    Wind turbines and invisible technology: unarticulated reasons for local opposition to wind energy

    Local opposition to wind turbines stems from concerns about environmental and economic damage, as well as conflicts between rural and urban residents. This essay goes beyond these considerations to explore the often-unarticulated explanations for animosity toward this energy technology. Originally, it posits that opposition to visually obvious turbines arises from the successful history of an electric utility system that made its product largely invisible in its manufacture and physical manifestation. The existence of conspicuous turbines, however, reminds observers that power generation requires difficult choices in a technology-based society. The system’s previous achievement in hiding infrastructural elements, in other words, sometimes works ironically to spur objections to wind turbines. Receiving little historical study, the concealed features of a system’s infrastructure often influence assessments of technologies. By revealing the previously invisible, this essay, which draws on research in history, landscape architecture, geography, and psychology, therefore provides insights for social scientists and policymakers

The pro-poor public–private partnership model is one useful vehicle for raising capital to finance projects. Five factors appear to be necessary in combination for programs and partnerships to successfully promote energy access and eradicate energy poverty: selecting appropriate technology, promoting community participation, emphasizing maintenance and service, coupling service with incomes, and building local capacity

    Energy security: insights from a ten country comparison

    The article explores the extent to which energy security concerns differ between countries from the perspectives of energy users. It relies on a survey distributed to more than 2,100 energy consumers across Brazil, China, Germany, India, Kazakhstan, Japan, Papua New Guinea, Saudi Arabia, Singapore, and United States, facilitated through its translation into seven languages (English, Mandarin, Portuguese, Russian, Arabic, German, and Japanese). The article first discusses the survey methodology and then presents a discussion of the results according to four key components of energy security, namely availability, affordability, energy efficiency and stewardship. In addition to analyzing the survey results by different demographic and country levels, the authors compare the results to country-level data indicators. They find that energy security is a multi-dimensional concept with different priorities for different countries that can often be explained by the country’s inherent circumstances

    Contestation, contingency, and justice in the Nordic low-carbon energy transition

    The five Nordic countries have aggressive climate and energy policies in place and have already emerged to be leaders in renewable energy and energy efficiency. Denmark is renowned for its pioneering use of wind energy, Finland and Sweden bioenergy, Norway hydroelectricity and Iceland geothermal energy. All countries aim to be virtually “fossil free” by 2050. This study explores the Nordic energy transition through the lens of three interconnected research questions: How are they doing it? What challenges exist? And what broader lessons result for energy policy? The study firstly investigates the pathways necessary for these five countries to achieve their low-carbon goals. It argues that a concerted effort must be made to (1) promote decentralized and renewable forms of electricity supply; (2) shift to more sustainable forms of transport; (3) further improve the energy efficiency of residential and commercial buildings; and (4) adopt carbon capture and storage technologies for industry. However, the section that follows emphasizes some of the empirical barriers the Nordic transition must confront, namely political contestation, technological contingency, and social justice and recognition concerns. The study concludes with implications for what such historical progress, and future transition pathways, mean for both energy researchers and energy planners

    Cobenefits and trade-offs of green and clean energy: Evidence from the academic literature and Asian case studies

    This working paper assesses the positive cobenefits of promoting green and clean energy in Asia. It first defines what is meant by "clean" energy across the four technological systems of cooking, renewable electricity, energy efficiency, and urban transport. Then, drawn from a synthesis of peer-reviewed articles, it summarizes at least four general types of cobenefits of investing in these systems: (i) diversification and enhanced energy security, (ii) jobs and green growth, (iii) displaced pollution and associated cost savings, and (iv) enhanced resilience and adaptive capacity to things like climate change and natural disasters. It also offers some insight to possible challenges and trade-offs that must be managed when attempting to capture cobenefits. The paper then focuses on four case studies of cobenefits that have been delivered in practice: liquefied petroleum gas stoves in Indonesia, renewable electricity generation in the People's Republic of China, energy efficiency in Japan, and mass transit in Singapore. The paper concludes with insights for energy analysts and policy makers

    Rethinking the scale, structure & scope of U.S. energy institutions

    This essay notes some of the key institutions created in the twentieth century for the purpose of delivering energy in North America. Those institutions are being challenged by a combination of stresses in three interconnected areas: reliability, economics, and environmental sustainability. The essay argues that these three stresses create an “energy trilemma” requiring institutional reform. We suggest that new and modi½ed institutions can best be understood if we evaluate them along three dimensions: institutional scale, structure, and scope. We consider real-world examples of recent institutions in light of each of these dimensions and note both successes and concerns that those factors illuminate. We conclude by noting that some institutional changes will be organic and unplanned; but many others, including responses to climate change, will bene½t from conscious attention to scale, structure, and scope by those engaged in designing and building the energy institutions needed in the twenty-½rst century

    The history and politics of energy transitions: Comparing contested views and finding common ground

    According to some definitions, an energy transition refers to the time that elapses between the introduction of a new primary energy source, or prime mover, and its rise to claiming a substantial share of the overall market. According to one academic view, energy transitions take an incredibly long time to occur. Another view argues the opposite. It suggests that there have been many transitions at varying scales that have occurred quite quickly - that is, between a few years and a decade or so, or within a single generation. This paper holds that both sides are partly right, and partly wrong. After presenting evidence in support of either thesis, it elucidates four lessons for energy analysts and policy makers
