We have performed large-scale configuration interaction (CI) calculations
using CIV3for the lowest (in energy) 155 fine-structure levels of aluminum-like
germanium ion. We have calculated the energy levels, lifetimes, oscillator
strengths, and transition probabilities for the electric-dipole allowed and
intercombination transitions among the levels of ground state3s23p(2P)and
higher energy levels of states3s3p2, 3s23d, 3p3, 3s3p3d, 3p23d, 3s3d2,3p3d2,
3d3,3s2(4s, 4p, 4d, 4f) ofGe XX in the LSJ coupling scheme.The present results
include relativistic effects through the Breit-Pauli operator. In order to keep
our calculated energy splittings as close as possible to the experimental and
theoretical results complied by NIST, we attempt to correct the inaccuracies in
the CI coefficients in the wavefunctions, which would lead to inaccuracies in
transition probabilities, by applying a "fine-tuning" technique. Fine-tuning of
the ab initio energies was donethrough adjusting, by a small amount, some
diagonal elements of the Hamiltonian matrix.Comparisons are made with other
available experimental and theoretical results and the accuracy of the present

Overlapping Multi-hop Clustering for Wireless Sensor Networks
Clustering is a standard approach for achieving efficient and scalable
performance in wireless sensor networks. Traditionally, clustering algorithms
aim at generating a number of disjoint clusters that satisfy some criteria. In
this paper, we formulate a novel clustering problem that aims at generating
overlapping multi-hop clusters. Overlapping clusters are useful in many sensor
network applications, including inter-cluster routing, node localization, and
time synchronization protocols. We also propose a randomized, distributed
multi-hop clustering algorithm (KOCA) for solving the overlapping clustering
problem. KOCA aims at generating connected overlapping clusters that cover the
entire sensor network with a specific average overlapping degree. Through
analysis and simulation experiments we show how to select the different values
of the parameters to achieve the clustering process objectives. Moreover, the
results show that KOCA produces approximately equal-sized clusters, which
allows distributing the load evenly over different clusters. In addition, KOCA
is scalable; the clustering formation terminates in a constant time regardless
of the network size
Advanced Synthetic Aperture Radar Based on Digital Beamforming and Waveform Diversity
This paper introduces innovative SAR system
concepts for the acquisition of high resolution radar images with
wide swath coverage from spaceborne platforms. The new concepts
rely on the combination of advanced multi-channel SAR front-end
architectures with novel operational modes. The architectures
differ regarding their implementation complexity and it is shown
that even a low number of channels is already well suited to
significantly improve the imaging performance and to overcome
fundamental limitations inherent to classical SAR systems. The
more advanced concepts employ a multidimensional encoding of
the transmitted waveforms to further improve the performance
and to enable a new class of hybrid SAR imaging modes that are
well suited to satisfy hitherto incompatible user requirements for
frequent monitoring and detailed mapping. Implementation
specific issues will be discussed and examples demonstrate the
potential of the new techniques for different remote sensing
applications
Sustainable water management in Iraq (Kurdistan) as a challenge for governmental responsibility
During the last few decades, a critical scarcity of water has occurred in the Middle East due to climate change and the mismanagement of water resources. The situation is complicated by the absence of an effective legislative framework at the local level as well as by the incapability and disrepute of the local water authorities. Most Iraqi citizens depend on the surface waters of the Tigris and Euphrates rivers, which have their sources in upstream neighbouring countries. Water crises concerning the shared waters urgently require a solution at the international level. Unfortunately, Iraq has faced several wars in a row (1980-2003), which has prevented the country from establishing its institutions. The rapid increase in the population of the transboundary countries on the Tigris and Euphrates rivers, and the high demands on agriculture, are accelerating water exploitation. In this paper, the present state of water management in Iraq from the viewpoint of the legislative framework, water balance, and transboundary issues will be discussed, with special attention to Kurdistan. Many legislative documents have been established or amended by the Iraqi and Kurdistan parliaments since 2003. In 2015, the Kurdistan Government Ministry of Agriculture and Water Resources, in cooperation with the EU, issued a guide for environmental legislation related to all environmental components such as air, water, and soil. The recommendations on actions needed in the water management in Kurdistan will be presented; they are inspired by the Water Framework Directive (WFD) (2000/60/EC) implemented in EU member states.Web of Science1011art. no. 165
Cost-utility of adjuvant zoledronic acid in patients with breast cancer and low estrogen levels
BACKGROUND: Adjuvant zoledronic acid (za) appears to improve disease-free survival (dfs) in women with early-stage breast cancer and low levels of estrogen (lle) because of induced or natural menopause. Characterizing the cost-utility (cu) of this therapy could help to determine its role in clinical practice. METHODS: Using the perspective of the Canadian health care system, we examined the cu of adjuvant endocrine therapy with or without za in women with early-stage endocrine-sensitive breast cancer and lle. A Markov model was used to compute the cumulative costs in Canadian dollars and the quality-adjusted life-years (qalys) gained from each adjuvant strategy, discounted at a rate of 5% annually. The model incorporated the dfs and fracture benefits of adjuvant za. Probabilistic and one-way sensitivity analyses were conducted to examine key model parameters. RESULTS: Compared with a no-za strategy, adjuvant za in the induced and natural menopause groups was associated with, respectively, 7,789 in incremental costs and 0.46 and 0.34 in qaly gains for cu ratios of 23,093 per qaly gained. In one-way sensitivity analyses, the results were most sensitive to changes in the za dfs benefit. Probabilistic sensitivity analysis suggested a 100% probability of adjuvant za being a cost-effective strategy at a threshold of $100,000 per qaly gained. CONCLUSIONS: Based on available data, adjuvant za appears to be a cost-effective strategy in women with endocrine-sensitive breast cancer and lle, having cu ratios well below accepted thresholds

There has been much debate recently about the meaning, place and function of “character” and “character traits” in Virtue Ethics. For example, a number of philosophers have argued recently that Virtue Ethics would be strengthened as a theory by the omission of talk of character traits; recent neuroscientific studies have suggested that there is scope for scepticism about the existence of such traits. I will argue that both approaches are flawed and unconvincing: in brief, the first approach tends to be predicated on a narrow or insufficient conception of “character” and “character traits”; the second approach tends to go well beyond the available (empirical) evidence. Finally, I will argue that it is possible to point to a philosophy of education that is deeply informed by an understanding of virtue and ethics in which the concept of character has a coherent and meaningful role
