    Evaluation must be implemented systematically and continuously in order to describe the ability of the students. The main mistakes that often occur among teachers is that evaluation is carried out at certain moments, such as at the end of the unit, middle, and end of a teaching program. As a result of that is the lack of information about the students, causing many teachers prediction is biased in determining their position in class activities. Evaluation should not only be concidered as a collection of techniques but also rather a process that is based on principles. What should be assessed always gives priority in the process of evaluation. The interesting problem that is discussed in this paper is about the basics and the scope of educational evaluation

    I am privileged to have the opportunity to speak to this august audience of distinguished development economists very briefly, on what I have called the ‘Triad of Governance, Devolution and National Prosperity’. This, triad, I believe, lies at the heart of what constitutes the theme of this conference, namely ‘Institutional Change, Growth and Poverty’. The National Reconstruction Bureau which I was privileged to create and lead for all the three years of General Musharraf’s tenure as Chief Executive of Pakistan, was meant to transtate into reality the vision we crystallised for addressing the persistent failure of the institutions of state to provide solutions to the ever growing political, administrative, financial, judicial and social problems that the people of Pakistan faced since independence. The vision was ‘Reconstruction of the Institutions of State for Establishing Genuine and Sustainable Democracy to ensure Durable Good Governance for an Irreversible Transfer of Power to the People of Pakistan as soon as possible’. I will first give you a fleeting birds eye view of the wide spectrum over which our National Reconstruction endeavour in pursuit of this vision was spread. In the second part of this talk, which will contain the core of what I want to put across today, I will talk about financial devolution of the state. The third part of my talk will deal briefly with the burning issue of what we should do for turning our common citizens’ poverty into prosperity

    The main issue of this article is the successful learning of studentsthrough the use of information and communication technology (ICT)based PAI learning media at SMKN Parepare. This article is to know theimpact of the use of ICT in PAI learning at SMK Negeri 1 Kota Parepare.The method used in this study is qualitative with the procedure ofcollecting data through: interviews, observation and documentation. Theinformants used as sources were all PAI teachers, Principals, KTU,several specified teachers, Computer Operators and students. Dataanalysis uses data reduction, presentation and verification. Data isverified using an estimation technique. This study shows that the use ofinformation and communication technology (ICT) based learning mediain PAI learning at State Vocational High School 1 in Parepare City hasrun optimally, and supports positivity, both for students, both forteachers, who use the equipment used to deliver messages -message oflearning from the sender to the recipient of the message so that it canhelp students' thoughts, feelings, concerns and interests occur andincrease the efficiency of the learning process

    Gender Neutrality and the Pakistani Bureaucracy

    Pakistan inherited the British Weberian model at its birth in 1947 (Braibanti, 1966). The Weberian framework is the basis of the professional code of the Pakistani bureaucracy. The Framework highlights the importance of gender neutrality towards ensuring impartiality, promotion of merit and efficiency in organizations. The Pakistani bureaucracy has been categorized as being Weberian by recent research, and hence should be gender neutral. This paper examines if the Pakistani bureaucracy is indeed gender neutral. It inspects the gender norms prevalent in the context of the macro sociocultural environment in Pakistan and finds that these norms are reflected in women’s position in the bureaucracy. Using the perceptions of male and female bureaucrats and ministers as symptomatic evidence, the research deliberates on how the socially determined status hierarchies interact with organizational rules and regulations to perpetuate gender bias and lack of gender neutrality within the bureaucracy. The paper concludes by reinforcing that the bureaucracy operates in a larger social and cultural environment, which is unable to be a socially transformative agent in the case of Pakistan, and hence, is not gender neutral and by consequence, not Weberian

