Recommendations for a New Temporary Assistance for Needy Families (TANF) Program In Illinois

The Chicago Jobs Council has prepared this "tool" to guide our Governor-Elect, transition team members, legislators, and a new Department of Human Services administration in the transformation of the TANF program in Illinois. The tool articulates six goals with specific recommendations to develop a TANF program focused on poverty reduction and workforce development that will benefit both low-income families as well as employers and the Illinois economy. It also identifies actions required to achieve each recommendation to help prioritize work for a short-term and long-term plan. Actions include: 1) implement current policy, where proper implementation is lacking, 2) sub-regulatory change, 3) regulatory change, and 4) legislative change

Organizing and Indexing Photo Collections

Historical photo archives or collections can put an organization on the map and make it into a destination for patrons. Conversely, if not well organized and indexed, collections and archives can languish in obscurity and occupy valuable space and resources with no tangible return for the organization. The Milwaukee Public Library’s (MPL) Historic Photo Archives (HPA) contain around thirty thousand historic images; of those images, most are located in the Historic Photo Collection, one of the archives’ 45 individual collections. The HPA has evolved over the decades. Various reference librarians have been assigned the archives, and the rotation of responsible parties has left its mark. The challenge created by having many individuals with different backgrounds, priorities, areas of interest, and time to devote to the maintenance of the collection has been mitigated by a strong collection development policy

The essay draws on Rose Holley's experience of managing innovative library services that engage crowds such as The Australian Newspapers Digitisation Program and Trove, and her ongoing research into library, archive and museum crowdsourcing projects. This experience and knowledge has been put into the context of Jean Arnot’s values and visions for Australian libraries. Jean Arnot, the distinguished Australian librarian, described her vision for an innovative library service over sixty years ago. Rose suggests how some of her goals are now being achieved through use of the internet and digital technologies, and how we can build on these to ensure that libraries remain valued and relevant by harnessing the cognitive surplus of the nation they serve, and by crowdsourcing

Modelling dispersion effects in paper-effective thickness estimates

The structural properties of paper and cardboard are important for the design of containers and of packaging. Amcor, a Melbourne-based producer of packaging, pulp and paper products, proposed the initial problem of explaining the large discrepancies which were sometimes observed between the nominal thickness, as determined by hard platen measurements, and the effective thickness which would account for the experimentally measured values of bending stiffness. The question was also raised as to whether or not ultrasonic waves could be used to measure directly, and on-line, the effective thickness. Paper can be regarded as a fibre-composite material, with a pronounced anisotropy due to the preferential alignment of fibres in the machine direction as a consequence of the manufacturing process. The salient features of elastic (ultrasonic) wave propagation in an anisotropic plate will be presented, with an emphasis on addressing the questions raised above. In particular, it will be noted that the characterization of the first anti-symmetric (flexural) mode should provide a convenient on-line measurement of the flexural stiffness, which is the more relevant property for quality control and structural design than the effective thickness
