Financial regulation and supervision in emerging markets: The experience of Latin America since the Tequila Crisis

The paper deals with changes in the regulation and supervision of the Latin American financial sector in the aftermath of the ‘Tequila Crisis’ of 1994–95. While it finds that both have improved, regulation and supervision cannot resolve all problems; good macroeconomic policy and performance are essential complements. This is especially true because of the procyclical nature of financial activity. The paper presents both regional data for Latin America, contrasting it with other emerging markets, and four country case studies (Argentina, Brazil, Chile, and Mexico). The latter show how individual country characteristics and experiences affect the operation of the financial systems. We close with some policy recommendations. – regulation ; banking ; Latin Americ

Wirkungsevaluation in der Entwicklungspolitik

Über die Wirksamkeit der Entwicklungspolitik wurde in den letzten Jahren viel spekuliert. Vor allem deshalb, weil hierzu - trotz vielfältiger Evaluationsaktivitäten - sowohl in der Wissenschaft als auch bei den Geberorganisationen selbst nur wenige profunde Ergebnisse vorlagen. Mittlerweile wird dem Problem nicht nur in der Wissenschaft, sondern vor allem auch in den Geberorganisationen erhebliche Aufmerksamkeit geschenkt. Reformen im Evaluationssystem der deutschen Geber- und Durchführungsorganisationen haben das Ziel, Evaluationen als Managementinstrument sowie als Mittel zur Legitimierung der Entwicklungszusammenarbeit zu stärken. Insgesamt soll die Wirkungsbeobachtung im Rahmen projekt- und programmbegleitender Monitoringaktivitäten als auch bei der Durchführung von Evaluationen gestärkt werden. Hierfür werden zunehmend auch wissenschaftliche Konzepte miteinbezogen. Der Reformprozess hat gerade erst begonnen und muss konsequent weitergeführt werden

As China has become a more important actor in Latin America and the Caribbean (LAC), scholars in this region have shown an increasing interest in studying the resulting challenges this poses. Most recent work has centered on economics (trade between China and LAC and finance from China), or on the consequences for environmental, social, and governance issues, although some scholars have focused on the impacts of US – China conflict in the region. In all cases, the question tends to be whether LAC countries are benefiting from the greater Chinese presence or whether problems outweigh the potential gains. We point out the leading research centers and scholars studying these questions and discuss the main debates around them. We conclude with a set of recommendations to improve the quality of research, including the need for better data and more collaboration with Chinese colleagues as well as the importance of transparency about the sources of finance and potential biases in work on this growing area of interest.Dado que China se ha convertido en un actor de gran importancia en América Latina y el Caribe (ALC), investigadores en esta región han mostrado un creciente interés en estudiar los retos resultantes de esta situación. Los trabajos más recientes se han centrado en la economía (comercio entre China y ALC, y financiamiento proveniente de China), o en las consecuencias de esta relación para temas ambientales, sociales y de gobernanza, aunque algunos académicos también se han enfocado en los impactos del conflicto entre los Estados Unidos de América y China en la región. En todos los casos, la cuestión tiende a consistir en si los países de ALC se están beneficiando de una mayor presencia de China, o si los problemas exceden los potenciales beneficios. Señalamos los principales centros de investigación y académicos que analizan estos temas, y discutimos los debates centrales que los ocupan. Concluimos con un conjunto de recomendaciones para mejorar la calidad de las investigaciones, incluida la necesidad de contar con mejores datos y mayor colaboración con colegas chinos, así como la importancia de la transparencia respecto a fuentes de financiamiento y potenciales sesgos que aparecen al trabajar en esta área de cada vez mayor interés

Crescimento, emprego e eqüidade: o impacto das reformas econômicas na América Latina e Caribe

Incluye BibliografíaNos últimos dez a quinze anos, as reformas estruturais implementadas na América Latina e no Caribe transformaram as economias da região. Estas, que antes eram fechadas e com grande intervenção estatal, passaram a ser mais voltadas para o mercado, com maior abertura ao resto do mundo. A expectativa das autoridades era de que estas mudanças, juntamente com uma maior estabilidade macroeconômica e um incremento dos gastos destinados ao setor social, acelerassem o crescimento, elevassem a produtividade e levassem à criação de mais empregos e a uma maior eqüidade. Não obstante, quando se considera as médias regionais agregadas, as reformas apresentam efeitos muito limitados, o que não deixa de ser surpreendente. Por outro lado, quando a análise passa aos planos nacional, setorial e microeconômico, observa-se que os efeitos foram muito maiores. As reformas fomentaram o investimento e a modernização, além de terem se traduzido em uma importante heterogeneidade em termos de desempenho. A partir deste diagnóstico e de suas conseqüências sociais, os autores propõem uma agenda de políticas para melhorar o desempenho produtivo e social das economias da região para os próximos anos
