Small-scale commercial production of tilapia fry and fingerlings in concrete raceways
This paper discusses the investment prospects in Tilapia fry and fingerling production in raceways created from the concrete drainage channel of a reservoir or pond of an existing fish farm in Nigeria. With an initial capital of 1,300 and an annual operating cost of 310 spent on procurement of fish feed and brood stock for a 10 m super(2) raceway per se, a net profit of 4,100 and 5,090 would be realized from Sarotherodon galilaeus in the first year and subsequent years of production respectively, assuming that the fingerling production rate has been maintained through the production period. It is concluded that the application of this approach of optimizing the use of available resources in the fish farm for the productive breeding of Tilapia fry and fingerlings will apart from alleviating the problem of scarcity of stocking materials in the country, increase the profit margin accruing to the fish farme
An assessment of local participation within the decentralised framework: a case of Lilongwe District Council
The research analyses local participation as it is implemented within the Lilongwe District Council. The study explores decentralisation in the council by examining important facets that contribute to good local governance with a special interest in local participation. The study finds that while local participation is a recognized feature in the decentralisation policy, lack of proper involvement and integration has limited the efficacy of local participation. The neglect of government in conducting local government elections to have ward councillors in place is brought to the fore as a major setback to the implementation of decentralisation reforms. The study therefore notes that decentralisation must not be seen as just a policy goal, with the aim of shifting development to the communities, but as a policy instrument which aims to improve local democracy, efficiency and effectiveness in the provision of social services. In order to achieve this, the study proposes five key recommendations and a proposed model for the attainment of good governance in the Council
Towards a Re-Definition of Government Interpreters' Agency Against a Backdrop of Sociopolitical and Cultural Evolution: A Case of Premier's Press Conferences in China
The sociopolitical and cultural evolution as a result of the Reform and Opening up in 1978, facilitated not least by the inexorable juggernaut of globalization and technological advancement, has revolutionized the way China engages domestically and interacts with the outside world. The need for more proactive diplomacy and open engagement witnessed the institutionalization of the interpreter-mediated premier's press conferences. Such a discursive event provides a vital platform for China to articulate its discourse and rebrand its image in tandem with the profound changes signaled by the Dengist reform. This chapter investigates critically how political press conference interpreting and interpreters' agency in China are impacted in relation to such dramatic transformations. It is revealed that, while interpreters are confronted with seemingly conflicting expectations, in actual practice they are often able to negotiate a way as highly competent interpreting professionals with the additional missions of advancing China's global engagement and safeguarding China's national interests
SVO Word Order Errors in English-Arabic Translation
An error corpus of deviant SVO structure was collected from the translation projects of students majoring in translation. Syntactic, semantic, pragmatic and discoursal criteria were used to judge the deviations. Percentages of interlingual and intralingual errors, the syntactic contexts in which subjects were misplaced, the strategies used to impose SVO order, and areas of L1 inadequate competence will be reported. Implications for increasing students’ awareness of the pragmatic, discoursal and syntactic constraints in translating SVO structures will be provided.Nous avons assemblé un corpus d’erreurs de structure SVO tirées de projets d’étudiantes en traduction. Les structures déviantes sont jugées selon des critères syntaxiques, sémantiques, pragmatiques et de discours. Nous présenterons le pourcentage des erreurs intra- et interlinguales, les contextes syntaxiques où les sujets sont mal placés, les stratégies employées pour imposer l’ordre SVO, et les cas de connaissance insuffisante de la première langue. A summary of the inventory survey of Nigeria inland waters and preliminary estimates of their fish yield potentials
A summary of the inventory survey of Nigeria inland waters is presented. The survey reveals that Kano State tops the list in reservoir development with an existing water surface area of about 42,773 ha, while Anambra State has the least with about 38 hectares. No reservoir was recorded for Lagos and Rivers States. However, in aspects of existing fish ponds, a total of about 471 ha was recorded
for Plateau State and about 5 ha for Niger State. Preliminary estimates of Nigeria's fish yield potentials based on established production records of comparable water bodies in the tropics, at different levels of management, show that the available water mass in the country, estimated at about 12.5 million hectares, could yield a
minimum of about 334,214 metric tonnes (m.t.) of fish per annum with little or no management and a maximum of about 511,703 metric tonnes per annum with adequate management. Comparison of the potential yields from inland sources with the projected fish production in Nigeria (1981-1985) based on supply and demand statistics shows that potential yield from inland sources even at a low level of management is relatively higher than the projected inland production and more than double the observed production. The variation between the potential and the observed fish yields in the country has been attributed to the absolute lack of management strategies for our various inland waters.

