IS A TAX CUT ON CULTURAL GOODS CONSUMPTION ACTUALLY DESIRABLE?:A MICROSIMULATION ANALYSIS
Proposals for tax cuts on cultural goods represent an ongoing debate in cultural policy. The main aim of this paper is to shed some light on this debate using microsimulation tools. First, we have estimated an Almost Ideal Demand System for nineteen different groups of goods, including cultural goods. Expenditure and price elasticities have been obtained from this model. Using this information, three alternatives cuts in the V.A.T. rate on cultural goods have been microsimulated and evaluated in terms of revenue and welfare. These types of fiscal reforms will lead to welfare and efficiency gains that can be described as regressive.Microsimulation, tax reforms, cultural consumption, welfare
Artificial Life in Quantum Technologies
We develop a quantum information protocol that models the biological
behaviors of individuals living in a natural selection scenario. The
artificially engineered evolution of the quantum living units shows the
fundamental features of life in a common environment, such as self-replication,
mutation, interaction of individuals, and death. We propose how to mimic these
bio-inspired features in a quantum-mechanical formalism, which allows for an
experimental implementation achievable with current quantum platforms. This
result paves the way for the realization of artificial life and embodied
evolution with quantum technologies
Mapping Varieties of Industrial Relations: Eurofound\u27s Analytical Framework Applied
Eurofound’s 2016 report Mapping key dimensions of industrial relations identified four key dimensions of industrial relations: industrial democracy, industrial competitiveness, social justice, and quality of work and employment. This report builds upon that earlier study, developing a dashboard of 45 indicators to assess how and to what extent the conceptual framework of these key dimensions can be applied at national level. The indicators were tested across the Member States by Eurofound’s Network of European Correspondents and show reasonable accuracy when used to map the predominant features and trends of the national industrial relations systems. The study confirms that a dashboard of indicators that can accurately measure and summarise the complex reality of industrial relations across the EU is a valuable tool for comparative research and a useful instrument for supporting policymakers, social partners and stakeholders. The report sets out a range of options for further developing this conceptual approach

Algorithmic quantum simulation of memory effects
We propose a method for the algorithmic quantum simulation of memory effects
described by integrodifferential evolution equations. It consists in the
systematic use of perturbation theory techniques and a Markovian quantum
simulator. Our method aims to efficiently simulate both completely positive and
nonpositive dynamics without the requirement of engineering non-Markovian
environments. Finally, we find that small error bounds can be reached with
polynomially scaling resources, evaluated as the time required for the
simulation
Quantum Artificial Life in an IBM Quantum Computer
We present the first experimental realization of a quantum artificial life
algorithm in a quantum computer. The quantum biomimetic protocol encodes
tailored quantum behaviors belonging to living systems, namely,
self-replication, mutation, interaction between individuals, and death, into
the cloud quantum computer IBM ibmqx4. In this experiment, entanglement spreads
throughout generations of individuals, where genuine quantum information
features are inherited through genealogical networks. As a pioneering
proof-of-principle, experimental data fits the ideal model with accuracy.
Thereafter, these and other models of quantum artificial life, for which no
classical device may predict its quantum supremacy evolution, can be further
explored in novel generations of quantum computers. Quantum biomimetics,
quantum machine learning, and quantum artificial intelligence will move forward
hand in hand through more elaborate levels of quantum complexity
Digital-Analog Quantum Simulations with Superconducting Circuits
Quantum simulations consist in the intentional reproduction of physical or
unphysical models into another more controllable quantum system. Beyond
establishing communication vessels between unconnected fields, they promise to
solve complex problems which may be considered as intractable for classical
computers. From a historic perspective, two independent approaches have been
pursued, namely, digital and analog quantum simulations. The former usually
provide universality and flexibility, while the latter allows for better
scalability. Here, we review recent literature merging both paradigms in the
context of superconducting circuits, yielding: digital-analog quantum
simulations. In this manner, we aim at getting the best of both approaches in
the most advanced quantum platform involving superconducting qubits and
microwave transmission lines. The discussed merge of quantum simulation
concepts, digital and analog, may open the possibility in the near future for
outperforming classical computers in relevant problems, enabling the reach of a
quantum advantage.Comment: Review article, 26 pages, 4 figure
