    The Role of Licence-Exemption in Spectrum Reform

    Spectrum reform initiatives in the US and Europe have identified a need to move away from the traditional command and control approach towards flexible and tradable licences and licence-exemption. Current regulatory initiatives are tending to focus on the flexible licensing route, and there is a risk that licence-exemption will be sidelined during the important formative years of this major policy transition. This must not happen; licence-exemption supports innovation and entrepreneurship and is an important second leg of a market-based spectrum management regime.     Stand-alone ranking systems based on highly optimized inverted file structures are generally considered ‘the’ solution for building search engines. Observing various developments in software and hardware, we argue however that IR research faces a complex engineering problem in the quest for more flexible yet efficient retrieval systems. We propose to base the development of retrieval systems on ‘the database approach’: mapping high-level declarative specifications of the retrieval process into efficient query plans. We present the Mirror DBMS as a prototype implementation of a retrieval system based on this approach

    The Effects of Low Temperature Cooking on the Deinking of Groundwood

    An experiment was designed to lower the temperature of the cooking stage in the deinking of groundwood. The cook chemicals consisted of sodium meta-silicate, sodium carbonate, hydrogen peroxide and surfactants. The pulp was cooked over a temperature of 50°F-130°F. The pulp was washed on a laboratory sidehill screen and brightness pads were made. The object of the experiment was to reduce the cook temperature and use additional surfactant to maintain the brightness. Maximum brightness values were found a 0.1% surfactant and 110°F, and 0.3% surfactant and 90°F. A cost analysis revealed that a system can operate at slightly elevated temperatures and low surfactant level. This type of system is more economically feasible than operating at low temperatures and higher surfactant level. Keywords: Deinking, washing, secondary fiber, newsprin

    The illegal trade in ammunition in the Netherlands seems to be a small-scale problem. However, as a result of high profits and a small chance of being caught, it is an extremely attractive criminal activity for malicious individuals. The criminal purchase of ammunition is facilitated by weaknesses in the logistic supply chain for legal ammunition, current legislation on the purchase, possession, transport and use of ammunition and the inadequacy with which Dutch government agencies enforce the laws. The fight against the criminal purchase of ammunition could benefit from the adoption of an automated registration system by arms dealers, the use of a different type of freighting method for legal ammunition transport and a common approach by European law enforcement agencies.\u

    Speaking of clans: language in Awyu-Ndumut communities of Indonesian West Papua

    The place of language in Awyu-Ndumut speech communities of the Indonesian province of West Papua is investigated from the point of view of the parallel but interconnected worlds of clan lands and nation-state sponsored settlements, with institutions such as schools and churches. First, language and identity, language names, multilingualism, linguistic ideologies and special speech registers are discussed from the perspective of clan-based cultural and linguistic practices. Second, the relationship between Papuan languages and Indonesian is investigated from the perspective of the dynamics of the clan land/settlement opposition. Indonesian is talked about by Awyu-Ndumut speakers both positively and negatively. Positively, they speak of it as an interethnic lingua franca. Negatively, they speak of it as the language of "demons", that is people outside the boundaries of Awyu-Ndumut social personhood

    Encoding many-valued logic in {\lambda}-calculus

    We extend the well-known Church encoding of two-valued Boolean Logic in λ\lambda-calculus to encodings of nn-valued propositional logic (for 3n53\leq n\leq 5) in well-chosen infinitary extensions in λ\lambda-calculus. In case of three-valued logic we use the infinitary extension of the finite λ\lambda-calculus in which all terms have their B\"ohm tree as their unique normal form. We refine this construction for n{4,5}n\in\{4,5\}. These nn-valued logics are all variants of McCarthy's left-sequential, three-valued propositional calculus. The four- and five-valued logic have been given complete axiomatisations by Bergstra and Van de Pol. The encodings of these nn-valued logics are of interest because they can be used to calculate the truth values of infinitary propositions. With a novel application of McCarthy's three-valued logic we can now resolve Russell's paradox. Since B\"ohm trees are always finite in Church's original λI\lambda{\mathbf I}-calculus, we believe their construction to be within the technical means of Church. Arguably he could have found this encoding of three-valued logic and used it to resolve Russell's paradox.Comment: 15 page

    Renormalization Group Running of Dimension-Six Sources of Parity and Time-Reversal Violation

    We perform a systematic study of flavor-diagonal parity- and time-reversal-violating operators of dimension six which could arise from physics beyond the SM. We begin at the unknown high-energy scale where these operators originate. At this scale the operators are constrained by gauge invariance which has important consequences for the form of effective operators at lower energies. In particular for the four-quark operators. We calculate one-loop QCD and, when necessary, electroweak corrections to the operators and evolve them down to the electroweak scale and subsequently to hadronic scales. We find that for most operators QCD corrections are not particularly significant. We derive a set of operators at low energy which is expected to dominate hadronic and nuclear EDMs due to physics beyond the SM and obtain quantitative relations between these operators and the original dimension-six operators at the high-energy scale. We use the limit on the neutron EDM to set bounds on the dimension-six operators.Comment: Matches published version, 35 pages, 6 figures, minor correction

    Pairwise similarity of TopSig document signatures

    This paper analyses the pairwise distances of signatures produced by the TopSig retrieval model on two document collections. The distribution of the distances are compared to purely random signatures. It explains why TopSig is only competitive with state of the art retrieval models at early precision. Only the local neighbourhood of the signatures is interpretable. We suggest this is a common property of vector space models
