On the stability of weight spaces of enveloping algebra in prime characteristic

By the result of Dixmier, any weight space of enveloping algebra of Lie algebra L over a field of characteristic 0 is adL stable. In this paper we will show that this result need not be true, if F is replaced by a field of prime characteristic. A condition will be given, so a weight space will be adL stable

    Metropolitan planning in South Australia

    No full text
The South Australian Department of Environment and Planning decided to review metropolitan strategy in 1985, after neglecting strategic planning for almost a decade, when it became apparent that the stock of land set aside for urban expansion would be exhausted by the turn of the century. As part of this exercise, in the second half of 1987 details were released of: the metropolitan development programme for 1986-91 ; a long-term development strategy for metropolitan Adelaide; the recommendations of an inter-departmental working party on urban consolidation; and proposed changes to residential development policy within the metropolitan area. Subsequently , a group of consultants was commissioned to report on the social and community impact of the longer-term development options. Following a brief outline of the status of, and machinery presently available for , metropolitan planning in South Australia, the relationship between the development programming cycle and the formulation of longer-term, policy is considered. Three aspects of the revised urban strategy are examined in greater detail: (i) the setting of goals; (ii) the adequacy of the criteria used, including public sector versus 'private' costs, de-concentration , employment projections, transportation needs, and housing requirements; and (Hi) the role of consolidation in metropolitan strategy. The feasibility of implementing the strategy is taken up in the third section, especially the prospect for more compact residential development. The conclusion notes that although consolidation will undoubtedly lower public expenditure on urban infrastructure and the social costs associated with fringe development, it will be regressive in certain other respects.Australian Policy Online (APO)'s Linked Data II project, funded by the Australian Research Council, with partners at the ANU Library, Swinburne University and RMIT

Metropolitan planning : an international perspective

This paper surveys the problems of metropolitan planning in Western democracies. It notes the abolition of metropolitan and regional planning bodies in the UK and considers the record of metropolitan planning in other countries. It analyses the current fiscal and other constraints upon effective metropolitan planning. Despite the growing emphasis upon 'urban containment', metropolitan areas continue to expand in widening orbits. The failures of planning in the inner cities are analysed, and some remedies are suggested. The limited physical capacity and the inevitable loss of manufacturing employment in these inner areas mean that a further instalment of new towns is becoming desirable. In particular, metropolitan planning needs to widen the opportunities of the less privileged and to provide for a massive renewal of urban infrastructure. The scope of physical planning has always been limited, and has worked through successive linkages with health, housing, transportation and environmental programmes. Comprehensive metropolitan planning depends upon new political alliances, the use of financial incentives as well as planning controls, and the strengthening of local government. In particular, it is essential for planning bodies to capture development values in land, so as to pay the high costs of balanced urban renewal. European experience has many lessons to offer on this critical issue. Urban planners need to come out of their defensive shells and accept their political responsibilities for making planning efficient and equitable
