    A report of research carried out by Institute for Employment Studies on behalf of the Department for Work and Pensions This report presents findings from research carried out by the Institute for Employment Studies as part of the evaluation of the London City Strategy Pathfinder English for Speakers of Other Languages (ESOL) Pilot. The research was commissioned by the Department for Work and Pensions (DWP). The two-year ESOL Pilot was designed to demonstrate how work-focused ESOL training provision can support access to sustainable employment for people who speak English as an additional language: the main target group was parents with ESOL needs who were in receipt of benefits or tax credits. The ESOL Pilot was located within the London City Strategy Pathfinder (CSP) areas of East and Southeast London and West London, which face typical inner-city problems of social deprivation and worklessness. They are also areas with large, well-established Black and Minority Ethnic (BME) communities with disproportionately high rates of unemployment. One of the main aims of the ESOL Pilot was, therefore, to address some of the key barriers to employment faced by members of these communities. This study took a primarily qualitative approach, consisting of an inception phase, followed by two waves of qualitative interviews with participants, provider staff and other stakeholders. In total, there were 175 interviews conducted during the course of the research: 104 with participants, 61 with providers and their partners and ten with stakeholders

    Visual working memory allows us to temporarily maintain and manipulate visual information in order to solve a task. The study of the brain mechanisms underlying this function began more than half a century ago, with Scoville and Milner’s (1957) seminal discoveries with amnesic patients. This timely collection of papers brings together diverse perspectives on the cognitive neuroscience of visual working memory from multiple fields that have traditionally been fairly disjointed: human neuroimaging, electrophysiological, behavioural and animal lesion studies, investigating both the developing and the adult brain

    Outsourcing of humanitarian logistics to commercial logistics service providers: An empirical investigation

    Purpose – The purpose of this paper is to empirically explore the potential of outsourcing of humanitarian logistics activities to commercial logistics service providers (LSPs) throughout the different disaster phases. The authors identify incentives for initiating outsourcing of humanitarian logistics activities to commercial logistics providers, humanitarian logistics activities to be outsourced and selection criteria for partners. Design/methodology/approach – This study is based on empirical data collected by interviewing 12 practitioners from commercial LSPs and 12 practitioners from humanitarian organizations (HOs). A review of related literature guided this research. Findings – This research shows that incentives for initiating outsourcing engagements, partner selection criteria and activities to be outsourced are changing throughout the different disaster phases. A number of research propositions are presented. Research limitations/implications – This research constitutes a first step towards the goal of a comprehensive analysis of humanitarian logistics outsourcing throughout the different disaster phases. The authors collected data from practitioners and large organizations based mainly in Europe and the USA. Hence, insights from national and local organizations of other parts of the world are missing. Practical implications – This research provides a deeper understanding of outsourcing of humanitarian logistics activities. As the main implication for practice, the research suggests a strategic use of outsourcing during the three disaster phases. The authors acknowledge that business objectives, risks, stakeholder agendas and requirements, as well as costs play a vital and changing role for outsourcing decision-making during the three disaster stages. The managerial implications arising from the research can provide support to commercial LSPs and HOs that initiate or develop strategic outsourcing relationships. Originality/value – This study covers the gap in the humanitarian literature related to context-specific factors of outsourcing in humanitarian logistics by empirically investigating the phenomenon. This is one of the first studies that empirically investigate the potential of outsourcing of humanitarian logistics activities throughout the disaster phases

    But everyone else is doing it: A closer look at the occupational taxpaying culture of one business sector

    When individuals embark on their careers they not only become acculturated into their occupational sectors' day-to-day norms and practices, but also their taxpaying ones. Although the research on taxpaying cultures is still in its infancy, understanding more about taxpaying cultures could improve our understanding of the processes underlying tax compliance. To this end, this study aimed to build a detailed picture of the taxpaying culture (i.e. the norms and values) of one business sector—the hairdressing/beauty industry. Nineteen small business and self-employed hairdressers/beauticians were interviewed and a variant of Grounded theory was used to uncover the main themes that ran through the interviews as a whole. The main themes that emerged—which appear to characterize this sector's culture—include a reliance on accountants/tax advisors, the notion of an acceptable level of cash-in-hand payments, and the use of different mental accounts for different types of income. Although some of these themes have already arisen in the small business literature they have often been couched in individualistic terms. We build a case that these issues are more cultural than individual—they are tied to occupational group membership as they are socially constructed within occupational groups and are a key component of the group's taxpaying culture.
