    Optimal Taxation, Social Contract And The Four Worlds Of Welfare Capitalism

    Drawing from the formal setting of the optimal tax theory (Mirrlees 1971), the paper identifies the level of Rawlsianism of some European social planners starting from the observation of real data and redistribution systems and uses it to build a metric that allows measuring the degree of (dis)similarity of the redistribution systems analyzed. It must be considered as a contribution to the comparative research on the structure and typology of the Welfare State. In particular we consider the optimal taxation model that combines both intensive and extensive margins of labor supply, as suggested by Saez (2002) in order to assess the degree of decommodification of seven European welfare systems. We recover the shape of the social welfare function implicit in tax-benefit systems by inverting the model on actual effective tax rates, as if existing systems were optimal according to some Mirrleesian social planner. Actual distributions of incomes before and after redistribution are obtained using a pan-European tax-benefit microsimulation model. Results are discussed in the light of standard classifications of welfare regimes in Europe. There appears to be a clear coincidence of high decommodification willingness and high Rawlsianism in the Scandinavian, socialdemocratically influenced welfare states (Denmark). There is an equally clear coincidence of low decommodification willingness and utilitarianism in the Anglo-Saxon liberal model (UK) and in the Southern European welfare states (Italy and Spain).     We consider redistributional taxation between people with and without human capital if education is endogenous and if individuals differ in their perceptions about own ability. Those who see their ability as low like redistributive taxation because of the transfers it generates. Those who see their ability as high may also like redistributive taxation because it stops other people receiving education and increases the quasi rents on their own human capital. It is surprising that this rather indirect effect can overcompensate them for the income loss from taxation and make the overconfident want higher taxes than the less confident do. The results, however, turn out to be in line with empirical evidence on the desired amount of redistribution among young individuals.education ; redistribution ; confidence

    Study of the performance of the NA62 Small-Angle Calorimeter at the DAΦ\PhiNE Linac

    The measurement of BR(K+π+ννˉ)BR(K^+\to\pi^+\nu\bar{\nu}) with 10% precision by the NA62 experiment requires extreme background suppression. The Small Angle Calorimeter aims to provide an efficient veto for photons flying at angles down to zero with respect to the kaon flight direction. The initial prototype was upgraded and tested at the Beam Test Facility of the DAΦ\PhiNE Linac at Frascati.     Surface-enhanced Raman spectroscopy in 3D electrospun nanofiber mats coated with gold nanorods

    Nanofibers functionalized by metal nanostructures and particles are exploited as effective flexible substrates for SERS analysis. Their complex three-dimensional structure may provide Raman signals enhanced by orders of magnitude compared to untextured surfaces. Understanding the origin of such improved performances is therefore very important for pushing nanofiber-based analytical technologies to their upper limit. Here we report on polymer nanofiber mats which can be exploited as substrates for enhancing the Raman spectra of adsorbed probe molecules. The increased surface area and the scattering of light in the nanofibrous system are individually analyzed as mechanisms to enhance Raman scattering. The deposition of gold nanorods on the fibers further amplifies Raman signals due to SERS. This study suggests that Raman signals can be finely tuned in intensity and effectively enhanced in nanofiber mats and arrays by properly tailoring the architecture, composition, and light-scattering properties of the complex networks of filaments.Comment: 29 pages, 9 figures, 1 Tabl

    Signatures of impulsive localized heating in the temperature distribution of multi-stranded coronal loops

    We study the signatures of different coronal heating regimes on the differential emission measure (DEM) of multi-stranded coronal loops by means of hydrodynamic simulations. We consider heating either uniformly distributed along the loops or localized close to the chromospheric footpoints, in both steady and impulsive conditions. Our simulations show that condensation at the top of the loop forms when the localized heating is impulsive with a pulse cadence time shorter than the plasma cooling time, and the pulse energy is below a certain threshold. A condensation does not produce observable signatures in the global DEM structure. Conversely, the DEM coronal peak is found sensitive to the pulse cadence time. Our simulations can also give an explanation of the warm overdense and hot underdense loops observed by TRACE, SOHO and Yohkoh. However, they are unable to reproduce both the transition region and the coronal DEM structure with a unique set of parameters, which outlines the need for a more realistic description of the transition region.Comment: 31 pages, 7 figure

