Constitutional amendments, a brief note on Indonesia's case.
[Conclusion]: At this stage, it is already apparent that the amended constitution has guaranteed the civil participation in political life and the human rights. And, it is valuable to note that although the debates were in depth and serious, MPR has decided all amendments in unison and that all amendments have been officially enacted. As mentioned before, the time limit to complete the amendment process is the MPR Session in year 2002. There are still some important topics to decide, such as the composition of MPR (article 2 clause 1), on religion (article 29), on education (article 31), on social well being (article 33) and on the alteration procedures of the constitution (article 37). But it seems that those topics are not as complicated as the other topics that have been settled. However, we will continue our effort to involve the public in the whole amendment process. While in the past we had an experts team from various backgrounds of academic skills to assist the Ad Hoc I Committee, the Committee plans at least to organize another series of public hearings with the academic community, NGOs and others. We also will organize discussions in every district, as well as in Jakarta and provinces capitals as we did before, both to encourage the participation of the public in the process and to disseminate the outcomes of the previous amendments. Well still need supports from international organizations and from other countries. Considering the topics to be finalized, the spirit that has been shaped among the members of MPR, and the ample time the MPR still have until the 2002 annual session, we are optimistic that this amendment process, at the end of the day, will produce a comprehensive, democratic, and workable constitution, as desired. .This conference was supported by the generosity of the Japan Foundation Asia Centre, AusAID, the Daiwa Foundation for Asia and Oceania, the Myer Foundation and The Australian National University's National Institute for Asia and the Pacific and the Humanities Research Centre
Tinjauan terhadap Kondisi Daerah Irigasi Desa Gerinis Komplek, Kabupaten Sekadau
Daerah Irigasi Gerinis Kompek merupakan daerah irigasi yang berada di Kecamatan Nanga Taman, Kabupaten Sekadau. Berdasarkan data dari Dinas Pekerjaan Umum Sekadau tahun 2012, daerah irigasi Gerinis Kompek ini memiliki luas lahan sekitar 75 Ha, luas lahan potensial 60 Ha dan luas lahan fungsional sekitar 45 Ha.Sumber air yang digunakan dalam daerah irigasi ini adalah sumber air yang berasal dari Sungai Merah.Berdasarkan analisa yang dilakukandengan metode Mock, besarnya ketersediaan air (debit andalan) sebesar 134,5 lt/detik, sedangkan kebutuhan air irigasinya sebesar 44,95 lt/detik. Dari analisa imbangan air untuk daerah irigasi Gerinis Komplek diketahui bahwa daerah irigasi Gerinis Komplek memiliki ketersediaan air yang lebih banyak dari kebutuhan air irigasi yang diperlukan. Walaupun ketersediaan airnya mencukupi kebutuhan air irigasi, namun saluran irigasinya mengalami kerusakan termasuk saluran tersier kiri 4 yang tidak terairi. Hal ini dikarenakan pembangunan dimensi saluran yang lebih besardibandingkan dengan kebutuhan air irigasi. Sehingga dilakukan penyelesaian secara teknis berupa desain dimensi saluran dan secara non teknis berupa konservasi
Collapsed speech segment detection and suppression for WaveNet vocoder
In this paper, we propose a technique to alleviate the quality degradation
caused by collapsed speech segments sometimes generated by the WaveNet vocoder.
The effectiveness of the WaveNet vocoder for generating natural speech from
acoustic features has been proved in recent works. However, it sometimes
generates very noisy speech with collapsed speech segments when only a limited
amount of training data is available or significant acoustic mismatches exist
between the training and testing data. Such a limitation on the corpus and
limited ability of the model can easily occur in some speech generation
applications, such as voice conversion and speech enhancement. To address this
problem, we propose a technique to automatically detect collapsed speech
segments. Moreover, to refine the detected segments, we also propose a waveform
generation technique for WaveNet using a linear predictive coding constraint.
Verification and subjective tests are conducted to investigate the
effectiveness of the proposed techniques. The verification results indicate
that the detection technique can detect most collapsed segments. The subjective
evaluations of voice conversion demonstrate that the generation technique
significantly improves the speech quality while maintaining the same speaker

Respon Primata Terhadap Kehadiran Manusia Di Kawasan Cikaniki, Taman Nasional Gunung Halimun [Response of Primata to the Presence of Human in Cikaniki Area, Gunung Halimun National Park]
The arrival of human und their activities on protected areas will be a problem causing habitat degradation in quality due to cutting of trees,hunting and noising.This research was conducted to observe the difference of responses of primates to the arrival of human on disturbed and undisturbed forest in Cikaniki area,Mount Halimun National Park. Primates responses to environmental changes will be detected from vigilance behaviour in the form of early detection and reactions.The results of this research indicated that the three species of primates in Cikaniki area (javan gibbon, javan langur, and grizzled langur) generally detected early to the observer's arrival compared to the observer himself detecting the position of primates.The early detection of the three species of primates is slower in disturbed forest compared to the undisturbed one.Furthermore,the reactions of these three species generally negative;although sometimes they response neutrally, but none was positive response in both disturbed and undisturbed forest. This behaviour indicated that although the primates have been adapted to the presence of human (early detection: slower in disturbed forest), but they still vigilant to the presence of human with negative responses

