancer prevention and control programs in public health: A study protocol on mis-implementation

    Abstract Background Much of the cancer burden in the USA is preventable, through application of existing knowledge. State-level funders and public health practitioners are in ideal positions to affect programs and policies related to cancer control. Mis-implementation refers to ending effective programs and policies prematurely or continuing ineffective ones. Greater attention to mis-implementation should lead to use of effective interventions and more efficient expenditure of resources, which in the long term, will lead to more positive cancer outcomes. Methods This is a three-phase study that takes a comprehensive approach, leading to the elucidation of tactics for addressing mis-implementation. Phase 1: We assess the extent to which mis-implementation is occurring among state cancer control programs in public health. This initial phase will involve a survey of 800 practitioners representing all states. The programs represented will span the full continuum of cancer control, from primary prevention to survivorship. Phase 2: Using data from phase 1 to identify organizations in which mis-implementation is particularly high or low, the team will conduct eight comparative case studies to get a richer understanding of mis-implementation and to understand contextual differences. These case studies will highlight lessons learned about mis-implementation and identify hypothesized drivers. Phase 3: Agent-based modeling will be used to identify dynamic interactions between individual capacity, organizational capacity, use of evidence, funding, and external factors driving mis-implementation. The team will then translate and disseminate findings from phases 1 to 3 to practitioners and practice-related stakeholders to support the reduction of mis-implementation. Discussion This study is innovative and significant because it will (1) be the first to refine and further develop reliable and valid measures of mis-implementation of public health programs; (2) bring together a strong, transdisciplinary team with significant expertise in practice-based research; (3) use agent-based modeling to address cancer control implementation; and (4) use a participatory, evidence-based, stakeholder-driven approach that will identify key leverage points for addressing mis-implementation among state public health programs. This research is expected to provide replicable computational simulation models that can identify leverage points and public health system dynamics to reduce mis-implementation in cancer control and may be of interest to other health areas

    Human Female Genital Tract Infection by the Obligate Intracellular Bacterium Chlamydia trachomatis Elicits Robust Type 2 Immunity

    While Chlamydia trachomatis infections are frequently asymptomatic, mechanisms that regulate host response to this intracellular Gram-negative bacterium remain undefined. This investigation thus used peripheral blood mononuclear cells and endometrial tissue from women with or without Chlamydia genital tract infection to better define this response. Initial genome-wide microarray analysis revealed highly elevated expression of matrix metalloproteinase 10 and other molecules characteristic of Type 2 immunity (e.g., fibrosis and wound repair) in Chlamydia-infected tissue. This result was corroborated in flow cytometry and immunohistochemistry studies that showed extant upper genital tract Chlamydia infection was associated with increased co-expression of CD200 receptor and CD206 (markers of alternative macrophage activation) by endometrial macrophages as well as increased expression of GATA-3 (the transcription factor regulating TH2 differentiation) by endometrial CD4+ T cells. Also among women with genital tract Chlamydia infection, peripheral CD3+ CD4+ and CD3+ CD4- cells that proliferated in response to ex vivo stimulation with inactivated chlamydial antigen secreted significantly more interleukin (IL)-4 than tumor necrosis factor, interferon-γ, or IL-17; findings that repeated in T cells isolated from these same women 1 and 4 months after infection had been eradicated. Our results thus newly reveal that genital infection by an obligate intracellular bacterium induces polarization towards Type 2 immunity, including Chlamydia-specific TH2 development. Based on these findings, we now speculate that Type 2 immunity was selected by evolution as the host response to C. trachomatis in the human female genital tract to control infection and minimize immunopathological damage to vital reproductive structures. © 2013 Vicetti Miguel et al

    High Energy Bounds on Soft N=4 SYM Amplitudes from AdS/CFT

    Using the AdS/CFT correspondence, we study the high-energy behavior of colorless dipole elastic scattering amplitudes in N=4 SYM gauge theory through the Wilson loop correlator formalism and Euclidean to Minkowskian analytic continuation. The purely elastic behavior obtained at large impact-parameter L, through duality from disconnected AdS_5 minimal surfaces beyond the Gross-Ooguri transition point, is combined with unitarity and analyticity constraints in the central region. In this way we obtain an absolute bound on the high-energy behavior of the forward scattering amplitude due to the graviton interaction between minimal surfaces in the bulk. The dominant "Pomeron" intercept is bounded by alpha less than or equal to 11/7 using the AdS/CFT constraint of a weak gravitational field in the bulk. Assuming the elastic eikonal approximation in a larger impact-parameter range gives alpha between 4/3 and 11/7. The actual intercept becomes 4/3 if one assumes the elastic eikonal approximation within its maximally allowed range L larger than exp{Y/3}, where Y is the total rapidity. Subleading AdS/CFT contributions at large impact-parameter due to the other d=10 supergravity fields are obtained. A divergence in the real part of the tachyonic KK scalar is cured by analyticity but signals the need for a theoretical completion of the AdS/CFT scheme.Comment: 25 pages, 3 eps figure

    A comparative review of dynamic neural networks and hidden Markov model methods for mobile on-device speech recognition

    The adoption of high-accuracy speech recognition algorithms without an effective evaluation of their impact on the target computational resource is impractical for mobile and embedded systems. In this paper, techniques are adopted to minimise the required computational resource for an effective mobile-based speech recognition system. A Dynamic Multi-Layer Perceptron speech recognition technique, capable of running in real time on a state-of-the-art mobile device, has been introduced. Even though a conventional hidden Markov model when applied to the same dataset slightly outperformed our approach, its processing time is much higher. The Dynamic Multi-layer Perceptron presented here has an accuracy level of 96.94% and runs significantly faster than similar techniques

    RevManHAL: towards automatic text generation in systematic reviews

    Background: Systematic reviews are a key part of healthcare evaluation. They involve important painstaking but repetitive work. A major producer of systematic reviews, the Cochrane Collaboration, employs Review Manager (RevMan) programme—a software which assists reviewers and produces XML-structured files. This paper describes an add-on programme (RevManHAL) which helps auto-generate the abstract, results and discussion sections of RevMan-generated reviews in multiple languages. The paper also describes future developments for RevManHAL. Methods: RevManHAL was created in Java using NetBeans by a programmer working full time for 2 months. Results: The resulting open-source programme uses editable phrase banks to envelop text/numbers from within the prepared RevMan file in formatted readable text of a chosen language. In this way, considerable parts of the review’s ‘abstract’, ‘results’ and ‘discussion’ sections are created and a phrase added to ‘acknowledgements’. Conclusion: RevManHAL’s output needs to be checked by reviewers, but already, from our experience within the Cochrane Schizophrenia Group (200 maintained reviews, 900 reviewers), RevManHAL has saved much time which is better employed thinking about the meaning of the data rather than restating them. Many more functions will become possible as review writing becomes increasingly automated
