Infotehnoloogia ja meditsiini lõimimise rahvusvaheline konverents

Rotaviirusenteriit
Rotaviirusenteriit on vaktsiiniga välditav haigus, millesse suremus Euroopa riikides on oluliselt väiksem kui arengumaades. Siiski põhjustab see olulisi vaevusi imikutele ning nende vanematele, kurnab meditsiinisüsteemi ning on potentsiaalselt eluohtlik. Rotaviirusenteriidi ennetamiseks on litsentseeritud kaks vaktsiini: monovalentne Rotarix ja pentavalentne RotaTeq. Mitmed Euroopa riigid on alustanud riiklikku rotaviirusevastast vaktsineerimist ning alates 2014. aasta juulist lisandus pentavalentne rotaviirusvaktsiin Eesti riiklikusse immuniseerimiskavva. Artikli eesmärk on anda ülevaade rotaviirusinfektsiooni patogeneesist, rotaviirusenteriidist ning profülaktika võimalustest ja vajadusest.Eesti Arst 2015; 94(1):33–3
Digitizing Helmes Professional Development Roadmaps
Käesolev töö on ametialaste arenguplaanide digitaliseerimisest Helmeses. Helmes on\n\rrahvusvaheline tarkvaraarendus ettevõte, mis soovib tagada oma töötajatele tipptasemel\n\rametialase arengu maailmas. Selleks on Helmes välja töötanud arenguplaanid tarkvaraarendajatele. Arenguplaan sisaldab struktuursel kujul kompetentside tasemeid, taseme ootuste kirjeldusi ja soovitusi, mida, millal ja kuidas vastavaid kompetentse efektiivselt omandada.\n\r\n\rEnne käesolevat tööd oli arenguplaan Helmeses füüsilise vihikuna. Füüsilisel vihikul on\n\rmitmeid puudusi, näiteks on füüsiliste vihikute sisu uuendamine keeruline.\n\rTöö eesmärgiks on lahendada probleemid ametialase arenguplaani füüsilise vihiku kujul\n\rolemisega selliselt, et oleks võimalik luua, hallata ja arendada arenguplaane. Töö autor teostab ärianalüüsi, et tuvastada reaalne ärivajadus, analüüsib hetke olukorda ning leiab lahenduse, mis lahendab hetke probleemid ja vajadused.\n\r\n\rTöö käigus arendati veebirakendus, mis võimaldab hallata arenguplaane ja olla kursis töö-\n\rtajate ametialase arenguga. Tulemusena on kõigil Helmese spetsialistidel ajakohane arenguplaan ning töötajate ametialast arengut on võimalik paremini toetada.Current thesis is about digitizing Professional Development Roadmap in Helmes. Helmes,\n\ran international software services company, strives to have a world leading professional\n\rdevelopment for its employees. To achieve this, Helmes has implemented a Professional\n\rDevelopment Roadmap for every software developer. Professional Development Roadmap\n\ris a structured set of competence levels, expectations and recommendations of what, how\n\rand when a developer needs to improve in order to efficiently develop professionally.\n\rHelmes had the Professional Development Roadmaps in the form of physical booklets,\n\rwhich had several restrictions such as difficulties when updating its contents.\n\r\n\rThis thesis aims to solve the problems associated with a physical booklet to create, maintain and develop Professional Development Roadmaps. The author applied business analysis for identifying the underlying business needs, analyse the current situation and finally, select and implement a solution that addresses the current needs and problems.\n\r\n\rThe problems were solved by developing a web application which enables to manage Professional Development Roadmaps and keep track on the employees’ Professional Development Roadmaps. In result, Helmes specialists have latest version of Professional Development Roadmap and it is better to support employees’ professional development

The interaction of law and politics in norm implementation
We lack a compelling way to study what a state’s effort to implement a norm of international law tells us about its commitment to that norm. When gauging commitment, some scholars focus on how seriously states take legal obligations in their justifications of contested actions. Other scholars apply a higher bar, namely whether law causes compliance or behavioural change. While the focus on justificatory discourse risks seeing legal influence everywhere, the latter emphasis of causation risks setting the bar too high and overlooking other ways in which law can matter. I argue that for a richer understanding of the interaction of law and politics, we need to explore the grey zone between empty words and purposive action. I propose that we can infer a state’s degree of commitment by looking at the consistency and publicity of words and actions and the state’s engagement with the international community. Depending on whether a state’s discourse and behavior exhibit low or strong levels of commitment, we can then identify weak normative influence, strong normative influence, behavioural or discursive norm avoidance. I illustrate these four different kinds of normative influence on norm implementation with case studies
La historia de los estudiantes austriacos entre el estatus académico y la actividad sociopolítica 1848-1938
The development of a scholarly and objective historiography of students in the Habsburg monarchy and the First Austrian Republic only began at the end of the twentieth century. Several factors explain why it was only after gaining a certain temporal and emotional distance that historians were able to write a more scientifically objective history of universities and students. It was not until the middle of the 19th century that students, who were strictly controlled by the state and the Catholic Church until 1859, were able to emerge as an independent group of actors. The multitude of associations founded according to the ideal model of the German fraternities were subject to a highly ideological polarisation process. This also extends to the professoriate of the university, which was belatedly established as an autonomous institution. Therefore, the history and humanities departments in particular became the forerunners of a nationalist antisemitic ideology rather than rationally scientific critical instances. The politics of exclusion continued uninterruptedly into the First Republic and ultimately led to the loss of university autonomy and the students’ right of free association after Austria became part of the National Socialist German Reich in 1938.El desarrollo de una historiografía académica y objetiva de los estudiantes de la monarquía de los Habsburgo y la Primera República de Austria solo comenzó a fines del siglo XX. Varios factores explican por qué fue solo después de ganar cierta distancia temporal y emocional que los historiadores pudieron escribir una historia científicamente más objetiva de las universidades y los estudiantes. No fue hasta mediados del siglo XIX que los estudiantes, que estuvieron estrictamente controlados por el Estado y la Iglesia Católica hasta 1859, pudieron emerger como proceso de polarización ideológica muy fuerte. Esto también se extiende al profesorado de la universidad, que se estableció tardíamente como una institución autónoma. Por lo tanto, los departamentos de historia y humanidades en particular se convirtieron en los precursores de una ideología nacionalista antisemita en lugar de instancias críticas racionalmente científicas. La política de exclusión continuó ininterrumpidamente en la Primera República y, en última instancia, condujo a la pérdida de la autonomía universitaria y el derecho de libre asociación de los estudiantes después de que Austria se convirtiera en parte del Reich Nacionalsocialista Alemán en 1938
