    On neutrino and charged lepton masses and mixings: A view from the electroweak-scale right-handed neutrino model

    We present a model of neutrino masses within the framework of the EW-νR\nu_R model in which the experimentally desired form of the PMNS matrix is obtained by applying an A4A_4 symmetry to the \emph{Higgs singlet sector} responsible for the neutrino Dirac mass matrix. This mechanism naturally avoids potential conflict with the LHC data which severely constrains the Higgs sector, in particular the Higgs doublets. Moreover, by making a simple ansa¨tzans\ddot{a}tz we extract MlMl\mathcal{M}_l {\mathcal{M}_l}^\dagger for the charged lepton sector. A similar ansa¨tzans\ddot{a}tz is proposed for the quark sector. The sources of masses for the neutrinos are entirely different from those for the charged leptons and for the quarks and this might explain why UPMNSU_{PMNS} is {\em very different} from VCKMV_{CKM}.Comment: 19 pages.     Dynamics of innovation and internationalization among small and medium-sized enterprises in Viet Nam

    This paper examines the bidirectional causality between innovation and internationalization in the context of developing countries. Using a dynamic bivariate probit model and adopting a broad definition of internationalization, this paper analyzes these issues using a panel dataset of small and medium-sized enterprises in Viet Nam. The results show a high persistence in process and product innovations and internationalization decisions. Furthermore, we find that, for non-micro firms, past internationalization has a positive effect on process innovation, but past process innovation does not have a significant effect on the internationalization decision. For this group of firms, we also find signs of cross-dependence between process innovation and the internationalization decision. Our results, however, do not show dynamic interdependence between internationalization and product innovation

    Fiscal decentralization and local budget deficits in Viet Nam: An empirical analysis

    Since 1975, Viet Nam has gradually decentralized more fiscal responsibilities to local authorities. This study has two objectives: (i) to take stock of the current institutional framework for intergovernmental fiscal relations in Viet Nam, and (ii) to empirically assess the debt sustainability of local governments in Viet Nam. The empirical analysis uses two estimation methods: (i) fully modified ordinary least squares (OLS) to estimate the long-term correlations between co-integration equations, including vectors of co-integration variables, and stochastic regressor innovations; and (ii) fiscal reaction equations at the provincial level, based upon the Bohn (2008) model. The empirical results suggest that deficit levels are generally sustainable at the local level

    A low-order linear functional observer for time delay systems

    This paper presents an efficient technique to design low order state function observers for linear time-delay systems. Assuming the existence of a linear state feedback controller to achieve stability or some control performance criteria of the time-delay system, a design procedure is proposed forreconstruction of the state feedback control action. The procedure involves solving an optimisation problem with the objective to generate a matrix that is as close as possible to the given feedback gain of the required feedback controller. A condition for robust stability of the time-delay system using the observer-based control scheme is given. The attractive features of the proposed design procedure are that the resulted linear functional state observer is of a very low order and it requires information of a small number of outputs. Numerical examples are given to demonstrate the design procedure and its merits.<br /

    Lepton Flavor Violating Radiative Decays in EW-Scale νR\nu_R Model: An Update

    We perform an updated analysis for the one-loop induced lepton flavor violating radiative decays liljγl_i \to l_j \gamma in an extended mirror model. Mixing effects of the neutrinos and charged leptons constructed with a horizontal A4A_4 symmetry are also taken into account. Current experimental limit and projected sensitivity on the branching ratio of μeγ\mu \to e \gamma are used to constrain the parameter space of the model. Calculations of two related observables, the electric and magnetic dipole moments of the leptons, are included.     Observer-based control of multi-agent systems under decentralized information structure

    This paper addresses the problem of decentralized implementation of a global state feedback controller for multi-agent systems. The system is assumed to be under the constraint of a complete decentralized information structure. The decentralization of the control task is achieved through the construction of low-order decentralized functional observers with the purpose of generating the required corresponding control signal for each local control station. A design procedure is developed for obtaining an approximate solution to the design of the observers. Stability analysis is provided for the global system using the proposed observer-based approach. A numerical example is given to illustrate the design procedure and cases when the observers\u27 order increases from the lowest value. <br /

    A new root-knot nematode, Meloidogyne moensi n. sp. (Nematoda : Meloidogynidae), parasitizing Robusta coffee from Western Highlands, Vietnam

    A new root-knot nematode, parasitizing Robusta coffee in Dak Lak Province, Western Highlands of Vietnam, is described as Meloidogyne moensi n. sp. Morphological and molecular analyses demonstrated that this species differs clearly from other previously described root-knot nematodes. Morphologically, the new species is characterized by a swollen body of females with a small posterior protuberance that elongated from ovoid to saccate; perineal patterns with smooth striae, continuous and low dorsal arch; lateral lines marked as a faint space or linear depression at junction of the dorsal and ventral striate; distinct phasmids; perivulval region free of striae; visible and wide tail terminus surrounding by concentric circles of striae; medial lips of females in dumbbell-shaped and slightly raised above lateral lips; female stylet is normally straight with posteriorly sloping stylet knobs; lip region of second stage juvenile (J2) is not annulated; medial lips and labial disc of J2 formed dumbbell shape; lateral lips are large and triangular; tail of J2 is conoid with rounded unstriated tail tip; distinct phasmids and hyaline; dilated rectum. Meloidogyne moensi n. sp. is most similar to M. africana, M. ottersoni by prominent posterior protuberance. Results of molecular analysis of rDNA sequences including the D2-D3 expansion regions of 28S rDNA, COI, and partial COII/16S rRNA of mitochondrial DNA support for the new species status

    Observer-based decentralized approach to robotic formation control

    Control of a group of mobile robots in a formation requires not only environmental sensing but also communication among vehicles. Enlarging the size of the platoon of vehicles causes difficulties due to communications bandwidth limitations. Decentralized control may be an appropriate approach in those cases when the states of all vehicles cannot be obtained in a centralized manner. This paper presents a solution to the problem of decentralized implementation of a global state-feedback controller for N mobile robots in a formation. The proposed solution is based on the design of functional observers to estimate asymptotically the global state-feedback control signals by using the corresponding local output information and some exogenous global functions. The proposed technique is tested through simulation and experiments for the control of groups of Pinoneer-based non-holonomic mobile robots.<br /
