Pengelolaan Pelabuhan Cartagena Spanyol sebagai Kerangka Optimalisasi Pelabuhan di Negeri Sendiri
Dampak ekonomi dari pengembangan Pelabuhan Cartagena sangat pesat dalam kurun waktu 10 tahun terakhir. Hal ini ditunjukkan dengan adanya kenaikan Product Domestic Regional Bruto(PDRB) sektor kelautan dengan Gross Value Added(GVA) dari nilai 1,1% menjadi 3,81% dan nilai 0,1% menjadi 2,11% untuk sektor tenaga kerja. Dengan metode Regional Input-Output Tables(R-IOT) dan metode pendekatan Input-Output(I-O) didapat data dan angka – angka yang bisa memberikan beberapa terobosan pengembangan dari sektor forex pelabuhan maupun sektor pariwisata maritim, sehingga Pelabuhan Cartagena sebagai pemberi impact terbesar ke 5 dari 28 pelabuhan yang ada di Spanyol dan menempatkan Spanyol menduduki peringkat 2 dalam hal kedatangan turis dengan kapal pesiar di Eropa setelah Italia.Indonesia juga mencontoh dengan strategi yang sama sektor-sektor yang mempengaruhi PDRB,tenaga kerja pada sektor kelautan,keringanan bidang pajak, kemudahan bidang tenaga kerja, jaminan keamanan bagi investor yang menanam modalnya disektor kelautan, dengan didukung oleh akses-akses transportasi yang mudah, cepat, dan simpul-simpul kemacetan ditiadakan. Seluruh akses yang menuju kepusat-pusat ekonomi kelautan diperbaiki, industri pendukung baik dari sektor swasta maupun Badan Usaha Milik Negara(BUMN) juga berbenah. Radio Timing and Optical Photometry of the Black Widow System PSR J1953+1846A in the Globular Cluster M71
We report on the determination of the astrometric, spin and orbital
parameters for PSR J1953+1846A, a "black widow" binary millisecond pulsar in
the globular cluster M71. By using the accurate position and orbital parameters
obtained from radio timing, we identified the optical companion in ACS/Hubble
Space Telescope images. It turns out to be a faint (m_F606W>=24, m_F814W>=23)
and variable star located at only ~0.06" from the pulsar timing position. The
light curve shows a maximum at the pulsar inferior conjunction and a minimum at
the pulsar superior conjunction, thus confirming the association with the
system. The shape of the optical modulation suggests that the companion star is
heated, likely by the pulsar wind. The comparison with the X-ray light curve
possibly suggests the presence of an intra-binary shock due to the interaction
between the pulsar wind and the material released by the companion. This is the
second identification (after COM-M5C) of an optical companion to a black widow
pulsar in a globular cluster. Interestingly, the two companions show a similar

On the Brauer groups of symmetries of abelian Dijkgraaf-Witten theories
Symmetries of three-dimensional topological field theories are naturally
defined in terms of invertible topological surface defects. Symmetry groups are
thus Brauer-Picard groups. We present a gauge theoretic realization of all
symmetries of abelian Dijkgraaf-Witten theories. The symmetry group for a
Dijkgraaf-Witten theory with gauge group a finite abelian group , and with
vanishing 3-cocycle, is generated by group automorphisms of , by
automorphisms of the trivial Chern-Simons 2-gerbe on the stack of -bundles,
and by partial e-m dualities.
We show that transmission functors naturally extracted from extended
topological field theories with surface defects give a physical realization of
the bijection between invertible bimodule categories of a fusion category and
braided auto-equivalences of its Drinfeld center. The latter provides the
labels for bulk Wilson lines; it follows that a symmetry is completely

Skyrmion Lattice in a Chiral Magnet
Skyrmions represent topologically stable field configurations with
particle-like properties. We used neutron scattering to observe the spontaneous
formation of a two-dimensional lattice of skyrmion lines, a type of magnetic
vortices, in the chiral itinerant-electron magnet MnSi. The skyrmion lattice
stabilizes at the border between paramagnetism and long-range helimagnetic
order perpendicular to a small applied magnetic field regardless of the
direction of the magnetic field relative to the atomic lattice. Our study
experimentally establishes magnetic materials lacking inversion symmetry as an
arena for new forms of crystalline order composed of topologically stable spin
states
Novel domain architectures and functional determinants in atypical annexins revealed by phylogenomic analysis.
