Agent-based interoperability for e-government
The provision of valuable e-government services depends upon the capacity to integrate the disperse provision of services by the public administration and thus upon the availability of interoperability platforms. These platforms are commonly built according to the principles of service oriented architectures, which raise the question of how to dynamically orchestrate services while preserving information security. Recently, it was presented an e-government interoperability model that preserves privacy during the dynamic orchestration of services. In this paper we present a prototype that implements that model using software agents. The model and the prototype are briefly described; an illustrative use case is presented; and the advantages of using software agents to implement the model are discussed. © Springer International Publishing Switzerland 2013
N-player quantum games in an EPR setting
The -player quantum game is analyzed in the context of an
Einstein-Podolsky-Rosen (EPR) experiment. In this setting, a player's
strategies are not unitary transformations as in alternate quantum
game-theoretic frameworks, but a classical choice between two directions along
which spin or polarization measurements are made. The players' strategies thus
remain identical to their strategies in the mixed-strategy version of the
classical game. In the EPR setting the quantum game reduces itself to the
corresponding classical game when the shared quantum state reaches zero
entanglement. We find the relations for the probability distribution for
-qubit GHZ and W-type states, subject to general measurement directions,
from which the expressions for the mixed Nash equilibrium and the payoffs are
determined. Players' payoffs are then defined with linear functions so that
common two-player games can be easily extended to the -player case and
permit analytic expressions for the Nash equilibrium. As a specific example, we
solve the Prisoners' Dilemma game for general . We find a new
property for the game that for an even number of players the payoffs at the
Nash equilibrium are equal, whereas for an odd number of players the
cooperating players receive higher payoffs.Comment: 26 pages, 2 figure
Human brain harbors single nucleotide somatic variations in functionally relevant genes possibly mediated by oxidative stress
Somatic variation in DNA can cause cells to deviate from the preordained
genomic path in both disease and healthy conditions. Here, using exome
sequencing of paired tissue samples, we show that the normal human brain
harbors somatic single base variations measuring up to 0.48% of the total
variations. Interestingly, about 64% of these somatic variations in the brain are
expected to lead to non-synonymous changes, and as much as 87% of these
represent G:C>T:A transversion events. Further, the transversion events in the
brain were mostly found in the frontal cortex, whereas the corpus callosum from
the same individuals harbors the reference genotype. We found a significantly
higher amount of 8-OHdG (oxidative stress marker) in the frontal cortex
compared to the corpus callosum of the same subjects (p<0.01), correlating
with the higher G:C>T:A transversions in the cortex. We found significant
enrichment for axon guidance and related pathways for genes harbouring
somatic variations. This could represent either a directed selection of genetic
variations in these pathways or increased susceptibility of some loci towards
oxidative stress. This study highlights that oxidative stress possibly influence

Robo2-Slit1 dependent cell-cell interactions mediate assembly of the trigeminal ganglion
Vertebrate cranial sensory ganglia, responsible for sensation of touch, taste and pain in the face and viscera, are composed of both ectodermal placode and neural crest cells. The cellular and molecular interactions allowing generation of complex ganglia remain unknown. Here, we show that proper formation of the trigeminal ganglion, the largest of the cranial ganglia, relies on reciprocal interactions between placode and neural crest cells in chick, as removal of either population resulted in severe defects. We demonstrate that ingressing placode cells express the Robo2 receptor and early migrating cranial neural crest cells express its cognate ligand Slit1. Perturbation of this receptor-ligand interaction by blocking Robo2 function or depleting either Robo2 or Slit1 using RNA interference disrupted proper ganglion formation. The resultant disorganization mimics the effects of neural crest ablation. Thus, our data reveal a novel and essential role for Robo2-Slit1 signaling in mediating neural crest–placode interactions during trigeminal gangliogenesis
Internet use by older adults with bipolar disorder: international survey results
Background: The world population is aging and the number of older adults with bipolar disorder is increasing. Digital technologies are viewed as a framework to improve care of older adults with bipolar disorder. This analysis quantifies Internet use by older adults with bipolar disorder as part of a larger survey project about information seeking.
Methods: A paper-based survey about information seeking by patients with bipolar disorder was developed and translated into 12 languages. The survey was anonymous and completed between March 2014 and January 2016 by 1222 patients in 17 countries. All patients were diagnosed by a psychiatrist. General estimating equations were used to account for correlated data.
