Mixed administrative tribunals are appointed boards or commissions in which lay members decide legal issues with the involvement of a professional administrative law judge. This involvement varies in degree and methods, depending on the tribunal’s rules and statutes. Comparison of Various Mean Field Formulations for Retrieving Refractive Indices of Aerosol Particles Containing Inclusions

Application of effective medium approximation (EMA) methods to two-component systems are presented. Systems studied are composed of water, sulfate, soot, and dust as these are commonly encountered atmospheric aerosol components. Atmospheric models often employ EMAs to include internally mixed aerosols without the computational burden of exact theory. In the current work, several types of mixing rules (Maxwell-Garnet, Bruggeman, and coherent potential approximation) have been applied to various two-component internally mixed particles at 550 nm using volume fractions of the minor component below 0.1. As expected, results show that the formulations tested produce very similar effective refractive indices indicating that electric field interactions between inclusions is negligible at the tested volume fractions. This indicates that the differences in component refractive index has only a minor effect on the validity of the EMA at the tested volume fractions. In all cases considered, the linear average of the refractive indices of the two components provides an upper limit for the EMAs

A Survey of Studies on Judicial Selection

The Alaska legislature is considering a bill — Senate Joint Resolution 3 — that would put before voters a state constitutional amendment to change the composition of the Alaska Judicial Council and the way its members are selected. The Alaska Judicial Council plays a constitutionally-mandated role in the selection of Alaska’s judges and also makes recommendations to voters concerning retaining or not retaining judges as part of the judicial retention election process. This article reviews selected existing studies relevant to potential effects of this proposed change to the council composition — studies that examined judicial effectiveness, responsiveness of judges to public opinion, and public perception of judges. The Centaurus Group and the Outer Halo of NGC 5128: Are they Dynamically Connected?

NGC 5128, a giant elliptical galaxy only $\sim 4$ Mpc away, is the dominant member of a galaxy group of over 80 probable members. The Centaurus group provides an excellent sample for a kinematic comparison between the halo of NGC 5128 and its surrounding satellite galaxies. A new study, presented here, shows no kinematic difference in rotation amplitude, rotation axis, and velocity dispersion between the halo of NGC 5128, determined from over $\sim340$ of its globular clusters, and those of the Centaurus group as a whole. These results suggest NGC 5128 could be behaving in part as the inner component to the galaxy group, and could have begun as a large initial seed galaxy, gradually built up by minor mergers and satellite accretions, consistent with simple cold dark matter models. The mass and mass-to-light ratios in the B-band, corrected for projection effects, are determined to be $(1.3\pm0.5) \times 10^{12}$ M_{\sun} and $52\pm22$ M_{\sun}/L_{\sun} for NGC 5128 out to a galactocentric radius of 45 kpc, and $(9.2\pm3.0) \times 10^{12}$ M_{\sun} and $153\pm50$ M_{\sun}/L_{\sun} for the Centaurus group, consistent with previous studies.Comment: 14 pages, 3 tables, 7 figures, Accepted for publication in A

Coeliac disease: where are we in 2014?

Presents up-to-date information on coeliac disease, with recommendations on whom to test and how to test them, and how to manage patients once they are diagnosed. Summary Background Coeliac disease (CD) is an autoimmune condition affecting at least 1% of the population, many of whom remain undiagnosed. It is characterised by chronic inflammation of the small-intestinal mucosa and triggered by eating gluten. It is challenging to diagnose because of the many and varied ways in which it may present. Discussion Primary care practitioners have a crucial role in improving rates of CD diagnosis, and in the ongoing care of patients with CD. A blood test for coeliac-specific antibodies will identify most patients who need to undergo duodenal biopsy to make the diagnosis. Management encompasses supporting patients with adherence to the gluten-free diet and conducting a CD-focused clinical review every 1–2 years

Implicit Theories and Self-efficacy in an Introductory Programming Course

Contribution: This study examined student effort and performance in an introductory programming course with respect to student-held implicit theories and self-efficacy. Background: Implicit theories and self-efficacy shed a light into understanding academic success, which must be considered when developing effective learning strategies for programming. Research Questions: Are implicit theories of intelligence and programming, and programming-efficacy related to each other and student success in programming? Is it possible to predict student course performance using a subset of these constructs? Methodology: Two consecutive surveys (N=100 and N=81) were administered to non-CS engineering students in I\c{s}{\i}k University. Findings: Implicit theories and self-beliefs are interrelated and correlated with effort, performance, and previous failures in the course and students explain failure in programming course with "programming-aptitude is fixed" theory, and also that programming is a difficult task for themselves.Comment: Programming Education. 8 page