    The study was aimed to: 1) describing the Islamic Education teachers\u27 performance on SMA in Pare­pare City; 2). describing the Senior Hight School Students\u27 learning outcomes in Pare­pare City; 3). Determining whether or not there was an influence of Islamic Education teachers\u27 performance on the Senioe Hight Schools students\u27 learning outcomes in Parepare City. The result of the study revealed that: 1) the Islamic Education teachers\u27 performance of Senior Hight Schools in Pare­pare City was in good category; 2) the students\u27 learning outcomes of Islamic Education tended to be in good category, 3) there was a significant influence of Islamic Education teachers\u27 performance on the Senior High Schools students\u27 learning outcomes in Parepare City. The study had implication: 1) the Islamic Education teachers realized the importance of a teacher working professionally, having high performance both in learning plan, learning implementation and evaluating the students\u27 learning outcomes, which can lead to the hight achievement of learning outcomes as well, 2) there was a concrete evidence of the implementation of education and learning practices in Senior High Schools which was necessary to be constantly improved

    The Rural Woman\u27s Constraints to Participation in Rural Organizations

    Although women play a central role in the rural economy through their contribution to the agriculture production process, their equitable participation in rural organizations (ROs) remains minimal. Furthermore their role is decision making and in leadership positions within these organizations remains negligible. This disproportionate mismatch in participation is not only detrimental for women but also has negative effects on the household and on the rural economy. Combining insights from various secondary sources, the paper introduces of a new conceptual metrics around the discourse of participation. Based on this conceptualization of the term “participation”, the paper attempts to provide a critical analysis of the current development initiatives that address gender participation in rural organizations. It examines the multi-faceted impediments that rural woman in developing countries encounter and informs on the development initiatives that were catalysts to the rural woman’s participation. The paper finds that even the best designed development projects that are not cognizant of the impediments that the rural woman encounter, remain ineffective in promoting the rural woman’s empowerment and participation

    LAA LTE and WiFi based Smart Grid Metering Infrastructure in 3.5 GHz Band

    Advanced metering infrastructure (AMI) of smart grid requires bidirectional communication for transferring data to billing center, for which WiFi is an attractive choice. However, WiFi operates in the unlicensed bands and LTE needs to offload data in the same unlicensed band. Recent release of 3.5 GHz (also termed as citizen broadband radio service (CBRS)) can be an attractive shared band where LTE and WiFi can coexist. In our study, we propose a fixed duty cycled LTE-U and WiFi based smart grid metering infrastructure where smart meter uses WiFi and data collector (termed as Access Point (AP)) of smart meters uses LTE for transferring data. We investigate the coexistence performance of LTE-WiFi in the 3.5 GHz band using a time division duplexing (TDD) LTE confederated by WiFi along with FTP traffic model for system level simulation. The simulation results demonstrate a good neighboring coexistence between LTE and WiFi resulting a candidate AMI architecture for smart grid in the 3.5 GHz band.Comment: Accepted in IEEE R10HTC conferenc

    PENENTUAN BESAR PENGANGKATAN MAKSIMUM PADA SUDUT ELEVASI TERTENTU DENGAN MENGGUNAKAN PEMODELAN AIRFOIL SAYAP PESAWAT

    Berdasarkan rumusan masalah di atas, penelitian ini bertujuan untuk mencari seberapa besar kemampuan mengangkat profil sayap pesawat pada sudut elevasi dengan menggunakan pemodelan airfoil sayap pesawat. Pada penelitian ini, variabel yang digunakan terdiri dari variabel bebas, variabel terikat, dan variabel kontrol. Variabel bebasnya adalah sudut elevasi model sayap, massa, variabel terikat adalah kemampuan mengangkat beban maksimum sedangkan variabel kontrolnya adalah kecepatan angin, luasan permukaan pemodelan sayap pesawat. . Pengambilan data dilakukan dengan cara percobaan (eksperimen) menggunakan WIN TONEL. Data yang diperoleh dianalisis dengan menggunakan rumus bernoulli dan nilai ketidakpastiannya . Selain itu data yang diperoleh dianalisis secara grafik menggunakan program Microsoft Excel. Hasil penelitian menunjukkan bahwa pada sudut 100 kemampuan mengangkat beban maksimum pada pemodelan airfoil sayap pesawat adalah sebesar 0,237 kg, pada sudut 150 kemampuan mengangkat masimum pada pemodelan airfoil sayap pesawat adalah sebesar 0,241 kg, sedangkan untuk sudut 200 kemampuan mengangkat beban maksimum pada pemodelan airfoil sayap pesawat adalah sebesar 0,268 kg

