Political strategies of external support for democratization
Political strategies of external support to democratization are contrasted and critically examined in respect of the United States and European Union. The analysis begins by defining its terms of reference and addresses the question of what it means to have a strategy. The account briefly notes the goals lying behind democratization support and their relationship with the wider foreign policy process, before considering what a successful strategy would look like and how that relates to the selection of candidates. The literature's attempts to identify strategy and its recommendations for better strategies are compared and assessed. Overall, the article argues that the question of political strategies of external support for democratization raises several distinct but related issues including the who?, what?, why?, and how? On one level, strategic choices can be expected to echo the comparative advantage of the "supporter." On a different level, the strategies cannot be divorced from the larger foreign policy framework. While it is correct to say that any sound strategy for support should be grounded in a theoretical understanding of democratization, the literature on strategies reveals something even more fundamental: divergent views about the nature of politics itself. The recommendations there certainly pinpoint weaknesses in the actual strategies of the United States and Europe but they have their own limitations too. In particular, in a world of increasing multi-level governance strategies for supporting democratization should go beyond preoccupation with just an "outside-in" approach
An Investigation of Congestion Pricing Options for Southbound Freight at the Pacific Highway Crossing
Recent years have witnessed an increase in border security as well as continued growth in international truck traffic at the Pacific Highway Crossing (PHC) in Blaine, Washington. As noted in a recent study, the number of commercial vehicles crossing the border between British Columbia and Whatcom County, Washington, nearly doubled during the nineties, and nearly three-fourths of all trucks crossing this stretch of border are processed at PHC. Congestion at PHC continues to be a concern; the study mentioned above found the average waiting time per southbound truck over a four-day period in the summer of 2002 to be about half an hour. Recent facility enhancements at PHC, notably additional capacity in the form of dedicated lanes and inspection booths for FAST (Free and Secure Trade) participants, were aimed at reducing this congestion. Other security-oriented changes, however, such as lengthier questioning at the inspection booths, have nonetheless increased overall processing times and doubled the waiting times for many trucks at the border
Psychometric Properties of an Arabic Pain Anxiety Symptoms Scale-20 (PASS-20) in Healthy Volunteers and Patients Attending a Physiotherapy Clinic.
PURPOSE: The aim of this study was to cross-culturally adapt the PASS-20 questionnaire for use in Libya. METHODS: Participants were 71 patients (42 women) attending the physiotherapy clinic, Ibn Sina Hospital, Sirt, Libya for management of persistent pain and 137 healthy unpaid undergraduate students (52 women) from the University of Sirt, Libya. The English PASS-20 was translated into Arabic. Patients completed the Arabic PASS-20 and the Arabic Pain Rating Scales on two occasions separated by a 14-day interval. Healthy participants completed the Arabic PASS-20 on one occasion. RESULTS: The internal consistency (ICC) for pain patient and healthy participant samples yielded a good reliability for the total score, cognitive anxiety, fear of pain, and physiological anxiety. The test-retest reliability of the Arabic PASS-20 score showed high reliability for the total score (ICC = 0.93, p < 0.001), escape/avoidance (ICC = 0.93, p < 0.001), fear of pain (ICC = 0.94, p < 0.001), and physiological anxiety subscales (ICC = 0.96, p < 0.001) and good reliability for the cognitive anxiety (ICC = 0.85, p < 0.001). Inspection of the Promax rotation showed that each factor comprised of five items were consistent with the theoretical constructs of the original PASS-20 subscales. CONCLUSION: The Arabic PASS-20 retained internal consistency and reliability with the original English version and can be used to measure pain anxiety symptoms in both pain and healthy individual samples in Libya
Zoledronic acid renders human M1 and M2 macrophages susceptible to Vδ2(+) γδ T cell cytotoxicity in a perforin-dependent manner.
