    Environmental governance theories: a review and application to coastal systems

    This article synthesizes and compares environmental governance theories. For each theory we outline its main tenets, claims, origin, and supporting literature. We then group the theories into focused versus combinatory frameworks for comparison. The analysis resonates with many types of ecosystems; however, to make it more tangible, we focus on coastal systems. First, we characterize coastal governance challenges and then later link salient research questions arising from these challenges to the theories that may be useful in answering them. Our discussion emphasizes the usefulness of having a diverse theoretical toolbox, and we argue that if governance analysts are more broadly informed about the theories available, they may more easily engage in open-minded interdisciplinary collaboration. The eight theories examined are the following: polycentricity, network governance, multilevel governance, collective action, governmentality (power / knowledge), adaptive governance, interactive governance theory (IGT), and evolutionary governance theory (EGT). Polycentricity and network governance both help examine the links or connections in governance processes. Polycentricity emphasizes structural configurations at a broader level, and network governance highlights agency and information flow within and between individuals or organizations. Collective action theory is helpful for examining community level governance, and helps analyze variables hindering or enabling self-organization and shared resource outcomes. In contrast, multilevel governance helps understand governance integration processes between localities, regions, and states across administrative, policy, or legal dimensions. Governmentality is helpful for understanding the role of discourse, power, knowledge, and narratives in governance, such as who creates them and who becomes governed by them with what effect. Adaptive governance helps analyze the links between context, change, and resilience. IGT helps examine the interdependencies between the systems being governed and the governing systems. EGT is helpful for unpacking how coevolutionary processes shape governance and the options for change

    Multi-level governance for large marine commons: Politics and polycentricity in Palau's protected area network

    This paper brings together institutional theories of polycentricity and critical human geography theory on scalar politics to advance understanding of the form and function of nested, polycentric regimes for the governance of large-scale common pool resources. We focus on institutional changes associated with a national marine protected area network in Palau through which national government and NGOs gain influence in local decision-making processes. Influence is gained through an attempt to scale up common-pool resource governance to an ecologically-relevant spatial scale in an effort to protect coral reef resilience and biodiversity across Palau. An institutional approach informed by scalar politics brings into focus potential tradeoffs between organizing governance reform around ecologically versus institutionally relevant scales. Our analysis suggests that prioritization of ecologically-relevant scales in institutional reform resulted in nested but less polycentric institutional arrangements governing the network. We conclude that less distributed decision-making in the overall nested governance system could threaten the sustainability and resilience of coral reefs in the long-term by constraining institutional innovation and diversity. Results demonstrate the potential for interdisciplinary dialog to advance the research frontier on multi-level governance for large common pool resources. © 2013 Elsevier Ltd

    Opening the black box of conservation philanthropy: A co-produced research agenda on private foundations in marine conservation

    In the ‘new Gilded Age’ of mega-wealth and big philanthropy, academics are not paying enough attention to private foundations. Mirroring upward trends in philanthropy broadly, marine conservation philanthropy has more than doubled in recent years, reaching virtually every globally salient marine conservation issue in all corners of the planet. This paper argues that marine conservation philanthropy warrants a dedicated research agenda because private foundations are prominent, unique, and under-studied actors seeking to shape the future of a “frontier” space. We present a co-produced social science research agenda on marine conservation philanthropy that reflects the priorities of 106 marine conservation donors, practitioners, and stakeholders who participated in a research co-design process in 2018. These “research co-designers” raised 137 unique research questions, which we grouped into five thematic research priorities: outcomes, governance roles, exits, internal foundation governance, and funding landscape. We identify issues of legitimacy, justice, and applied best practice as cross-cutting research priorities that came up throughout the five themes. Participants from the NGO, foundation, and government sectors identified questions within all five themes and three cross-cutting issues, underscoring shared interest in this work from diverse groups. The research we call for herein can inform the practice of conservation philanthropy at a time when foundations are increasingly reckoning with their role as institutions of power in society. This paper is broadly relevant for social and natural scientists, practitioners, donors, and policy-makers interested in better understanding private philanthropy in any environmental context globally

    An Appeal for a Code of Conduct for Marine Conservation

    Marine conservation actions are promoted to conserve natural values and support human wellbeing. Yet the quality of governance processes and the social consequences of some marine conservation initiatives have been the subject of critique and even human rights complaints. These types of governance and social issues may jeopardize the legitimacy of, support for and long-term effectiveness of marine conservation. Thus, we argue that a clearly articulated and comprehensive set of social standards - a code of conduct - is needed to guide marine conservation. In this paper, we draw on the results of an expert meeting and scoping review to present key principles that might be taken into account in a code of conduct, to propose a draft set of foundational elements for inclusion in a code of conduct, to discuss the benefits and challenges of such a document, and to propose next steps to develop and facilitate the uptake of a broadly applicable code of conduct within the marine conservation community. The objectives of developing such a code of conduct are to promote fair conservation governance and decision-making, socially just conservation actions and outcomes, and accountable conservation practitioners and organizations. The uptake and implementation of a code of conduct would enable marine conservation to be both socially acceptable and ecologically effective, thereby contributing to a truly sustainable ocean
