The prosecution of environmental offences in New Zealand
This paper will examine the background law regarding environmental offences under the Resource Management Act 1991 (NZ), prosecution trends, sentencing for RMA offences (including principles of sentencing, sentencing discretion, legislative guidance, appellate guidance, guideline judgments, and tariffs), the use of costs in conjunction with sentencing, recent appeal judgments, and finally draw conclusions regarding consistency and sentencing in relation to environmental offences. Where relevant comparisons will be made with the Australian jurisdictions
Evolving practice - The environment court of New Zealand
Practice before the Environment Court is evolving. Recent innovations have included enhanced support for Judges through the appointment of case managers and hearings managers, digital recording of evidence, provision for Commissioner only hearings, the introduction of case management, increased use of alternative dispute resolution, and the introduction of a code of conduct for expert witnesses. Discussions about the circumstances in which evidence may be taken as read continue, and the recent debate on the review of the Resource Management Act 1991 ("RMA") posed difficult questions about judicial deference to Local Authority decisions. Most recently the first judgment of the Supreme Court on the RMA has posed serious questions about the independence of expert witness in certain situations. How these issues are resolved will have an impact on the role of expert witnesses before the Environment Court. They will be examined against the background of the reforms enacted by Parliament in the Resource Management Amendment Act 2005 ("RMAA 2005")
ATF3 upregulation in glia during Wallerian degeneration: differential expression in peripheral nerves and CNS white matter
Background: Many changes in gene expression occur in distal stumps of injured nerves but the transcriptional control of these events is poorly understood. We have examined the expression of the transcription factors ATF3 and c-Jun by non-neuronal cells during Wallerian degeneration following injury to sciatic nerves, dorsal roots and optic nerves of rats and mice, using immunohistochemistry and in situ hybridization.Results: Following sciatic nerve injury-transection or transection and reanastomosis-ATF3 was strongly upregulated by endoneurial, but not perineurial cells, of the distal stumps of the nerves by 1 day post operation (dpo) and remained strongly expressed in the endoneurium at 30 dpo when axonal regeneration was prevented. Most ATF3+ cells were immunoreactive for the Schwann cell marker, S100. When the nerve was transected and reanastomosed, allowing regeneration of axons, most ATF3 expression had been downregulated by 30 dpo. ATF3 expression was weaker in the proximal stumps of the injured nerves than in the distal stumps and present in fewer cells at all times after injury. ATF3 was upregulated by endoneurial cells in the distal stumps of injured neonatal rat sciatic nerves, but more weakly than in adult animals. ATF3 expression in transected sciatic nerves of mice was similar to that in rats. Following dorsal root injury in adult rats, ATF3 was upregulated in the part of the root between the lesion and the spinal cord (containing Schwann cells), beginning at 1 dpo, but not in the dorsal root entry zone or in the degenerating dorsal column of the spinal cord. Following optic nerve crush in adult rats, ATF3 was found in some cells at the injury site and small numbers of cells within the optic nerve displayed weak immunoreactivity. The pattern of expression of c-Jun in all types of nerve injury was similar to that of ATF3.Conclusion: These findings raise the possibility that ATF3/c-Jun heterodimers may play a role in regulating changes in gene expression necessary for preparing the distal segments of injured peripheral nerves for axonal regeneration. The absence of the ATF3 and c-Jun from CNS glia during Wallerian degeneration may limit their ability to support regeneration

