Line Strengths of Rovibrational and Rotational Transitions in the X Ground State of OH
A new line list including positions and absolute intensities (in the form of
Einstein values and oscillator strengths) has been produced for the OH
ground X\DP\ state rovibrational (Meinel system) and pure rotational
transitions. All possible transitions are included with v\primed and
v\Dprimed up to 13, and up to between 9.5 and 59.5, depending on the
band. An updated fit to determine molecular constants has been performed, which
includes some new rotational data and a simultaneous fitting of all molecular
constants. The absolute line intensities are based on a new dipole moment
function, which is a combination of two high level ab initio calculations. The
calculations show good agreement with an experimental v=1 lifetime,
experimental values, and v=2 line intensity ratios
from an observed spectrum. To achieve this good agreement, an alteration in the
method of converting matrix elements from Hund's case (b) to (a) was made.
Partitions sums have been calculated using the new energy levels, for the
temperature range 5-6000 K, which extends the previously available (in HITRAN)
70-3000 K range. The resulting absolute intensities have been used to calculate
O abundances in the Sun, Arcturus, and two red giants in the Galactic open and
globular clusters M67 and M71. Literature data based mainly on [O I] lines are
available for the Sun and Arcturus, and excellent agreement is found.Comment: 17 pages, 8 figues. 7 supplementary files: dipole moment functions

Spectroscopy of free radicals and radical containing entrance-channel complexes in superfluid helium nano-droplets
The spectroscopy of free radicals and radical containing entrance-channel
complexes embedded in superfluid helium nano-droplets is reviewed. The
collection of dopants inside individual droplets in the beam represents a
micro-canonical ensemble, and as such each droplet may be considered an
isolated cryo-reactor. The unique properties of the droplets, namely their low
temperature (0.4 K) and fast cooling rates ( K s) provides
novel opportunities for the formation and high-resolution studies of molecular
complexes containing one or more free radicals. The production methods of
radicals are discussed in light of their applicability for embedding the
radicals in helium droplets. The spectroscopic studies performed to date on
molecular radicals and on entrance / exit-channel complexes of radicals with
stable molecules are detailed. The observed complexes provide new information
on the potential energy surfaces of several fundamental chemical reactions and
on the intermolecular interactions present in open-shell systems. Prospects of
further experiments of radicals embedded in helium droplets are discussed,
especially the possibilities to prepare and study high-energy structures and
their controlled manipulation, as well as the possibility of fundamental