There has been a dispute among Indonesian Muslims over
the determination of the beginning of Islamic lunar calendar. The problem stems from the different interpretation of the meaning of
rukyah. Many Muslims perceive it literally as looking at the Moon by eyes. Other Muslims conceive of it metaphorically and contend that scientific counting is the best method to determine the beginning of the month. This article offers a method to resolve the problem. It argues that imkan al-rukyat is the best solution to unify the different views about rukyah. Astronomy Muslim relig ious scholars define hilal as the coming of the crescent witnessed by eyes. Other scholars define it as the sign of the coming of new lunar calendar or the alteration of
the old month with the new month. If the second view is accepted, the new month can be scientifically proved, and consequently eye witness is no longer required. It is therefore mandatory to use science as the fixed criteria to decide hilal. Both Muhammadiyah and NU need to update their method of deciding the emergence of the
crescent by using modern science. By using the same criteria, that is science, the unification of different views regarding the beginning of Islamic lunar calendar can be scientifically reached
Comparison of T1 mapping techniques for ECV quantification. histological validation and reproducibility of ShMOLLI versus multibreath-hold T1 quantification equilibrium contrast CMR
BACKGROUND: Myocardial extracellular volume (ECV) is elevated in fibrosis or infiltration and can be quantified by measuring the haematocrit with pre and post contrast T1 at sufficient contrast equilibrium. Equilibrium CMR (EQ-CMR), using a bolus-infusion protocol, has been shown to provide robust measurements of ECV using a multibreath-hold T1 pulse sequence. Newer, faster sequences for T1 mapping promise whole heart coverage and improved clinical utility, but have not been validated.
METHODS: Multibreathhold T1 quantification with heart rate correction and single breath-hold T1 mapping using Shortened Modified Look-Locker Inversion recovery (ShMOLLI) were used in equilibrium contrast CMR to generate ECV values and compared in 3 ways.Firstly, both techniques were compared in a spectrum of disease with variable ECV expansion (n=100, 50 healthy volunteers, 12 patients with hypertrophic cardiomyopathy, 18 with severe aortic stenosis, 20 with amyloid). Secondly, both techniques were correlated to human histological collagen volume fraction (CVF%, n=18, severe aortic stenosis biopsies). Thirdly, an assessment of test:retest reproducibility of the 2 CMR techniques was performed 1 week apart in individuals with widely different ECVs (n=10 healthy volunteers, n=7 amyloid patients).
RESULTS: More patients were able to perform ShMOLLI than the multibreath-hold technique (6% unable to breath-hold). ECV calculated by multibreath-hold T1 and ShMOLLI showed strong correlation (r(2)=0.892), little bias (bias -2.2%, 95%CI -8.9% to 4.6%) and good agreement (ICC 0.922, range 0.802 to 0.961, p<0.0001). ECV correlated with histological CVF% by multibreath-hold ECV (r(2)= 0.589) but better by ShMOLLI ECV (r(2)= 0.685). Inter-study reproducibility demonstrated that ShMOLLI ECV trended towards greater reproducibility than the multibreath-hold ECV, although this did not reach statistical significance (95%CI -4.9% to 5.4% versus 95%CI -6.4% to 7.3% respectively, p=0.21).
CONCLUSIONS: ECV quantification by single breath-hold ShMOLLI T1 mapping can measure ECV by EQ-CMR across the spectrum of interstitial expansion. It is procedurally better tolerated, slightly more reproducible and better correlates with histology compared to the older multibreath-hold FLASH techniques