    Kekerasan atas nama ternodaanya agama yang secara khusus terjadi pada masyarakat Islam Syiah Imamah di Sampang, Madura dan masyarakat Ahmadiyah di Cikeusik, Pandeglang, Banten. Membuat kegelisahan begitu mendalam di dalam diri penulis, karena kekerasan tersebut akan memunculkan perpecahan di dalam tubuh masyarakat Indonesia, sebuah akibat yang membahayakan kondisi bangsa ini, mengingat saat ini pembangunan kembali terhadap persatuan di dalam tubuh masyarakat Indonesia sedang digalakan. Pembangunan kembali terhadap persatuan mengalami hambatan besar ketika hukum sebagai panglima kehilangan peranya ketika tak dapat lagi menciptakan rasa keadilan, rasa kepastian, dan ketertiban di dalam tubuh masyarakat bangsa ini. Hilangnya peran hukum terjadi ketika menyelesaikan tindak pidana terhadap kekerasan atas nama penodaan agama, simulakra peradilan dan ketidakpatuhan (pelanggaran) terhadap kode etik yang di lakukan oleh pengadilan menjadi pemicu hilangnya peran hukum dan hilangnya intergritas hakim sebagai pemutus keadilan. Dalam penelitian ini penulis memakai spesifikasi penelitian dengan yuridis normatif sebuah metode yang memfokuskan dalam mengkaji penerapan terhadap norma-norma dan kaidah-kaidah dalam hukum positif sebagai konsekuensi pemilihan topik permasalahan hukum dan suatu prosedur penelitian ilmiah untuk menemukan kebenaran berdasarkan logika keilmuan yang ada, serta metode pendekatan yang digunakan adalah secara pendekatan konsep di mana unsur-unsur abstrak yang mewakili kelas-kelas fenomena dalam suatu bidang studi yang kadang kala menunjuk pada hal-hal yang universal yang diabstarsikan dari hal-hal partikular. Pendekatan juga dilakukan secara filsafat di mana gaya yang dipijaknya yaitu inventif mempunyai arti pada mencari pemahaman baru terhadap modal pemikiran yang telah dikumpulkan, dan berusaha memberikan pemecahan-pemecahan bagi masalah-masalah yang belum di pecahkan. Kesimpulan yang di dapat dalam perkara kekerasan atas nama penodaan agama adalah putusan yang dihasilkan oleh hakim dalam menyelesaikan kekerasan tersebut, haruslah berdasarkan Pasal 156a KUHPidana yang berfungsi sebagai hukum positif tindak pidana kekerasan atas nama agama, kemudian berlandasakan Pancasila sebagai falsafah Bangsa dan UUD 1945 Amademen ke-IV sebagai dasar Konstitusi Negara, UU HAM No. 39 Tahun 1999 sebagai hukum yang menjaga martabat hidup dasar manusia,serta tidak di ikut sertakanya putusan MUI sebagai bahan pertimbangan hakim dalam melahirkan putusan hakim. Jika unsur-unsur di atas dijadikan sebagai indikator dalam mengambil putusan, akan menghilangkan penyakit simulakra yang menjangkit badan peradilan di Indonesia, dan putusan yang dihasilkan mengakomodasi seluruh tujuan suci dari hukum yaitu kepastian, keadilan, kemanfaatan, dan ketertiban. Sebuah putusan yang sempurna tersebut dapat dijalankan dengan baik dan benar, jika masyarakat Indonesia ikut membantu dengan mengubah sistem berfikir menjadi pluralisme-aksistansi, sebuah sistem berfikir yang mengajarkan masyarakat Indonesia tentang sikap penerimaan baik secara pemikiran maupun tindakan terhadap pluralisme di Indonesia.
