    Pass a Law, Any Law, Fast! State Legislative Responses to the Kelo Backlash

    The Supreme Court in Kelo v. City of New London left protection of property against takings for economic development to the states. Since Kelo, thirty-seven states have enacted legislation to update their eminent domain laws. This paper is the first to theoretically and empirically analyze the factors that influence whether, in what manner, and how quickly states change their laws through new legislation. Fourteen of the thirty-seven new laws offer only weak protections against development takings. The legislative response to Kelo was responsive to measures of the backlash but only in the binary decision whether to pass any new law. The decision to enact a meaningful restriction was more a function of relevant political economy measures. States with more economic freedom, greater value of new housing construction, and less racial and income inequality are more likely to have enacted stronger restrictions, and sooner. Of the thirteen states that have not updated, Arkansas, Oklahoma and Mississippi are highly likely to do so in the future. Hawaii, Massachusetts and New York are unlikely to update ever if at all

    Public libraries and non-users: A comparison between Manchester and Rome

    This paper presents the findings of a study conducted with library managers from two major metropolitan areas, Greater Manchester in England and Rome in Italy. The study aims to compare practices, activities and policies adopted in the two cities to attract non-users, with particular attention to the approach that librarians take to resolving the non-user issue. This research also revealed differences in the way public libraries are used in the two areas. In Manchester, libraries are predominantly task orientated, offering access points for community services, whereas in Rome the focus is more on entertainment, leisure, and social events. The non-user profiles differ between cities, with non-users being mostly older teenagers and young adults in Manchester and mostly younger teenagers and pensioners in Rome. Reading groups, a key service for encouraging reading and familiarising with library facilities, are well established in England, with 90% of the libraries in Manchester accommodating one or more groups, compared to only 50% of the libraries in Rome offering usually a single group. In addition, Manchester libraries often have a range of specialised reading groups to suit a large variety of reading tastes. Libraries in both cities are aware of the need for proactive marketing and management of their web presence but should look at other countries’ strategies to expand their range of activities and programmes to attract more public

    Consensus definition and diagnostic criteria for neonatal encephalopathy—study protocol for a real-time modified delphi study

    Background: ‘Neonatal encephalopathy’ (NE) describes a group of conditions in term infants presenting in the earliest days after birth with disturbed neurological function of cerebral origin. NE is aetiologically heterogenous; one cause is peripartum hypoxic ischaemia. Lack of uniformity in the terminology used to describe NE and its diagnostic criteria creates difficulty in the design and interpretation of research and complicates communication with families. The DEFINE study aims to use a modified Delphi approach to form a consensus definition for NE, and diagnostic criteria. Methods: Directed by an international steering group, we will conduct a systematic review of the literature to assess the terminology used in trials of NE, and with their guidance perform an online Real-time Delphi survey to develop a consensus diagnosis and criteria for NE. A consensus meeting will be held to agree on the final terminology and criteria, and the outcome disseminated widely. Discussion: A clear and consistent consensus-based definition of NE and criteria for its diagnosis, achieved by use of a modified Delphi technique, will enable more comparability of research results and improved communication among professionals and with families. Impact: The terms Neonatal Encephalopathy and Hypoxic Ischaemic Encephalopathy tend to be used interchangeably in the literature to describe a term newborn with signs of encephalopathy at birth. This creates difficulty in communication with families and carers, and between medical professionals and researchers, as well as creating difficulty with performance of research. The DEFINE project will use a Real-time Delphi approach to create a consensus definition for the term ‘Neonatal Encephalopathy’. A definition formed by this consensus approach will be accepted and utilised by the neonatal community to improve research, outcomes, and parental experience

    Genistein Modified Poly(ethylene oxide) (PEO)/Poly(D,L-lactic acid) (PDLLA) Electrospum Mats for Bioactive Wound Dressing

    Genistein is a phytochemical with a broad range of desirable biological activity for wound healing. However, its poor bioavailability requires developing a new method for fabricating an appropriate carrier vehicle to deliver genistein in a sustained manner. Based on the guidance afforded by the ternary phase diagram of poly(D,L-lactic acid) (PDLLA), poly(ethylene oxide) (PEO), and genistein blends, certain selective compositions were electrospun. We obtained a uniformly smooth surface morphology in unmodified and genistein-modified PEO/PDLLA fibers, documented by scanning electron microscopy. Moreover, wide-angle X-ray diffraction and 1H NMR studies revealed that the genistein molecules, successfully incorporated in the blends, remained chemically stable after electrospinning. Besides surface wettability and dimensional stability of the electrospun mats, the released genistein amount has been evaluated as a function of PEO concentration. Our biocompatibility investigations suggest that genistein-modified PEO/PDLLA electrospun mats exhibit strong antioxidant and anti-inflammatory activities which indicate they have potential applications for wound dressings
