Imagining nation, state, and order in the mid-twentieth century
This essay considers the relationship between the United Nations and the Third
World. Using the apartheid debate as a framing device, it explores Indian and
African nationalism in the mid-1940s and early 1960s. In focusing on themes of
nationhood, statehood, and international order, the essay explicates the factors that
separated Indian nationalists from their contemporaries in Africa, and hints at a
novel portrait of the Third World as a contested political project in the mid-twentieth

true struggle – a struggle between the North and the South over colonialism, white racism, and economic exploitation. In place of order and national security, these countries demanded emancipation and justice.

Two Species of Canine Babesia in Australia: Detection and Characterization by PCR
The haemoprotozoan Babesia canis has been recognized in Australia for many years, and a second, smaller species has recently been discovered. Amplification and sequencing of a partial region of the 18S small subunit ribosomal RNA (rRNA) gene enabled detection and characterization of the large and small canine babesiae of Australia for the first time. Isolates from northern Australia were genetically characterized to be 99% homologous to Babesia canis vogeli, confirming previous speculation about the subspecies of B. canis endemic to Australia. The partial 18S rRNA gene sequence amplified from isolates obtained in southeastern Australia was genetically identical to Babesia gibsoni, a species not previously known in Australia. The polymerase chain reaction (PCR) used was shown to be specific to Babesia and had a high sensitivity, detecting DNA at a parasitemia of approximately 0.0000027%. The Pricing Performance of Market Advisory Services in Corn and Soybeans Over 1995-2004
The purpose of this research report is to evaluate the pricing performance of market advisory services for the 1995-2004 corn and soybean crops. Marketing assumptions applied to advisory program track records are intended to accurately depict “real-world” marketing conditions facing a representative central Illinois corn and soybean farmer. Several key assumptions are: i) with a few exceptions, the marketing window for a crop year runs from September before harvest through August after harvest, ii) on-farm or commercial physical storage costs, as well as interest opportunity costs, are charged to post-harvest sales, iii) brokerage costs are subtracted for all futures and options transactions and iv) Commodity Credit Corporation (CCC) marketing loan recommendations made by advisory programs are followed wherever feasible. Based on these and other assumptions, the net price received by a subscriber to market advisory programs is calculated for the 1995-2004 corn and soybean crops. Market and farmer benchmarks are developed for the performance evaluations. Two market benchmarks are specified in order to test the sensitivity of performance results to changing benchmark assumptions. The 24-month market benchmark averages market prices for the entire 24-month marketing window. The 20-month market benchmark is computed in a similar fashion, except the first four months of the marketing window are omitted. Given the uncertainties involved in measuring the average price received by farmers, two alternative farmer benchmarks for central Illinois are specified. The market and farmer benchmarks are computed using the same assumptions applied to advisory program track records. Five basic indicators of performance are applied to advisory program prices and revenues over 1995-2004. Results show that advisory program prices fall in the top-third of the price range relatively infrequently. There is limited evidence that advisory programs as a group outperform market benchmarks, particularly after considering risk. The evidence is somewhat more positive with respect to farmer benchmarks, even after taking risk into account. For example, the average advisory return relative to the farmer benchmarks is 8 to $12 per acre with only a marginal increase in risk. Even though this return is small and mainly from corn, it nonetheless represents a non-trivial increase in net farm income per acre for grain farms in central Illinois. Test results also suggest that it is difficult to predict the year-to-year pricing performance of advisory programs based on past pricing performance. However, there is some evidence that performance is more predictable over longer time horizons, particularly at the extremes of performance rankings. The results raise the interesting possibility that even though advisory services do not appear to “beat the market,” they nonetheless provide the opportunity for some farmers to improve performance relative to the market. Mirroring debates about stock investing, the relevant issue is whether farmers can most effectively improve marketing performance by pursuing “active” strategies, like those recommended by advisory services, or “passive” strategies, which involve routinely spreading sales across the marketing window.Agricultural Finance, Financial Economics,
'Last-place Aversion': Evidence and Redistributive Implications
We present evidence from laboratory experiments showing that individuals are "last-place averse." Participants choose gambles with the potential to move them out of last place that they reject when randomly placed in other parts of the distribution. In modified-dictator games, participants randomly placed in second-to-last place are the most likely to give money to the person one rank above them instead of the person one rank below. Last-place aversion suggests that low-income individuals might oppose redistribution because it could differentially help the group just beneath them. Using survey data, we show that individuals making just above the minimum wage are the most likely to oppose its increase. Similarly, in the General Social Survey, those above poverty but below median income support redistribution significantly less than their background characteristics would predict
Childhood maltreatment, psychological resources, and depressive symptoms in women with breast cancer.
Childhood maltreatment is associated with elevated risk for depression across the human lifespan. Identifying the pathways through which childhood maltreatment relates to depressive symptoms may elucidate intervention targets that have the potential to reduce the lifelong negative health sequelae of maltreatment exposure. In this cross-sectional study, 271 women with early-stage breast cancer were assessed after their diagnosis but before the start of adjuvant treatment (chemotherapy, radiation, endocrine therapy). Participants completed measures of childhood maltreatment exposure, psychological resources (optimism, mastery, self-esteem, mindfulness), and depressive symptoms. Using multiple mediation analyses, we examined which psychological resources uniquely mediated the relationship between childhood maltreatment and depressive symptoms. Exposure to maltreatment during childhood was robustly associated with lower psychological resources and elevated depressive symptoms. Further, lower optimism and mindfulness mediated the association between childhood maltreatment and elevated depressive symptoms. These results support existing theory that childhood maltreatment is associated with lower psychological resources, which partially explains elevated depressive symptoms in a sample of women facing breast cancer diagnosis and treatment. These findings warrant replication in populations facing other major life events and highlight the need for additional studies examining childhood maltreatment as a moderator of treatment outcomes
Genetic characterization of flea-derived Bartonella species from native animals in Australia suggests host-parasite co-evolution
Fleas are important arthropod vectors for a variety of diseases in veterinary and human medicine, and bacteria belonging to the genus Bartonella are among the organisms most commonly transmitted by these ectoparasites. Recently, a number of novel Bartonella species and novel species candidates have been reported in marsupial fleas in Australia. In the present study the genetic diversity of marsupial fleas was investigated; 10 species of fleas were collected from seven different marsupial and placental mammal hosts in Western Australia including woylies (Bettongia penicillata), western barred bandicoots (Perameles bougainville), mardos (Antechinus flavipes), bush rats (Rattus fuscipes), red foxes (Vulpes vulpes), feral cats (Felis catus) and rabbits (Oryctolagus cuniculus). PCR and sequence analysis of the cytochrome oxidase subunit I (COI) and the 18S rRNA genes from these fleas was performed. Concatenated phylogenetic analysis of the COI and 18S rRNA genes revealed a close genetic relationship between marsupial fleas, with Pygiopsylla hilli from woylies, Pygiopsylla tunneyi from western barred bandicoots and Acanthopsylla jordani from mardos, forming a separate cluster from fleas collected from the placental mammals in the same geographical area. The clustering of Bartonella species with their marsupial flea hosts suggests co-evolution of marsupial hosts, marsupial fleas and Bartonella species in Australia
The Local Group dwarf Leo T: HI on the brink of star formation
We present Giant Meterwave Radio Telescope (GMRT) and Westerbork ynthesis
Radio Telescope (WSRT) observations of the recently discovered Local Group
dwarf galaxy, Leo T. The peak HI column density is measured to be 7x10^20
cm^-2, and the total HI mass is 2.8Xx10^5 Msun, based on a distance of 420 kpc.
Leo T has both cold (~ 500 K) and warm (~ 6000 K) HI at its core, with a global
velocity dispersion of 6.9 km/s, from which we derive a dynamical mass within
the HI radius of 3.3x10^6 Msun, and a mass-to-light ratio of greater than 50.
We calculate the Jeans mass from the radial profiles of the HI column density
and velocity dispersion, and predict that the gas should be globally stable
against star formation. This finding is inconsistent with the half light radius
of Leo T, which extends to 170 pc, and indicates that local conditions must
determine where star formation takes place. Leo T is not only the lowest
luminosity galaxy with on-going star formation discovered to date, it is also

