    Detecting and Correcting Election Fraud

    I examine the provision of free and fair elections using a decision-theoretic model in which election observers provide a noisy information signal concerning fraud. Monitoring an election is not always worth the cost and so democracy is not always sustainable. A strong preference for fair elections can paradoxically make elections more difficult to monitor. Since fair elections are a public good, municipal election fraud result from Tiebout provision of this local public good. I offer several suggestions for organizations interested in facilitating the diffusion of democracy.Democracy; Election

    Ignorance in Congressional Voting? Evidence from Policy Reversal on the Endangered Species Act

    Objective: In 1978 Congress weakened several key provisions of the Endangered Species Act (ESA), which had been enacted only five years earlier. The objective is to compare alternative explanations for this policy reversal. Methods: Probit and multinomial logit models are used to explain empirically how senators voted in both 1973 and 1978, and to investigate why many senators switched their vote from supporting ESA to weakening it. Results: The findings here indicate that party affiliation and policymaker preferences were not important to the 1973 vote, but they were key variables in the 1978 votes and the vote-switching decision. Proxies for unexpected economic impacts of ESA on individual states have little explanatory power. Conclusions: Ignorance, as measured here, does not appear to explain this policy reversal. Rather, an influx of relatively conservative Democrats between 1973 and 1978 presents itself as the leading explanation.endangered species act, congressional voting

    From Infinite to Finite Programs: Explicit Error Bounds with Applications to Approximate Dynamic Programming

    We consider linear programming (LP) problems in infinite dimensional spaces that are in general computationally intractable. Under suitable assumptions, we develop an approximation bridge from the infinite-dimensional LP to tractable finite convex programs in which the performance of the approximation is quantified explicitly. To this end, we adopt the recent developments in two areas of randomized optimization and first order methods, leading to a priori as well as a posterior performance guarantees. We illustrate the generality and implications of our theoretical results in the special case of the long-run average cost and discounted cost optimal control problems for Markov decision processes on Borel spaces. The applicability of the theoretical results is demonstrated through a constrained linear quadratic optimal control problem and a fisheries management problem.Comment: 30 pages, 5 figure

    A high-reflectivity, ambient-stable graphene mirror for neutral atomic and molecular beams

Even for samples exposed for several weeks to ambient conditions, brief annealing in ultrahigh vacuum restored extraordinarily high specular reflectivities for He and H 2 beams (23 and 7 of the incident beam, respectively). The quality of the angular distributions recorded with both probes exceeds the one obtained from in-situ prepared graphene on Ru(0001) single crystals.     Spawning and early development of captive yellowfin tuna (Thunnus albacares)

    In this study we describe the courtship and spawning behaviors of captive yellowfin tuna (Thunnus albacares), their spawning periodicity, the influence of physical and biological factors on spawning and hatching, and egg and early-larval development of this species at the Achotines Laboratory, Republic of Panama, during October 1996 through March 2000. Spawning occurred almost daily over extended periods and at water temperatures from 23.3° to 29.7°C. Water temperature appeared to be the main exogenous factor controlling the occurrence and timing of spawning. Courtship and spawning behaviors were ritualized and consistent among three groups of broodstock over 3.5 years. For any date, the time of day of spawning (range: 1330 to 2130 h) was predictable from mean daily water temperature, and 95% of hatching occurred the next day between 1500 and 1900 h. We estimated that females at first spawning averaged 1.6−2.0 years of age. Over short time periods (<1 month), spawning females increased their egg production from 30% to 234% in response to shortterm increases in daily food ration of 9% to 33%. Egg diameter, notochord length (NL) at hatching, NL at first feeding, and dry weights of these stages were estimated.     Durable Constitutional Rules and Rent Seeking

    Many constitutional political economists argue that the length of time constitutions remain in effect distinguishes constitutional politics from legislative politics. The author explores the role of constitutional durability in a repeated rent-seeking game. A general interest (e.g., consumers) in the game can lobby for a constitutional prohibition that prevents the rent-seeking contest from occurring. A durable constitution can reduce expected rent-seeking expenditures if constitutional politics occurs less frequently than legislative politics, stable rights to receive rents do not exist, and the general interest has a longer time horizon than rent seekers.     A Mononuclear Fe(III) Single Molecule Magnet with a 3/2↔5/2 Spin Crossover

    The air stable complex [(PNP)FeCl(2)] (1) (PNP = N[2-P(CHMe(2))(2)-4-methylphenyl](2)(−)), prepared from one-electron oxidation of [(PNP)FeCl] with ClCPh(3), displays an unusual S = 3/2 to S = 5/2 transition above 80 K as inferred by the dc SQUID magnetic susceptibility measurement. The ac SQUID magnetization data, at zero field and between frequencies 10 and 1042 Hz, clearly reveals complex 1 to undergo a frequency dependent of the out-of-phase signal and thus be a single molecular magnet with a thermally activated barrier of U(eff) = 32-36 cm(−1) (47 - 52 K). Variable temperature Mössbauer data also corroborate a significant temperature dependence in δ and ΔE(Q) values for 1, which is in agreement with the system undergoing a change in spin state. Likewise, variable temperature X-band EPR spectra of 1 reveals the S = 3/2 to be likely the ground state with the S = 5/2 being close in energy. Multi-edge XAS absorption spectra suggest the electronic structure of 1 to be highly covalent with an effective iron oxidation state that is more reduced than the typical ferric complexes due to the significant interaction of the phosphine groups in PNP and Cl ligands with iron. A variable temperature single crystal X-ray diffraction study of 1 collected between 30-300 K also reveals elongation of the Fe–P bond lengths and increment in the Cl–Fe–Cl angle as the S = 5/2 state is populated. Theoretical studies show overall similar orbital pictures except for the d(z(2)) orbital which is the most sensitivity to change in the geometry and bonding where the quartet ((4)B) and the sextet ((6)A) states are close in energy

    Out-Life Characteristics of IM7/977-3 Composites

    The capability to manufacture large structures leads to weight savings and reduced risk relative to joining smaller components. However, manufacture of increasingly large composite components is pushing the out-time limits of epoxy/ carbon fiber prepreg. IM7/977-3 is an autoclave processable prepreg material, commonly used in aerospace structures. The out-time limit is reported as 30 days by the manufacturer. The purpose of this work was to evaluate the material processability and composite properties of 977-3 resin and IM7/977-3 prepreg that had been aged at room temperature for up to 60 days. The effects of room temperature aging on the thermal and visco-elastic properties of the materials were investigated. Neat resin was evaluated by differential scanning calorimetry to characterize thermal properties and change in activation energy of cure. Neat resin was also evaluated by rheometry to characterize its processability in composite fabrication. IM7/977-3 prepreg was evaluated by dynamic mechanical analysis to characterize the curing behavior. Prepreg tack was also evaluated over 60 days. The overall test results suggested that IM7/977-3 was a robust material that offered quality laminates throughout this aging process when processed by autoclave
