    Part One of this report, devoted to contributions of Multilateral agencies to EFA goals in the region, was collated by ESCAP, based on submissions from Partner Agencies. Part Two, the contributions of Bilateral agencies, was prepared by UNDP, and is based mainly on information submitted to UNESCO PROAP by Bilateral Donors,The World Declaration on Education for All was a global commitment that has been taken seriously by governments of the Asia-Pacific region. There is perhaps no need to reiterate the fact that the primary responsibility for achievement of EFA goals rests upon the national governments, and that the governments are the main actors to implement the post-Jomtien follow-up actions. The multilateral agencies have, however, played a pivotal role in assisting the governments and other national level organizations in their implementation of the actions to pursue EFA goals. The present report provides a summary of activities, achievements and future challenges of eleven multilateral agencies, namely, Economic and Social Commission for Asia and the Pacific (ESCAP), Food and Agriculture Organization (FAO), United Nations Development Programme (UNDP), United Nations Environment Programme (UNEP), United Nations Educational, Scientific and Cultural Organization (UNESCO), United Nations Children's Fund (UNICEF), United Nations Population Fund (UNFPA), United Nations High Commissioner for Refugees (UNHCR), World Health Organization (WHO), Asian Development Bank (ADB) and World Bank (WB). Each summary report was developed by the respective agency for submission to the Asia- Pacific Conference on EFA 2000 Assessment, 17-20 January 2000, Bangkok, Thailand.</p

    This policy brief explores the untapped potential of multilevel governance (MLG) for the SDG Localization in Asia and the Pacific and encourages policymakers and practitioners to promote innovative approaches to multilevel governance in implementing the 2030 Agenda. The concept of MLG describes an approach that supports policy and decision-making across national, regional and local governments. In the context of SDG localization, this approach requires a ‘whole of government’ and a ‘whole of society’ strategy, emphasis on the critical role of regional and local governments, communities, civil society and other stakeholders in driving effective SDG localization and ensuring coordinated, inclusive, and coherent policy action

    Most TCDC activities undertaken by the ESCAP secretariat, presented in this report were promotionals. With supplmentary funding quite a number of them could be translated into operational TCDC activities. The potential for TCDC support by the ESCAP secretariat to developing member countries both promotional and operational, are very large indeed; some of the TCDC activities can also be developed into ECDC activities.</p

    Enhancement of cooperation between governments and non-govermental organizations for human resources development

    The contribution of NGOs to human resources development in the ESCAP region is assessed in this paper.&nbsp; Section I begins with a review of the implications of the Jakarta Plan of Action for the role to be carried out by NGOs in human resources development and of its strategies for their enhancement. Section II examines the existing contribution of NGOs to human resources development in the region in order to identify where the current situation falls short of the Plan&rsquo;s objectives. Following up this comparative analysis, section III suggests ways by which governments can promote the role of NGOs in human resources development, including the facilitation of their access to the formulation and implementation of strategies and the strengthening of their capabilities. Section IV discusses cooperation between governments and NGOs. Finally, section V recapitulates the study and offers recommendations for the future. </p
