The judiciary and Criminal child who in fact is for the protection and welfare of children as part of social welfare, wants sanctions preferred action instead of criminal sanctions. In other words, criminal sanctions would only be used as a last effort (the last resort). But in fact, these types of criminal sanctions, in particular imprisonment sanctions are still used as a sanction "Prima Donna", both in the formulation of the Act No. 3 of 1997 Concerning juvenile court, as well as in its application by judges in juvenile court. Therefore it needed amending System sanctions set in the Juvenile Court Act

Utilization of Biochar of Cocoa Shell and Rice Husk to Increase Rice Productivity in Ultisol Lampung. Biochar application as soil amendment is technology for soil and crop productivity improvement in acid soil. The main problem of acid soil including in paddy field is high concentration of Al3+ that inhibit crops growth causing low crop production. The objective of this study was to evaluate the effects of cocoa shell and rice husk biochar on paddyfield productivity and soil chemical properties. The study was conducted at Agricultural Research Station of Tamanbogo, East Lampung on June-September 2012 (planting season 1), January-April 2013 (planting season 2) and December 2013-March 2014 (planting season 3). The experimental design was split plot design, which the main plotswere two types of biochar (cacao shell and rice husk), the sub plots were biochar rates 0.5 t/ha (control), 5 t/ha and 15 t/ha with five replications. The parameters measured were paddy growth, yield and soil chemical properties (soil pH,C organic, N total, available P, K total, and Al3+ ). The result showed that biochar could affect weight of rice straw andrice yield at the second and third planting season, while biochar rates could affect crop growth and yield of rice at three planting. The effect of cacao shell and rice husk biochar application with the rate of 15 t/ha could up to three planting seasons without any biochar addition in following two consecutives year, whereas addition biochar 5 t/ha wasless effective. The cacao shell biochar was more effective in increasing crop growth and yield than rice husk biochar,as seen on dry grain rice yield, i.e. 3.58 t/ha (PS1) and 5.06 t/ha (PS III). During two planting seasons, both biochar at the rate of 15 t/ha were sufficient to improve soil chemical properties. Cacao shell biochar with the rate of 15 t/ha had better effect in improving soil chemical properties significantly in term of soil pH, available P, and total K content and decreasing aluminum content than rice husk biochar especially at second planting season

Base on the survey and field visiting at the industry location, the state of traditional dockyardindustry in Bagansiapiapi is reported. Traditional dockyards use wood as raw materials for buildingsmall boat of less than 5 GT for cargo or passenger as well as fishing boats. The location of dockyard isbuilt open on the bank of riverine in the coastal area without any covered building. Even facilities in thetraditional dockyard as well as the way to the location are almost no any infrastructure to support it. Thedockyard persists on the wetland environment, swampy area, and unhealthy working condition. Themanagement of the dockyard is family wise as it belong to the one core family, but the boat craftmenmostly extent family. While the technology used mostly is not deliberately heritage from their ancient orotherwise from the long experiences working in the dockyard for many years. The main problem of thetraditional dockyard is the raw wood materials are scare so that difficul to get with high costly price, whilst capital to secure matereials stock unavailable. The consequence, three of four traditional dockyartsurveyed have already or stopping to product a new boat and frustrating to pace the future. The probableeffective idea way out of the situation is to use alterentive boat substitute material such as FRP. Thisidea will be verified by following studies on modern dockyard producing small boat with using alterna-tive non-wood material. It is necessary as a reference for the transformation of the traditional dockyardinto the modern one

Background: Exposure to lead (Pb) with low levels over a prolonged period will cause health effects such ashypertension, anemia, decreased ability to inhibit the formation of the brain and red blood. If this is not resolvedsoon, disorder may result in disruption to the body's various organ systems such as the nervous system, kidneys, reproductive system, gastrointestinal tract and anemia. This research aimed to know the association between leadexposure with albumin level and anemia. Methods: Cross-sectional study on 45 subjects research at Small Industry Village (PIK) Kebasen Talang DistrictTegal regency. Pb levels in the blood as biomaker of exposure to decreased levels of albumin and anemia.Result: There were 6 subjects who had BLL over the threshold with mean and standart deviation of 26.8 + 18.85ug/dl.They (33 sub) also had a haemoglobine level over the threshold with the mean of 14.3 + 1.10 gr %. Therewere 31 subjects with level of albumine over the threshold with the mean of 5.7+ 1.39. There was a relationshipbetween blood lead level and albumin level (p value = 0.048), with a correlation coefficient (rho) = -0.205.Conclusion: People who are working with very risky Pb exposure increased levels of albumin in the blood