The fundamental cellular role and molecular interactions of annexins in vesicle trafficking and membrane remodeling remain to be further clarified in order to better understand and exploit their contributions to health and disease. We focused on distinctive features of atypical annexins from all domains of life using phylogenomic, molecular systematic and experimental approaches, to extend the current paradigm and better account for annexin diversity of structure, function and mechanistic role in membrane homeostasis. The analysis of gene duplications, organization of domain architectures and profile hidden Markov models of subfamily orthologs defined conserved structural features relevant to molecular interactions and functional divergence of seven family clades ANXA-G. Single domain annexins of bacteria, including cyanobacteria, were frequently coupled to enzymatic units conceivably related to membrane metabolism and remodeling. Multiple ANX domains (up to 20) and various distinct functional domains were observed in unique annexins. Canonical type 2 calcium binding ligands were well-preserved in roughly half of all ANX domains, but alternative structural motifs comprised of 'KGD', cysteine or tryptophan residues were prominently conserved in the same strategic interhelical loops. Selective evolutionary constraint, site-specific location and co-occurrence in all kingdoms identify alternative modes of fundamental binding interactions for annexins
Anaemia and blood transfusion in African children presenting to hospital with severe febrile illness
BACKGROUND: Severe anaemia in children is a leading cause of hospital admission and a major cause of mortality in sub-Saharan Africa, yet there are limited published data on blood transfusion in this vulnerable group. METHODS: We present data from a large controlled trial of fluid resuscitation (Fluid Expansion As Supportive Therapy (FEAST) trial) on the prevalence, clinical features, and transfusion management of anaemia in children presenting to hospitals in three East African countries with serious febrile illness (predominantly malaria and/or sepsis) and impaired peripheral perfusion. RESULTS: Of 3,170 children in the FEAST trial, 3,082 (97%) had baseline haemoglobin (Hb) measurement, 2,346/3,082 (76%) were anaemic (Hb <10 g/dL), and 33% severely anaemic (Hb <5 g/dL). Prevalence of severe anaemia varied from 12% in Kenya to 41% in eastern Uganda. 1,387/3,082 (45%) children were transfused (81% within 8 hours). Adherence to WHO transfusion guidelines was poor. Among severely anaemic children who were not transfused, 52% (54/103) died within 8 hours, and 90% of these deaths occurred within 2.5 hours of randomisation. By 24 hours, 128/1,002 (13%) severely anaemic children had died, compared to 36/501 (7%) and 71/843 (8%) of those with moderate and mild anaemia, respectively. Among children without severe hypotension who were randomised to receive fluid boluses of 0.9% saline or albumin, mortality was increased (10.6% and 10.5%, respectively) compared to controls (7.2%), regardless of admission Hb level. Repeat transfusion varied from ≤2% in Kenya/Tanzania to 6 to 13% at the four Ugandan centres. Adverse reactions to blood were rare (0.4%). CONCLUSIONS: Severe anaemia complicates one third of childhood admissions with serious febrile illness to hospitals in East Africa, and is associated with increased mortality. A high proportion of deaths occurred within 2.5 hours of admission, emphasizing the need for rapid recognition and prompt blood transfusion. Adherence to current WHO transfusion guidelines was poor. The high rates of re-transfusion suggest that 20 mL/kg whole blood or 10 mL/kg packed cells may undertreat a significant proportion of anaemic children. Future evaluation of the impact of a larger volume of transfused blood and optimum transfusion management of children with Hb of <6 g/dL is warranted. Elevated arousal at time of decision-making is not the arbiter of risk avoidance in chickens
The somatic marker hypothesis proposes that humans recall previously experienced physiological responses to aid decision-making under uncertainty. However, little is known about the mechanisms used by non-human animals to integrate risk perception with predicted gains and losses. We monitored the behaviour and physiology of chickens when the choice between a high-gain (large food quantity), high-risk (1 in 4 probability of receiving an air-puff) option (HGRAP) or a low-gain (small food quantity), no-risk (of an air-puff) (LGNAP) option. We assessed when arousal increased by considering different stages of the decision-making process (baseline, viewing, anticipation, reward periods) and investigated whether autonomic responses influenced choice outcome both immediately and in the subsequent trial. Chickens were faster to choose and their heart-rate significantly increased between the viewing and anticipation (post-decision, pre-outcome) periods when selecting the HGRAP option. This suggests that they responded physiologically to the impending risk. Additionally, arousal was greater following a HGRAP choice that resulted in an air-puff, but this did not deter chickens from subsequently choosing HGRAP. In contrast to human studies, we did not find evidence that somatic markers were activated during the viewing period, suggesting that arousal is not a good measure of avoidance in non-human animals
Anomalous Rotational Relaxation: A Fractional Fokker-Planck Equation Approach
In this study we obtained analytically relaxation function in terms of
rotational correlation functions based on Brownian motion for complex
disordered systems in a stochastic framework. We found out that rotational
relaxation function has a fractional form for complex disordered systems, which
indicates relaxation has non-exponential character obeys to
