Entropy production and detailed balance for a class of quantum Markov semigroups
We give an explicit entropy production formula for a class of quantum Markov
semigroups, arising in the weak coupling limit of a system coupled with
reservoirs, whose generators are sums of other generators
associated with positive Bohr frequencies of the
system. As a consequence, we show that any such semigroup satisfies the quantum
detailed balance condition with respect to an invariant state if and only if
all semigroups generated by each so do with respect to the
same invariant state
Generalized Hedgehog ansatz and Gribov copies in regions with non trivial topologies
In this paper the arising of Gribov copies both in Landau and Coulomb gauges
in regions with non-trivial topologies but flat metric, (such as closed tubes
S1XD2, or RXT2) will be analyzed. Using a novel generalization of the hedgehog
ansatz beyond spherical symmetry, analytic examples of Gribov copies of the
vacuum will be constructed. Using such ansatz, we will also construct the
elliptic Gribov pendulum. The requirement of absence of Gribov copies of the
vacuum satisfying the strong boundary conditions implies geometrical
constraints on the shapes and sizes of the regions with non-trivial topologies.Comment: 25 pages; Version accepted for publication on Physical Review D. New

On non-Markovian time evolution in open quantum systems
Non-Markovian reduced dynamics of an open system is investigated. In the case
the initial state of the reservoir is the vacuum state, an approximation is
introduced which makes possible to construct a reduced dynamics which is
completely positive
Rational points on X_0^+ (p^r)
We show how the recent isogeny bounds due to \'E. Gaudron and G. R\'emond
allow to obtain the triviality of X_0^+ (p^r)(Q), for r>1 and p a prime
exceeding 2.10^{11}. This includes the case of the curves X_split (p). We then
prove, with the help of computer calculations, that the same holds true for p
in the range 10 < p < 10^{14}, p\neq 13. The combination of those results
completes the qualitative study of such sets of rational points undertook in
previous papers, with the exception of p=13.Comment: 16 pages, no figur
Una política pública para el desarrollo del capital humano de funcionarios municipales: aprendizajes para el caso de la Academia de Capacitación Municipal y Regional
This study developed an exhaustive analysis of the international experience to elucidate the different strategies of three training schools for public servers in human capital development within the public service of their countries, and contrast that experience with the chilean case, giving special attention to the training of local government officials. It is proposed that, following the new law, the institutions of the ``Academia de Formación'' must coordinate efforts, resources, actors and wills, so the training provided by the Academy would be associated with the promotion, increasing of degrees and would be priority for recruitment and selection to cover positions available in municipalities entering the system, as in the case of the international schools studied.
Decoherence of quantum Markov semigroups
Quantum Decoherence consists in the appearance of classical dynamics in the evolution of a quantum system. This paper focuses on the probabilistic interpretation of this phenomenon, connected with the analysis of classical reductions of a quantum Markov semigroup. (c) 2005 Elsevier SAS. Merel's theorem on the boundedness of the torsion of elliptic curves
The goal of this note is to give the key steps of the proof of Merel's theorem on the boundedness of the torsion of elliptic curve
Gribov ambiguity and degenerate systems
The relation between Gribov ambiguity and degeneracies in the symplectic
structure of physical systems is analyzed. It is shown that, in
finite-dimensional systems, the presence of Gribov ambiguities in regular
constrained systems (those where the constraints are functionally independent)
always leads to a degenerate symplectic structure upon Dirac reduction. The
implications for the Gribov-Zwanziger approach to QCD are discussed.Comment: 26 pages, 6 figures. Comments and references adde