Trade Studies for a Manned High-Power Nuclear Electric Propulsion Vehicle
Nuclear electric propulsion (NEP) vehicles will be needed for future manned missions to Mars and beyond. Candidate vehicles must be identified through trade studies for further detailed design from a large array of possibilities. Genetic algorithms have proven their utility in conceptual design studies by effectively searching a large design space to pinpoint unique optimal designs. This research combines analysis codes for NEP subsystems with genetic algorithm-based optimization. Trade studies for a NEP reference mission to the asteroids were conducted to identify important trends, and to determine the effects of various technologies and subsystems on vehicle performance. It was found that the electric thruster type and thruster performance have a major impact on the achievable system performance, and that significant effort in thruster research and development is merited
The AGB population of NGC 6822: distribution and the C/M ratio from JHK photometry
NGC 6822 is an irregular dwarf galaxy and part of the Local Group. Its close
proximity and apparent isolation provide a unique opportunity to study galactic
evolution without any obvious strong external influences. This paper aims to
study the spatial distribution of the asymptotic giant branch (AGB) population
and metallicity in NGC 6822. Using deep, high quality JHK photometry, taken
with WFCAM on UKIRT, carbon- and oxygen-rich AGB stars have been isolated. The
ratio between their number, the C/M ratio, has then been used to derive the
[Fe/H] abundance across the galaxy. The tip of the red giant branch is located
at K0 = 17.41 \pm 0.11 mag and the colour separation between carbon- and
oxygen-rich AGB stars is at (J - K)0 = 1.20 \pm 0.03 mag (i.e. (J - K)2MAS S
{\guillemotright} 1.28 mag). A C/M ratio of 0.62 \pm 0.03 has been derived in
the inner 4 kpc of the galaxy, which translates into an iron abundance of
[Fe/H] = -1.29\pm0.07 dex. Variations of these parameters were investigated as
a function of distance from the galaxy centre and azimuthal angle. The AGB
population of NGC 6822 has been detected out to a radius of 4 kpc giving a
diameter of 56 arcmin. It is metal-poor, but there is no obvious gradient in
metallicity with either radial distance from the centre or azimuthal angle. The
detected spread in the TRGB magnitude is consistent with that of a galaxy
surrounded by a halo of old stars. The C/M ratio has the potential to be a very
useful tool for the determination of metallicity in resolved galaxies but a
better calibration of the C/M vs. [Fe/H] relation and a better understanding of
the sensitivities of the C/M ratio to stellar selection criteria is first
required