Installment 1 of Creating a Sustainable Food Future: The Great Balancing Act
During 2013 and 2014, WRI is releasing on a rolling basis a series of "Creating a Sustainable Food Future" working paper installments. Each installment will analyze a menu item from our proposed "menu for a sustainable food future" and recommend policies and other measures for implementation. The series will not, however, cover all menu items. Questions each installment will consider include:What is the menu item?How big an impact could it make in food availability, economic development, and environmental benefits?Where might the menu item be most applicable?What are the three to five most promising, practical, and scalable approaches for achieving this menu item?What are the obstacles -- economic, political, technical, or other -- to implementing these approaches?How can these obstacles be overcome?What "bright spots" of success exist, and what can be learned from them?Each installment will be coauthored by its own cohort of WRI researchers, WRR partners, and renowned experts. Authors will engage representatives from target audiences during the research and writing phases. After the series has concluded, WRI will consolidate the installments into a final World Resources Report. To avoid overlap with upcoming installments, this first working paper does not cover many of the issues that may be important for the food-development-environment nexus. For instance, it does not cover international investments in agricultural land ("land grabs"); the merits of small-scale versus large-scale agricultural systems; the influence of land tenure, property rights, and generational succession laws and norms on agricultural productivity; and policies for providing access to clean energy services for agriculture. Future installments will address some of these issues. Many of the analyses in this series are global in nature and use global datasets. We recognize that they may not fully account for the ethical, cultural, and socioeconomic factors of specific locations. Moreover, the menu for a sustainable food future is designed for the long term; it is not a menu for tackling acute, near-term food shortage crises
Ellipsometric measurements by use of photon pairs generated by spontaneous parametric down-conversion
We present a novel interferometric technique for performing ellipsometric
measurements. This technique relies on the use of a non-classical optical
source, namely, polarization-entangled twin photons generated by spontaneous
parametric down-conversion from a nonlinear crystal, in conjunction with a
coincidence-detection scheme. Ellipsometric measurements acquired with this
scheme are absolute; i.e., they do not require source and detector calibration.Comment: 10 pages, accepted for publication in Optics Letter
Promoviendo la justicia social a través del aprendizaje-servicio en la formación de maestros de Educación Infantil
As early childhood teacher education programs have begun to place greater emphasis on standards and
accountability, there has been less focus on working with the community, and especially working on
important social justice issues (Kroll, 2013). In this paper we argue that integrating service-learning
and teacher education is a strategy for increasing awareness of social justice issues for young children,
age three to grade three. Through the use of questionnaires and interviews to collect our data, we found
that implementing a cascading service-learning model in teacher education programs has a positive
transformative effect on Pre-Service Teachers. Additionally, we examined the effects of social justice
service-learning projects on young children. The results from the data indicated that implementing a
social justice service-learning project with these participants had a great impact or transformation on
them.Como en los programas de formación del profesorado para la primera infancia han empezado a poner
mayor énfasis en los estándares y la rendición de cuentas, se está haciendo menos hincapié en el
trabajo con la comunidad, y especialmente en trabajos centrados en temas relevantes de justicia social
(Kroll, 2013). En este artículo se argumenta que la integración del aprendizaje-servicio y la formación
del profesorado es una estrategia para aumentar la conciencia sobre temas de justicia social con los
niños pequeños, desde los tres años hasta tercer grado. A través del uso de cuestionarios y entrevistas
para la recolección de datos, se encontró que la implementación de un modelo de aprendizaje-servicio
en cascada en los programas de formación del profesorado tiene un efecto transformador positivo en
profesores en formación. Además, se examinaron los efectos de los proyectos de aprendizaje-servicio
de justicia social con niños pequeños. Los resultados de los datos indican que la implementación de
un proyecto de aprendizaje-servicio de justicia social con estos participantes tiene un gran impacto o
transformación en ellos.Os programas de formação do professorado para a primeira infância começaram a pôr maior ênfase nos
padrões e a prestação de contas, dando-se menos ênfase ao trabalho com a comunidade, e especialmente
em trabalhos centrados em temas relevantes de justiça social (Kroll, 2013). Neste artigo se argumenta
que a integração do aprendizagem-serviço e a formação do professorado é uma estratégia para
aumentar a consciência sobre temas de justiça social com as crianças pequenas, desde os três anos até

A lattice model for the line tension of a sessile drop
Within a semi--infinite thre--dimensional lattice gas model describing the
coexistence of two phases on a substrate, we study, by cluster expansion
techniques, the free energy (line tension) associated with the contact line
between the two phases and the substrate. We show that this line tension, is
given at low temperature by a convergent series whose leading term is negative,
and equals 0 at zero temperature

Spatial calibration of an optical see-through head-mounted display
We present here a method for calibrating an optical see-through Head Mounted Display (HMD) using techniques usually applied to camera calibration (photogrammetry). Using a camera placed inside the HMD to take pictures simultaneously of a tracked object and features in the HMD display, we could exploit established camera calibration techniques to recover both the intrinsic and extrinsic properties of the~HMD (width, height, focal length, optic centre and principal ray of the display). Our method gives low re-projection errors and, unlike existing methods, involves no time-consuming and error-prone human measurements, nor any prior estimates about the HMD geometry
