National Research and Education Networks to Support Telemedicine and Telehealth
National Research and Education Networks (NRENs) worldwide are expanding capacities, including collaboration amongst teams of health scientists to create academic telehealth communities that bridge science, technology, innovation, education, assistance, and federal health authorities to discuss, seek funding and work together. The World Health Organisation promotes Universal Health Coverage (UHC) as a goal for equitable access to health services without pushing people to poverty. UHC has been adopted by the United Nations General Assembly as one of the health targets under Goal 3 on health. Using information and communication technologies to bring healthcare to people in remote areas and to those who need health services most is one of the objectives of UHC. RUTE is the Brazilian Telemedicine University Network programme, coordinated by the NREN RNP (Rede Nacional de Ensino e Pesquisa) . In September 2015 RUTE launched its 118th Telemedicine Unit, all of them located in university and teaching hospitals all over the 27 Brazilian states. Fifty-five special interest groups (SIGs) in health specialties operate over the collaborative network model with 2 to 3 scientific videoconferenced sessions every day, amongst 150 participating institutions. Last year the programme published its second book on its impact in the Brazilian Telehealth initiative as well as in Latin America. As quoted in the foreword: “It is an example of what a country can and has done and what lessons the world can learn from them.” This paper provides insight regarding the development and evaluation of the programme and may provide thoughts and even guidance to policy makers

This dataset provides data on a sample of 327 core cities within the EU-28, covered by the Cities Statistics database of the European Statistics Office (Eurostat), formerly known as “Urban Audit” (UA). It is organized in three spreadsheets containing, respectively, the following data: 1. ANALYSIS OF ILLICIT DRUGS IN HUMAN BIOLOGICAL SAMPLES BY LC-MSn
There are several classes of illegal substances with different psychotropic effects. It is possible to select a biological matrix and a suitable analytical strategy depending on the aim of the analysis and/or on the availability of the sample or on which kind of information is needed. Liquid chromatography–mass spectrometry (LC-MS or LC-MS/MS) has provided a helpful tool in this field especially for hydrophilic, thermolabile, and nonvolatile analytes, which analysis is sometimes critical by gas chromatography–mass spectrometry (GC-MS). Specific guidelines or procedures have been adopted in order to assist the chemist and to direct him/her towards the practical applications, for which a new analytical method is being created, including measures of verification and external assessment. Content analysis of EU Local Climate Adaptation Plans and Strategies
This dataset contains information on the characteristics of Local Climate Adaptation Plans in Europe. A sample of 328 medium- to large-sized cities across the formerly EU-28 was investigated for the availability of Local Climate Plans and strategies on climate change adaptation. A set of 168 cities out of the 328 were identified to have at least one, if not more Local Climate Adaptation Plans. The contents of these plans were documented, using an elaborated framework combining indicators of state-of-the -art plan quality principles with indicators of justice/ equity theory. Used common plan quality principles are 1) Fact base - Climate change impact, risk and vulnerability assessment (related to risk, sectors, justice), 2) Adaptation goals (related to risk, quantitative); 3) Adaptation measures (distributed across 12 sectors, justice); 4) Implementation process (prioritization, responsibility, timeframe) & tools (budget); 5) Monitoring & evaluation (responsibility, timeframe, justice). Additionally to the information on these 5 plan quality principles information on the (potential) participation process, a communication strategy, the national and regional context, as well as with access information, access data, access type, and other meta data were retrieved and documented. The publication dates of the plans range from 2005 - 2020. The collection period ranges from March 2019 to June 2021, depending on the country and city, with the majority collected between May 2019 and June 2020
