    Understanding the scale and nature of outcome change in area-regeneration programmes: evidence from the New Deal for Communities Programme in England

    The New Deal for Communities (NDC) Programme is one of the most intensive area-based initiatives (ABIs) launched in England. Between 1998 and 2010, 39 NDC Partnerships were charged with improving conditions in relation to six outcomes within deprived neighbourhoods, each accommodating around 9,800 people. Data point to only modest change, much of which reflected improving attitudes towards the area and the environment. There are problems in identifying positive people-based outcomes because relatively few individuals benefit from relevant initiatives. Few positive benefits leak out of NDC areas. Transformational change was always unlikely bearing in mind the limited nature of additional resources, and because only a minority of individuals directly engage with NDC projects. This evidence supports perspectives of ABIs rooted in 'local-managerialism'

    Improving contemporary approaches to the master planning process.

    Master-planning has had a strong revival in recent years. However, significant demographic and social changes are on-going amidst the constraints of the current economic stagnation, the policy of reduced public spending and the drive to respond to environmental imperatives. These conditions challenge the feasibility of the application of past master-planning practice. The way we conceive of master-planning now requires re-visiting. The traditional perspective of master-planning as a design-led activity concerned with the architectural form of buildings, spaces and infrastructures is out-dated and inadequate to coordinating the plural processes of negotiating sustainable place development which, in addition to realising a visually pleasing townscape, critically satisfies social, functional, economic and environmental requirements. Masterplanning requires both a business planning component, without which there is no delivery, and a governance component, without which the physical strategy has no legitimacy. A more adaptive master-planning approach is required. The paper proposes how a flexible master-planning process can provide a basis of a suitable approach for the development of sustainable settlements.     Business Improvement Districts in England and the (private?) governance of urban spaces

    Business Improvement Districts (BIDs) were introduced in England just over ten years ago, and their adoption in over 180 locations all over the country owes a great deal to their potential ability to raise private funds to invest in the development of business areas. However, much of the academic literature on BIDs has been critical of what it sees as an expansion of corporate control of urban spaces and the weakening of elected local government, often on the evidence of a long-running North American debate. On the basis of ten case studies of English BIDs, in this paper I address the evolution of those organisations as private stakeholder-led instruments for the governance and management of business areas in England. I discuss whether and to what extent English BIDs constitute private government of urban areas, and the attendant issues of accountability and spatial inequalities in the distribution of public services and investment. I conclude by examining the implications of its findings for the future of urban governance

    A method for evaluating transport energy consumption in suburban areas

It represents a significant contribution to energy consumption of a territory especially due to transportation requirements. However, transport energy consumption is rarely taken into account when the sustainability of suburban structures is studied. In this context, the paper presents a method to estimate transport energy consumption in residential suburban areas. The study aimed, on this basis, at highlighting the most efficient strategies needed to promote awareness and to give practical hints on how to reduce transport energy consumption linked to urban sprawl in existing and future suburban neighborhoods. The method uses data collected by using empirical surveys and GIS. An application of this method is presented concerning the comparison of four suburban districts located in Belgium to demonstrate the advantages of the approach. The influence of several parameters, such as distance to work places and services, use of public transport and performance of the vehicles, are then discussed to allow a range of different development situations to be explored. The results of the case studies highlight that travelled distances, and thus a good mix between activities at the living area scale, are of primordial importance for the energy performance, whereas means of transport used is only of little impact. Improving the performance of the vehicles and favoring home-work give also significant energy savings.     Community-Led Social Housing Regeneration: From Government-Led Programmes to Community Initiatives

    Engaging communities in neighbourhood regeneration processes is vital for achieving inclusive cities, particularly when vulnerable groups belong to these communities. In the UK, different governments have implemented diverse strategies, funding schemes and approaches to social housing estates’ regeneration, which have implied various degrees of involvement of the residents in decision-making processes. This paper explores the approaches to community participation in the regeneration of social housing neighbourhoods since 1997—when the New Labour won the general elections—until today. Within this period, it identifies two models: the government-led regeneration scheme New Deal for Communities implemented by the New Labour Government, which provided funding for intervening in deprived areas and which included representatives of the community in the decision-making board; and the Big Society approach implemented by the Coalition Government in the context of austerity, which advocates for a state-enabling approach and has changed the planning system to involve communities in decision-making. The paper explores how these two models have addressed the participation of residents in social housing regeneration. For doing so, it looks at the policy context and case studies in these two periods. The paper concludes that community participation needs easier processes, which do not require such a strong effort from community groups. It also concludes that both funding and support is needed to promote community engagement in regeneration processes, which can, firstly, serve as an incentive to be more actively involved in the regeneration of their neighbourhood, and secondly, do not rely on private investment for the improvement of council estates

    New East Manchester: urban renaissance or urban opportunism?

    In this paper we ask how a shrinking city responds when faced with a perforated urban fabric. Drawing on Manchester’s response to its perforated eastern flank - and informed by a parallel study of Leipzig - we use the city’s current approach to critique urban regeneration policy in England. Urban renaissance holds out the promise of delivering more sustainable - that is more compact, more inclusive and more equitable - cities. However, the Manchester study demonstrated that the attempt to stem population loss from the city is at best fragile, despite a raft of policies now in place to support urban renaissance in England. It is argued here that Manchester like Leipzig is likely to face an ongoing battle to attract residents back from their suburban hinterlands. This is especially true of the family market that we identify as being an important element for long-term sustainable population growth in both cities. We use the case of New East Manchester to consider how discourses linked to urban renaissance – particularly those that link urbanism with greater densities - rule out some of the options available to Leipzig, namely, managing the long-term perforation of the city. We demonstrate that while Manchester is inevitably committed to the urban renaissance agenda, in practice New East Manchester demonstrates a far more pragmatic – but equally unavoidable – approach. This we attribute to the gap between renaissance and regeneration described by Amin et al (2000) who define the former as urbanism for the middle class and the latter as urbanism for the working class. While this opportunistic approach may ultimately succeed in producing development on the ground, it will not address the fundamental, and chronic, problem; the combination of push and pull that sees families relocating to suburban areas. Thus, if existing communities in East Manchester are to have their area buoyed up – or sustained - by incomers, and especially families, with greater levels of social capital and higher incomes urban policy in England will have to be challenged

    Mobilising Urban Policies: The Policy Transfer of US Business Improvement Districts to England and Wales

    This paper examines the ways in which policies are transferred between places: how they are disembedded from, and re-embedded into, new political, economic and social contexts. To do this, the paper will draw upon a case study of the transfer of Business Improvement Districts (BIDs) from the US to England and Wales. Within this, the paper demonstrates how they were a response to fiscal problems facing city-centre management in England and Wales; how US BIDs were socially constructed as `successful' and `transferable'; and how the BID `model' was reshaped prior to and following its rolling-out in England and Wales. The paper concludes by stressing six wider conceptual points about the nature of urban policy transfer