    Priming Effects on Commitment to Help and on Real Helping Behavior

    Years of research on bystander apathy have demonstrated that the physical presence of others can reduce the tendency to help individuals needing assistance. Recent research on the implicit bystander effect has suggested that simply imagining the presence of others can lead to less helping behavior on a subsequent unrelated task. The present study was designed to contribute to previous findings on the implicit bystander effect by demonstrating these effects on commitment to help and on real helping behavior, rather than simply on intentions to help. Studies 1a and 1b demonstrate that merely priming participants with the construct of being in a group at Time 1 created significantly less commitment to future helping on a subsequent task at Time 2. Study 2 aimed to extend this effect to behavioral measures and verified that participants exposed to a group prime helped less than those who were exposed to a single-person prime. The implications of these findings for the literature on the bystander effect are discussed

    Association between Resistin Levels and All-Cause and Cardiovascular Mortality: A New Study and a Systematic Review and Meta-Analysis.

    CONTEXT: Studies concerning the association between circulating resistin and mortality risk have reported, so far, conflicting results. OBJECTIVE: To investigate the association between resistin and both all-cause and cardiovascular (CV) mortality risk by 1) analyzing data from the Gargano Heart Study (GHS) prospective design (n=359 patients; 81 and 58 all-cause and CV deaths, respectively); 2) performing meta-analyses of all published studies addressing the above mentioned associations. DATA SOURCE AND STUDY SELECTION: MEDLINE and Web of Science search of studies reporting hazard ratios (HR) of circulating resistin for all-cause or CV mortality. DATA EXTRACTION: Performed independently by two investigators, using a standardized data extraction sheet. DATA SYNTHESIS: In GHS, adjusted HRs per one standard deviation (SD) increment in resistin concentration were 1.28 (95% CI: 1.07-1.54) and 1.32 (95% CI: 1.06-1.64) for all-cause and CV mortality, respectively. The meta-analyses included 7 studies (n=4016; 961 events) for all-cause mortality and 6 studies (n=4,187: 412 events) for CV mortality. Pooled HRs per one SD increment in resistin levels were 1.21 (95% CI: 1.03-1.42, Q-test p for heterogeneity<0.001) and 1.05 (95% CI: 1.01-1.10, Q-test p for heterogeneity=0.199) for all-cause and CV mortality, respectively. At meta-regression analyses, study mean age explained 9.9% of all-cause mortality studies heterogeneity. After adjusting for age, HR for all-cause mortality was 1.24 (95% CI: 1.06-1.45). CONCLUSIONS: Our results provide evidence for an association between circulating resistin and mortality risk among high-risk patients as are those with diabetes and coronary artery disease

    A non-conserved amino acid variant regulates differential signalling between human and mouse CD28

    CD28 superagonistic antibodies (CD28SAb) can preferentially activate and expand immunosuppressive regulatory T cells (Treg) in mice. However, pre-clinical trials assessing CD28SAbs for the therapy of autoimmune diseases reveal severe systemic inflammatory response syndrome in humans, thereby implying the existence of distinct signalling abilities between human and mouse CD28. Here, we show that a single amino acid variant within the C-terminal proline-rich motif of human and mouse CD28 (P212 in human vs. A210 in mouse) regulates CD28-induced NF-κB activation and pro-inflammatory cytokine gene expression. Moreover, this Y209APP212 sequence in humans is crucial for the association of CD28 with the Nck adaptor protein for actin cytoskeleton reorganisation events necessary for CD28 autonomous signalling. This study thus unveils different outcomes between human and mouse CD28 signalling to underscore the importance of species difference when transferring results from preclinical models to the bedside