Condensational symbols in British press coverage of Boko Haram
This study of British press coverage of Boko Haram, a militant group in Nigeria, concentrates on condensational symbols in news reports of one of its major acts of terrorism, the bombing of the United Nations House in Abuja, the country’s capital city, in August 2011. The study examines the visibility of Boko Haram in British newspapers before and after the attack. It identifies the condensational symbols that dominated the coverage and how these provided a particular trajectory that could have shaped newspaper readers’ understanding of the event. The study argues that the symbolic terms that journalists used in their reports were not only easily identifiable but were specifically chosen to simplify a complex story for audiences that were perhaps uninformed about the group and its activities. The terms also reflect the repertoire of news frames that journalists mine to reconstruct reality for their audiences
Managing the Socially Marginalized: Attitudes Towards Welfare, Punishment and Race
Welfare and incarceration policies have converged to form a system of governance over socially marginalized groups, particularly racial minorities. In both of these policy areas, rehabilitative and social support objectives have been replaced with a more punitive and restrictive system. The authors examine the convergence in individual-level attitudes concerning welfare and criminal punishment, using national survey data. The authors\u27 analysis indicates a statistically significant relationship between punitive attitudes toward welfare and punishment. Furthermore, accounting for the respondents\u27 racial attitudes explains the bivariate relationship between welfare and punishment. Thus, racial attitudes seemingly link support for punitive approaches to opposition to welfare expenditures. The authors discuss the implications of this study for welfare and crime control policies by way of the conclusion
Multiscale Soil Investigations: Physical Concepts And Mathematical Techniques
Soil variability has often been considered to be composed of “functional” (explained) variations plus random fl uctuations or noise. However, the distinction between these two components is scale dependent because increasing the scale of observation almost always reveals structure in the noise (Burrough, 1983). Soils can be seen as the result of spatial variation operating over several scales, indicating that factors infl uencing spatial variability differ with scale. Automated Detection of Pipe Bursts and other Events in Water Distribution Systems
Copyright 2012 by the American Society of Civil EngineersThis paper presents a new methodology for the automated near real-time detection of pipe bursts and other events which induce similar abnormal pressure/flow variations (e.g., unauthorised consumptions) at the District Metered Area (DMA) level. The new methodology makes synergistic use of several self-learning Artificial Intelligence (AI) techniques and statistical data analysis tools including wavelets for de-noising of the recorded pressure/flow signals, Artificial Neural Networks (ANNs) for the short-term forecasting of pressure/flow signal values, Statistical Process Control (SPC) techniques for short and long term analysis of the pipe burst/other event-induced pressure/flow variations, and Bayesian Inference Systems (BISs) for inferring the probability of a pipe burst/other event occurrence and raising corresponding detection alarms. The methodology presented here is tested and verified on a case study involving several DMAs in the United Kingdom (UK) with both real-life pipe burst/other events and engineered (i.e., simulated by opening fire hydrants) pipe burst events. The results obtained illustrate that it can successfully identify these events in a fast and reliable manner with a low false alarm rate
Strategies for implementing placental transfusion at birth: a systematic review
Background: Enhanced placental transfusion reduces adverse neonatal outcomes, including death. Despite being endorsed by the World Health Organization in 2012, the method has not been adopted widely in practice.
Methods: We performed a systematic literature search and included quality improvement projects on placental transfusion at birth and studies on barriers to implementation. We extracted information on population, methods of implementation, obstacles to implementation, and strategies to overcome them.
Results: We screened 99 studies out of which 18 were included in the review. The preferred methods of implementation were protocol development (86% of studies) reinforced by targeted education (64% of studies) and multidisciplinary team involvement (43% of studies). Barriers to implementation were mentioned in 12 studies and divided into four categories: general factors such as lack of staff awareness (5 studies) and professional resistance to change (5 studies); obstetrician‐specific concerns, including the impact during cesarean (3 studies) and the risk of postpartum hemorrhage (3 studies); pediatrician‐specific concerns, including the need for resuscitation (5 studies), risk of jaundice (3 studies), and polycythemia (2 studies); and logistical difficulties. The main strategies to facilitate placental transfusion at birth included effective multidisciplinary team collaboration, protocol development, targeted education, and constructive feedback sessions.
Conclusions: Placental transfusion implementation requires a multidisciplinary approach, with obstetricians, midwives, nurses, and pediatricians central to adoption of the practice. Understanding the obstacles to implementation informs strategies to increase placental transfusion adoption of practice worldwide. We suggest a stepwise approach to implementation and enhancement of placental transfusion into practice

The Chicken Yolk Sac IgY Receptor, a Mammalian Mannose Receptor Family Member, Transcytoses IgY across Polarized Epithelial Cells
In mammals the transfer of passive immunity from mother to young is mediated by the MHC-related receptor FcRn, which transports maternal IgG across epithelial cell barriers. In birds, maternal IgY in egg yolk is transferred across the yolk sac to passively immunize chicks during gestation and early independent life. The chicken yolk sac IgY receptor (FcRY) is the ortholog of the mammalian phospholipase A2 receptor, a mannose receptor family member, rather than an FcRn or MHC homolog. FcRn and FcRY both exhibit ligand binding at the acidic pH of endosomes and ligand release at the slightly basic pH of blood. Here we show that FcRY expressed in polarized mammalian epithelial cells functioned in endocytosis, bidirectional transcytosis, and recycling of chicken FcY/IgY. Confocal immunofluorescence studies demonstrated that IgY binding and endocytosis occurred at acidic but not basic pH, mimicking pH-dependent uptake of IgG by FcRn. Colocalization studies showed FcRY-mediated internalization via clathrin-coated pits and transport involving early and recycling endosomes. Disruption of microtubules partially inhibited apical-to-basolateral and basolateral-to-apical transcytosis, but not recycling, suggesting the use of different trafficking machinery. Our results represent the first cell biological evidence of functional equivalence between FcRY and FcRn and provide an intriguing example of how evolution can give rise to systems in which similar biological requirements in different species are satisfied utilizing distinct protein folds

Making sense of variety in place leadership: the case of England’s smart cities. Regional Studies. There is rising interest in cities becoming ‘smart’ knowledge-oriented economies by prioritizing more digitally enabled modes of production and service delivery. Whilst the prevalence of these new organizational forms is well understood, the way that leadership agency is exercised (i.e., the actors involved and their modalities of action) is not. Drawing on new empirical data and sense-making methodology, the paper reveals discursive patterns in how public agencies, private firms and communities ‘see’ and ‘do’ leadership within these place-based contexts, and concludes that success in exploiting the social and spatial dynamics of ‘smart’ development lies in understanding actors’ assumptions about commercial and social gain