Vδ2(+) T cells are a subpopulation of γδ T cells in humans that are cytotoxic towards cells which accumulate isopentenyl pyrophosphate. The nitrogen-containing bisphosphonate, zoledronic acid (ZA), can induce tumour cell lines to accumulate isopentenyl pyrophosphate, thus rendering them more susceptible to Vδ2(+) T cell cytotoxicity. However, little is known about whether ZA renders other, non-malignant cell types susceptible. In this study we focussed on macrophages (Mϕs), as these cells have been shown to take up ZA. We differentiated peripheral blood monocytes from healthy donors into Mϕs and then treated them with IFN-γ or IL-4 to generate M1 and M2 Mϕs, respectively. We characterised these Mϕs based on their phenotype and cytokine production and then tested whether ZA rendered them susceptible to Vδ2(+) T cell cytotoxicity. Consistent with the literature, IFN-γ-treated Mϕs expressed higher levels of the M1 markers CD64 and IL-12p70, whereas IL-4-treated Mϕs expressed higher levels of the M2 markers CD206 and chemokine (C-C motif) ligand 18. When treated with ZA, both M1 and M2 Mϕs became susceptible to Vδ2(+) T cell cytotoxicity. Vδ2(+) T cells expressed perforin and degranulated in response to ZA-treated Mϕs as shown by mobilisation of CD107a and CD107b to the cell surface. Furthermore, cytotoxicity towards ZA-treated Mϕs was sensitive-at least in part-to the perforin inhibitor concanamycin A. These findings suggest that ZA can render M1 and M2 Mϕs susceptible to Vδ2(+) T cell cytotoxicity in a perforin-dependent manner, which has important implications regarding the use of ZA in cancer immunotherapy

Integrated Manufacturing for Advanced MEAs
This program addressed a two-pronged goal for developing fuel cell components: lowering of precious metal content in membrane electrode assemblies (MEAs), thereby reducing the fuel cell cost, and creating MEAs that can operate at 120oC and 25% RH whereby the system efficiency and effectiveness is greatly improved. In completing this program, we have demonstrated a significant reduction in precious metal while at the same time increasing the power output (achieved 2005 goal of 0.6g/Kw). We have also identified a technology that allows for one step fabrication of MEAs and appears to be a feasible path toward achieving DOE’s 2010 targets for precious metal and power (approaches 0.2g/Kw). Our team partner Du Pont invented a new class of polymer electrolyte membrane that has sufficient stability and conductivity to demonstrate feasibility for operation at 120 oC and low relative humidity. Through the course of this project, the public has benefited greatly from numerous presentations and publications on the technical understanding necessary to achieve these goals
Fluorescent Risedronate Analogues Reveal Bisphosphonate Uptake by Bone Marrow Monocytes and Localization Around Osteocytes In Vivo
Bisphosphonates are effective antiresorptive agents owing to their bone-targeting property and ability to inhibit osteoclasts. It remains unclear, however, whether any non-osteoclast cells are directly affected by these drugs in vivo. Two fluorescent risedronate analogues, carboxyfluorescein-labeled risedronate (FAM-RIS) and Alexa Fluor 647–labeled risedronate (AF647-RIS), were used to address this question. Twenty-four hours after injection into 3-month-old mice, fluorescent risedronate analogues were bound to bone surfaces. More detailed analysis revealed labeling of vascular channel walls within cortical bone. Furthermore, fluorescent risedronate analogues were present in osteocytic lacunae in close proximity to vascular channels and localized to the lacunae of newly embedded osteocytes close to the bone surface. Following injection into newborn rabbits, intracellular uptake of fluorescently labeled risedronate was detected in osteoclasts, and the active analogue FAM-RIS caused accumulation of unprenylated Rap1A in these cells. In addition, CD14high bone marrow monocytes showed relatively high levels of uptake of fluorescently labeled risedronate, which correlated with selective accumulation of unprenylated Rap1A in CD14+ cells, as well as osteoclasts, following treatment with risedronate in vivo. Similar results were obtained when either rabbit or human bone marrow cells were treated with fluorescent risedronate analogues in vitro. These findings suggest that the capacity of different cell types to endocytose bisphosphonate is a major determinant for the degree of cellular drug uptake in vitro as well as in vivo. In conclusion, this study shows that in addition to bone-resorbing osteoclasts, bisphosphonates may exert direct effects on bone marrow monocytes in vivo. © 2010 American Society for Bone and Mineral Researc
Atmospheric limitations for high-frequency ground-based VLBI
Very long baseline interferometry (VLBI) provides the highest-resolution
images in astronomy. The sharpest resolution is nominally achieved at the
highest frequencies, but as the observing frequency increases so too does the
atmospheric contribution to the system noise, degrading the sensitivity of the
array and hampering detection. In this paper, we explore the limits of
high-frequency VLBI observations using ngehtsim, a new tool for generating
realistic synthetic data. ngehtsim uses detailed historical atmospheric models
to simulate observing conditions, and it employs heuristic visibility detection
criteria that emulate single- and multi-frequency VLBI calibration strategies.