Population size is very important data on wildlife conservation management. To abundance of the species together habitat quality usually used as basic parameter for the existencies of wildlife. To estimates accurate population on primates species is very difficult, this mainly due to the techniques of collecting data. Total count method is the best to be implemented, however, this possible only in small areas or for non-mobile animal. For mobile animal like primates or other wild animal in large area, we need to use another method. Background : Diabetes melitus is a progresisive chronic diseases characterized by the body’s inability to metabolize carbohydrates, fats and proteins lead to hypergilcemia.. According to the regulation of health minister no.6 0n 2016 one of medicine plant that used as medicine alternative for diabetes melitus is salam leaf (syzygium polyanthum).
Purpose : This experiment for to know the differences of Knowled geand and attitude diabetes patient before and after given the benefit salam leaf in work region of society health central in Talang Betutu.
Metods : The kind of kuantitatif experiment with pra-eksperiment design by means of one group pretest-posttest design. The sample in this study were 35 respondents taken by means of a multistage sampling. To taking over of data in using kuisioner data analyzed in using willcoxon test.
Result :. The result of experiment in respondens about the benefit of sala leaf before given education are good as many as is respondens (42,9%) go through increasing after given education are very good as many as 29 respondens (82,9%), just on attitude before given education about the benefit salam leaf are good as many as 30 respondens (85,7%) go through increasing after given education are very good as many asa 24 respondens (68,8%). The test result using willcoxon, there are the differences of education and attitude of diabetes melitus patient before and after given education about the benefit of salam leaf with p-value 0,001<0,025.

Hidayah Cooperative is a cooperative whose main activity was to accept deposits from members, and channel them back to members who need a loan to open up and increase its business in the form of short-term credit. Cooperative Hidayah established only four years, during the four years of the establishment of the system used is still very simple and has several drawbacks. in order to manage the accounts properly will require adequate internal controls, in order to assess the suitability of the implementation of the standards and established procedures, and tools that can be used to ensure the appropriateness and effectiveness of operational activities support the realization of receivables management is an internal audit. Formulation of the problem in this study is "Is the management activities of savings and loan receivables are comprised of cash receipts system of installment credit and credit cooperative system has Hidayah are conducted in accordance with standards and procedures have been established? ". The hypothesis in this study is "that the implementation of savings and loans receivable management activities are comprised of cash receipts system of installment credit, and the credit system has not been implemented at Hidayah cooperative in accordance with the standards and procedures have been established". The analytical tool used is to use internal audit stages, namely preliminary stage, review and testing of management control, detailed auditing, reporting, and follow-up. The results showed that the implementation of the management of cooperative savings and loan receivables Hidayah still not implemented in accordance with the standards and procedures established. The findings obtained during the audit process is the double post, no written rules governing both the maturity payment, document use cash receipts, and credit, do not deposit cash into the bank, the absence of rotation position, the absence of authorization for each activity, and did not assess the effectiveness of the provision of credit. The findings above indicate that the hypothesis is accepted
Prinsip Umum Penatalaksanaan Cedera Olahraga Heat Stroke
Exercises that are conducted in an extreme heat environment can cause heat injury. Heatinjury is associated with disturbance to temperature regulation and cardiovascular systems. Heatstroke is the most severe type of heat injury. Heat stroke is associated with high morbidity andmortality numbers, particularly if therapy treatment is delayed. In general, heat stroke is caused bytwo things, namely increase in heat production and decrease in heat loss.Heat stroke signs include: (1) rectal temperature above 40.5°C; (2) hypotension,tachycardia, tachypnea; (3) changes in mental status (e.g. irritability, ataxia, confusion,disorientation, syncope, hysteria, and coma); (4) reduced ability to lower body temperature (e.g.stop sweating and skin becoming hot); (5) signs of a life-threatening: disseminated intravascularcoagulant or DIC (e.g. epistaxis, bleeding from intravenous line, bruises, and pulmonary edema)and signs of Acute Renal Failure or ARF (e.g. peripheral edema). Symptoms of heat stroke includefatigue, headache, nausea, and vomiting.Management of heat stroke injuries is by continuously performing cooling down as quicklyas possible while resuscitating patient. Intensive care must be carefully considered to the respiratorytract, reducing body temperature, limiting the production of heat, optimizing air circulation andmonitoring and treating complications.
