"Outsider" status and economic success in Suharto's Indonesia

I was struck recently [1998] by an exchange I witnessed in a Canberra restaurant, when an Indonesian visitor (Dede Oetomo) was explaining his background as a "Chinese" Indonesian, albeit with quite a few Javanese or Balinese ancestors from the eighteenth and nineteenth century on the mother's side. My Filipino colleague (Rey Ileto) noted with some surprise -- "in the Philippines you would simply be a Filipino; in Indonesia I guess I would be a Chinese." This was rather troubling to this important Filipino intellectual, interpreter of Philippine identity & son of a prominent Philippine general. How is it that a substantial minority of urban Indonesian culture and language, and mixed ethnic background, is considered Cina and somehow alien in Indonesia, where the analogous group in Thailand or the Philippines is considered simply Thai or Filipino? And how is it possible that passions could be so strong around this single word that otherwise law-abiding Indonesian citizens should feel no shame in reviling, robbing, killing and raping their fellow-countrymen because of it? In other words, why has this category been constructed by many Indonesians to be outside their moral and political community, at least at times of social stress and breakdown? Perhaps most puzzling, why is it that the most terrifying outburst of anti-Chinese hostility since 1947, and potentially since 1740, should occur in 1998, a time when the whole Sino-Indonesian community is more culturally integrated into the mainstream than at any time in the past? The Effect of NAG–thiazoline on Morphology and Surface Hydrophobicity of Escherichia Coli

Visual Question Answering with Memory-Augmented Networks

In this paper, we exploit a memory-augmented neural network to predict accurate answers to visual questions, even when those answers occur rarely in the training set. The memory network incorporates both internal and external memory blocks and selectively pays attention to each training exemplar. We show that memory-augmented neural networks are able to maintain a relatively long-term memory of scarce training exemplars, which is important for visual question answering due to the heavy-tailed distribution of answers in a general VQA setting. Experimental results on two large-scale benchmark datasets show the favorable performance of the proposed algorithm with a comparison to state of the art.Comment: CVPR 201

Turbomachinery

The discipline research in turbomachinery, which is directed toward building the tools needed to understand such a complex flow phenomenon, is based on the fact that flow in turbomachinery is fundamentally unsteady or time dependent. Success in building a reliable inventory of analytic and experimental tools will depend on how the time and time-averages are treated, as well as on who the space and space-averages are treated. The raw tools at disposal (both experimentally and computational) are truly powerful and their numbers are growing at a staggering pace. As a result of this power, a case can be made that a situation exists where information is outstripping understanding. The challenge is to develop a set of computational and experimental tools which genuinely increase understanding of the fluid flow and heat transfer in a turbomachine. Viewgraphs outline a philosophy based on working on a stairstep hierarchy of mathematical and experimental complexity to build a system of tools, which enable one to aggressively design the turbomachinery of the next century. Examples of the types of computational and experimental tools under current development at Lewis, with progress to date, are examined. The examples include work in both the time-resolved and time-averaged domains. Finally, an attempt is made to identify the proper place for Lewis in this continuum of research

Interpersonal violence in peacetime Malawi.

Background: The contribution of interpersonal violence (IPV) to trauma burden varies greatly by region. The high rates of IPV in sub-Saharan Africa are thought to relate in part to the high rates of collective violence. Malawi, a country with no history of internal collective violence, provides an excellent setting to evaluate whether collective violence drives the high rates of IPV in this region. Methods: This is a retrospective review of a prospective trauma registry from 2009 through 2016 at Kamuzu Central Hospital in Lilongwe, Malawi. Adult (\u3e16 years) victims of IPV were compared with non-intentional trauma victims. Log binomial regression determined factors associated with increased risk of mortality for victims of IPV. Results: Of 72 488 trauma patients, 25 008 (34.5%) suffered IPV. Victims of IPV were more often male (80.2% vs. 74.8%; p Discussion: Even in a sub-Saharan country that never experienced internal collective violence, IPV injury rates are high. Public health efforts to measure and address alcohol use, and studies to determine the role of mob justice, poverty, and intimate partner violence in IPV, in Malawi are needed.