We demonstrate the fidelity of ngehtsim's predictions using a comparison with
existing 230 GHz data taken by the Event Horizon Telescope (EHT), and we
simulate the expected performance of EHT observations at 345 GHz. Though the
EHT achieves a nearly 100% detection rate at 230 GHz, our simulations indicate
that it should expect substantially poorer performance at 345 GHz; in
particular, observations of M87 at 345 GHz are predicted to achieve detection
rates of 20% that may preclude imaging. Increasing the array
sensitivity through wider bandwidths and/or longer integration times -- as
enabled through, e.g., the simultaneous multi-frequency upgrades envisioned for
the next-generation EHT -- can improve the 345 GHz prospects and yield
detection levels that are comparable to those at 230 GHz. M87 and Sgr A*
observations carried out in the atmospheric window around 460 GHz could expect
to regularly achieve multiple detections on long baselines, but analogous
observations at 690 and 875 GHz consistently obtain almost no detections at

Volumetric Computed Tomography Angiography in the Evaluation of Mediastinal Fluid Collections following Congenital Cardiac Surgery
We present 3 patients with 4 causes of mediastinal fluid collection after congenital cardiac surgery in this extended case report. Volumetric computed tomography played an essential role in diagnosing causes and extent, relevant to subsequent management. Recent advances in volumetric computed tomography allow fast and accurate imaging of cardiovascular and extravascular structures in children with acceptable radiation dose, providing a powerful imaging tool for the evaluation of complications after congenital cardiac surgery
Reference Array and Design Consideration for the next-generation Event Horizon Telescope
We describe the process to design, architect, and implement a transformative
enhancement of the Event Horizon Telescope (ngEHT). This program - the
next-generation Event Horizon Telescope (ngEHT) - will form a networked global
array of radio dishes capable of making high-fidelity real-time movies of
supermassive black holes (SMBH) and their emanating jets. This builds upon the
EHT principally by deploying additional modest-diameter dishes to optimized
geographic locations to enhance the current global mm/submm wavelength Very
Long Baseline Interferometric (VLBI) array, which has, to date, utilized mostly
pre-existing radio telescopes. The ngEHT program further focuses on observing
at three frequencies simultaneously for increased sensitivity and Fourier
spatial frequency coverage. Here, the concept, science goals, design
considerations, station siting and instrument prototyping are discussed, and a
preliminary reference array to be implemented in phases is described.Comment: Submitted to the journal Galaxie
Ccaat/enhancer-binding protein delta (C/ebpδ): A previously unrecognized tumor suppressor that limits the oncogenic potential of pancreatic ductal adenocarcinoma cells
CCAAT/enhancer-binding protein δ (C/EBPδ) is a transcription factor involved in growth arrest and differentiation, which has consequently been suggested to harbor tumor suppressive activities. However, C/EBPδ over-expression correlates with poor prognosis in glioblastoma and promotes genomic instability in cervical cancer, hinting at an oncogenic role of C/EBPδ in these contexts. Here, we explore the role of C/EBPδ in pancreatic cancer. We determined C/EBPδ expression in biopsies from pancreatic cancer patients using public gene-expression datasets and in-house tissue microarrays. We found that C/EBPδ is highly expressed in healthy pancreatic ductal cells but lost in pancreatic ductal adenocarcinoma. Furthermore, loss of C/EBPδ correlated with increased lymph node involvement and shorter overall survival in pancreatic ductal adenocarcinoma patients. In accordance with this, in vitro experiments showed reduced clonogenic capacity and proliferation of pancreatic ductal adenocarcinoma cells following C/EBPδ re-expression, concurrent with decreased sphere formation capacity in soft agar assays. We thus report a previously unrecognized but important tumor suppressor role of C/EBPδ in pancreatic ductal adenocarcinoma. This is of particular interest since only few tumor suppressors have been identified in the context of pancreatic cancer. Moreover, our findings suggest that restoration of C/EBPδ activity could hold therapeutic value in pancreatic ductal adenocarcinoma, although the latter claim needs to be substantiated in future studies