Results: Overall, 47% of older adults (age 60 years or older) used the Internet versus 87% of younger adults (less than 60 years). More education and having symptoms that interfered with regular activities increased the odds of using the Internet, while being age 60 years or older decreased the odds. Data from 187 older adults and 1021 younger adults were included in the analysis excluding missing values.
Conclusions: Older adults with bipolar disorder use the Internet much less frequently than younger adults. Many older adults do not use the Internet, and technology tools are suitable for some but not all older adults. As more health services are only available online, and more digital tools are developed, there is concern about growing health disparities based on age. Mental health experts should participate in determining the appropriate role for digital tools for older adults with bipolar disorder.We acknowledge support by the Open Access Publication Funds of the SLUB/TU Dresden (Grant No. IN-1502335)
Multitasking, but for what benefit? The dilemma facing Nigerian university students regarding part-time working.
Students working part-time while studying for a full-time university degree are commonplace in many Western countries. This paper however, examines the historically uncommon part-time working activities and career aspirations among Nigerian university students. In particular, how working is perceived to contribute to developing employability skills, and whether it is influenced by their self-efficacy. Survey data from 324 questionnaires was collected from a federal university, although the data analysis used a mixed-method. The findings indicate that despite low levels of part-time working generally among students, older, more experienced, higher level and female students, place a premium on the skills that part-time work can develop. Moreover, self-efficacy and being female, is a significant predictor in understanding part-time work and career aspirations. This study offers originality by focusing on students’ part-time work, the value working provides, and its link with career aspirations, within a relatively unexplored context of Nigeria
Cause of Death and Predictors of All-Cause Mortality in Anticoagulated Patients With Nonvalvular Atrial Fibrillation : Data From ROCKET AF

Identification of causes of death and contemporary risk factors for all-cause mortality may guide interventions. Methods and Results-In the Rivaroxaban Once Daily Oral Direct Factor Xa Inhibition Compared with Vitamin K Antagonism for Prevention of Stroke and Embolism Trial in Atrial Fibrillation (ROCKET AF) study, patients with nonvalvular atrial fibrillation were randomized to rivaroxaban or dose-adjusted warfarin. Cox proportional hazards regression with backward elimination identified factors at randomization that were independently associated with all-cause mortality in the 14 171 participants in the intention-to-treat population. The median age was 73 years, and the mean CHADS(2) score was 3.5. Over 1.9 years of median follow-up, 1214 (8.6%) patients died. Kaplan-Meier mortality rates were 4.2% at 1 year and 8.9% at 2 years. The majority of classified deaths (1081) were cardiovascular (72%), whereas only 6% were nonhemorrhagic stroke or systemic embolism. No significant difference in all-cause mortality was observed between the rivaroxaban and warfarin arms (P=0.15). Multi-messenger observations of a binary neutron star merger
On 2017 August 17 a binary neutron star coalescence candidate (later designated GW170817) with merger time 12:41:04 UTC was observed through gravitational waves by the Advanced LIGO and Advanced Virgo detectors. The Fermi Gamma-ray Burst Monitor independently detected a gamma-ray burst (GRB 170817A) with a time delay of ~1.7 s with respect to the merger time. From the gravitational-wave signal, the source was initially localized to a sky region of 31 deg2 at a luminosity distance of 40+8-8 Mpc and with component masses consistent with neutron stars. The component masses were later measured to be in the range 0.86 to 2.26 Mo. An extensive observing campaign was launched across the electromagnetic spectrum leading to the discovery of a bright optical transient (SSS17a, now with the IAU identification of AT 2017gfo) in NGC 4993 (at ~40 Mpc) less than 11 hours after the merger by the One- Meter, Two Hemisphere (1M2H) team using the 1 m Swope Telescope. The optical transient was independently detected by multiple teams within an hour. Subsequent observations targeted the object and its environment. Early ultraviolet observations revealed a blue transient that faded within 48 hours. Optical and infrared observations showed a redward evolution over ~10 days. Following early non-detections, X-ray and radio emission were discovered at the transient’s position ~9 and ~16 days, respectively, after the merger. Both the X-ray and radio emission likely arise from a physical process that is distinct from the one that generates the UV/optical/near-infrared emission. No ultra-high-energy gamma-rays and no neutrino candidates consistent with the source were found in follow-up searches. These observations support the hypothesis that GW170817 was produced by the merger of two neutron stars in NGC4993 followed by a short gamma-ray burst (GRB 170817A) and a kilonova/macronova powered by the radioactive decay of r-process nuclei synthesized in the ejecta
