    PISA for schools: topological rationality and new spaces of the OECD's global educational governance

    This article examines the OECD’s new PISA-based Test for Schools (“PISA for Schools”) program. PISA for Schools is part of the expanding education work of the OECD, building upon main PISA to enable school-to-schooling system comparisons. We examine the development of PISA for Schools, the nature of the instrument, and some initial effects of its introduction. Our theoretical framework focuses on new spatialities associated with globalization and the emergence of topological rationalities and heterarchical modes of governance. We analyze 33 interviews with personnel at the OECD and relevant edu-businesses, not-for-profit organizations, and philanthropic foundations. Pertinent documents and web-based media are also analyzed. We suggest that PISA for Schools provides an exemplary demonstration of heterarchical governance, in which vertical policy mechanisms open up horizontal spaces for new policy actors. It also creates commensurate spaces of comparison and governance, enabling the OECD to “reach into” school-level spaces and directly influence local educational practices

    WaveScript: A Case-Study in Applying a Distributed Stream-Processing Language

    Applications that combine live data streams with embedded, parallel,and distributed processing are becoming more commonplace. WaveScriptis a domain-specific language that brings high-level, type-safe,garbage-collected programming to these domains. This is made possibleby three primary implementation techniques. First, we employ a novelevaluation strategy that uses a combination of interpretation andreification to partially evaluate programs into stream dataflowgraphs. Second, we use profile-driven compilation to enable manyoptimizations that are normally only available in the synchronous(rather than asynchronous) dataflow domain. Finally, we incorporatean extensible system for rewrite rules to capture algebraic propertiesin specific domains (such as signal processing).We have used our language to build and deploy a sensor-network for theacoustic localization of wild animals, in particular, theYellow-Bellied marmot. We evaluate WaveScript's performance on thisapplication, showing that it yields good performance on both embeddedand desktop-class machines, including distributed execution andsubstantial parallel speedups. Our language allowed us to implementthe application rapidly, while outperforming a previous Cimplementation by over 35%, using fewer than half the lines of code.We evaluate the contribution of our optimizations to this success

    Matrices with restricted entries and q-analogues of permutations

    We study the functions that count matrices of given rank over a finite field with specified positions equal to zero. We show that these matrices are qq-analogues of permutations with certain restricted values. We obtain a simple closed formula for the number of invertible matrices with zero diagonal, a qq-analogue of derangements, and a curious relationship between invertible skew-symmetric matrices and invertible symmetric matrices with zero diagonal. In addition, we provide recursions to enumerate matrices and symmetric matrices with zero diagonal by rank, and we frame some of our results in the context of Lie theory.     Effectiveness and safety of misoprostol distributed to antenatal women to prevent postpartum haemorrhage after child-births: a stepped-wedge cluster-randomized trial.

    BACKGROUND: Oral misoprostol, administered by trained health-workers is effective and safe for preventing postpartum haemorrhage (PPH). There is interest in expanding administration of misoprostol by non-health workers, including task-shifting to pregnant women themselves. However, the use of misoprostol for preventing PPH in home-births remains controversial, due to the limited evidence to support self-administration or leaving it in the hands of non-health workers. This study aimed to determine if antenatally distributing misoprostol to pregnant women to self-administer at home birth reduces PPH. METHODS: Between February 2013 and March 2014, we conducted a stepped-wedge cluster-randomized trial in six health facilities in Central Uganda. Women at 28+ weeks of gestation attending antenatal care were eligible. Women in the control-arm received the standard-of-care; while the intervention-arm were offered 600 mcg of misoprostol to swallow immediately after birth of baby, when oxytocin was not available. The primary outcome (PPH) was a drop in postpartum maternal haemoglobin (Hb) by ≥ 2 g/dl, lower than the prenatal Hb. Analysis was by intention-to-treat at the cluster level and we used a paired t-tests to assess whether the mean difference between the control and intervention groups was statistically significant. RESULTS: 97% (2466/2545) of eligible women consented to participate; 1430 and 1036 in the control and intervention arms respectively. Two thousand fifty-seven of the participants were successfully followed up and 271 (13.2%) delivered outside a health facility. There was no significant difference between the study group in number of women who received a uterotonic at birth (control 80.4% vs intervention 91.4%, mean difference = -11.0%, 95% confidence interval [CI] -25.7% to 3.6%, p = 0.11). No woman took misoprostol before their baby's birth. Shivering and fever were 14.9% in the control arm compared to 22.2% in the intervention arm (mean difference = -7.2%, 95% CI -11.1% to -3.7%), p = 0.005). There was a slight, but non-significant, reduction in the percentage of women with Hb drop ≥ 2g/dl from 18.5% in the control arm to 11.4% in the intervention arm (mean difference = 7.1%, 95% CI -3.1% to 17.3%, p = 0.14). Similarly, there was no significant difference between the groups in the primary outcome in the women who delivered at home (control 9.6% vs intervention 14.5%, mean difference -4.9; 95% CI -12.7 to 2.9), p = 0.17). CONCLUSION: This study was unable to detect a significant reduction in PPH following the antenatal distribution of misoprostol.     A magnetic map leads juvenile European eels to the Gulf Stream

    Migration allows animals to track the environmental conditions that maximize growth, survival, and reproduction [ 1–3 ]. Improved understanding of the mechanisms underlying migrations allows for improved management of species and ecosystems [ 1–4 ]. For centuries, the catadromous European eel (Anguilla anguilla) has provided one of Europe’s most important fisheries and has sparked considerable scientific inquiry, most recently owing to the dramatic collapse of juvenile recruitment [ 5 ]. Larval eels are transported by ocean currents associated with the Gulf Stream System from Sargasso Sea breeding grounds to coastal and freshwater habitats from North Africa to Scandinavia [ 6, 7 ]. After a decade or more, maturing adults migrate back to the Sargasso Sea, spawn, and die [ 8 ]. However, the migratory mechanisms that bring juvenile eels to Europe and return adults to the Sargasso Sea remain equivocal [ 9, 10 ]. Here, we used a “magnetic displacement” experiment [ 11, 12 ] to show that the orientation of juvenile eels varies in response to subtle differences in magnetic field intensity and inclination angle along their marine migration route. Simulations using an ocean circulation model revealed that even weakly swimming in the experimentally observed directions at the locations corresponding to the magnetic displacements would increase entrainment of juvenile eels into the Gulf Stream System. These findings provide new insight into the migration ecology and recruitment dynamics of eels and suggest that an adaptive magnetic map, tuned to large-scale features of ocean circulation, facilitates the vast oceanic migrations of the Anguilla genu

    Physical investigation into the significance of ground conditions on dynamic leakage behaviour

    Effective leakage models are crucial for leakage assessment and control strategies to improve the sustainability of vital water distribution, and other pipeline, infrastructure. This paper evaluates the interdependence of leak hydraulics, structural dynamics and soil hydraulics, particularly considering the significance of the soil conditions external to longitudinal slits in viscoelastic pipe. Initial numerical exploration and unique physical experimental results are presented exploring this complex physical phenomenon. The existence of an idealised fully restrained porous medium was shown to significantly increase the pressure- and time-dependent leak opening area whilst reducing the leak flow-rate, compared to a leak into water only. The research highlights the limitation of existing dynamic leakage modelling approaches which greatly simplify or neglect the influence of the soil conditions. Incorporation of this understanding into leakage modelling will enable more accurate estimation of leakage rates and hence the effects of management and control strategies
