Building Standardized Digital Collections: resCarta Tools, a Demo

which can assist in the creation of standardized digital objects.
ResCarta Tools are open and modular in their design. Modules for creating
digital objects store the metadata in Library of Congress METS/
MODS/MIX XML formats. Collection and indexing modules create
LUCENE indexes for high speed fielded and full text retrieval of objects.
The tools have been used to create digital collections from a variety of
analog and digital sources. Collections can be hosted on the web using
Apache TOMCAT and the ResCarta WEB application, which provides
inline metadata using COINS. Integrating the use of DLESE OAI is done
using the Collection Manager METS XML data. The tools have been
used by small public libraries to host a dozen pamphlets and aerospace
manufactures to host tens of thousands of documents and millions of
pages

This article is an attempt to reflect on Poles' attitude towards the Russian language. Its aim is to reconstruct various “Polish views of Russian” in their objective dimension (with no intention to evaluate or criticise). Three stereotypical pictures of the Russian language present in the Polish common consciousness recreated by the author are based on range of language material. The description of “the three pictures of Russian in the Polish head” (“Polish common knowledge about Russian”) indicates the instrumentality of this language, which occurs in three hypostases. For the first image it is the usual instrumentality of communication (rossicum is an addition and an excess of information within a Polish text), for the second image the instrumentality acquires unambiguously pragmatic features and the rossicum becomes an instrument of effective action, and for the third picture the instrumentality of Russian elements sets in motion the symbolic-cognitive (creating a sense) function of Russian in Polish text
Unspecified distribution in single disorder problem
We register a stochastic sequence affected by one disorder. Monitoring of the
sequence is made in the circumstances when not full information about
distributions before and after the change is available. The initial problem of
disorder detection is transformed to optimal stopping of observed sequence.
Formula for optimal decision functions is derived.Comment: 23 page
Optimal detection of homogeneous segment of observations in stochastic sequence
A Markov process is registered. At random moment the distribution of
observed sequence changes. Using probability maximizing approach the optimal
stopping rule for detecting the change is identified. Some explicit solution is

Surface leaky waves and their measurement
A new approach to experimental identification of surface leaky waves on printed-circuit lines is presented in this paper. Active radiometry is used for field probing even in the near field zone. The measurement is adjusted into the X band. The method is demonstrated on the slotline. Consequently the line is scaled in order to investigate the 1st and 2nd leaky waves which, on a standard-sized substrate, occur in the mm-wave range only. The high rate of polarization distinctness of the probe enables us to distinguish particular field components. We present the first very promising results
Discussing the Allegedly Democratic Nature of Judicial Review
Defined as the function of the court to interpret and apply the constitution to particular circumstances and legal issues, judicial review has become a noteworthy expression of the power of the judiciary. Nearly 200 years old, this seemingly simple doctrine has instigated a substantial amount of political controversy and debate from which three individuals should be recognized for their contributions. Ronald Dworkin, a proponent of judicial activism, believes in “leaving issues to the court’s judgment” and investing our faith in their decisions (Dworkin 526). Supporting Dworkin, John Arthur asserts that judicial review promotes democracy, and more importantly, imposes safeguards against unauthorized decisions made by the legislative branch. Staunch opposition to support for judicial review is apparent in arguments from Jeremy Waldron. Affirming that external authority is unreliable and consistently fluctuating, Waldron alleges that judicial review is just a social construction … a façade used by the masses to fool themselves into believing that culture is legally self-binding. Careful review of the strengths and weaknesses of judicial review, however, prove that a legal system possessing such a function allows one to feel more secure and safe. Albeit judicial review may be a charade, it comforts the common man in the confusing land of legal studies
Management of the Open Apex Using a Bioceramic Apical Barrier: Success and Survival Rates at Virginia Commonwealth University
Purpose: The aim of this study was to assess the outcome of treatment of teeth with open apices managed by the orthograde placement of a bioceramic apical barrier as well as to identify potential outcome factors for this type of treatment. Methods: Patient records were pooled from graduate resident cases completed at Virginia Commonwealth University between January 1, 2010 and May 31, 2018. A total of 515 patients were identified using relevant ADA codes and a key word search within the patient record database. A total of 104 patients (119 teeth) had an open apex that had NSRCT utilizing a bioceramic apical barrier, with 32 of the patients (36 teeth) returning for follow-up. Results: Of the 36 examined teeth (30.8% recall rate),72% were considered healed. 92% were considered healed or healing. No predictive variable analyzed had a significant effect on the outcome. Conclusion: Overall, these results indicate that a bioceramic apical barrier technique is a promising treatment option for obturating teeth with open apices during NSRCT
