Європейська інтеграція України : сучасні наукові дослідження і розробки (European integration of Ukraine: current research and development)

Видання містить моніторинг і експертну оцінку наукових досліджень та розробок, присвячених питанням розвитку системи державного управління в Україні у контексті адаптації його до європейських стандартів. На підставі аналізу наукової літератури виокремлено основні аспекти європейської інтеграції щодо розвитку громадянського суспільства, визначено пріоритети європейської інтеграції в контексті національних інтересів України. Розкрито теоретико-методологічний та науковий потенціал досліджень у сфері європейської інтеграції та глобалізації в аспекті перспектив розвитку вітчизняної системи державного управління. Запропоноване інформаційно-довідкове видання буде корисним слухачам, що вивчають навчальні курси з європейської інтеграції, а також може використовуватися у процесі підготовки та підвищення кваліфікації державних службовців і посадових осіб органів місцевого самоврядування, при оновленні й удосконаленні інформаційної бази щодо інтеграційних процесів, для забезпечення інформаційних потреб державних органів, які безпосередньо беруть участь в реалізації євроінтеграційного курсу держави (The publication contains monitoring and peer review of research and development devoted to the development of the public administration in Ukraine in the context of its adaptation to European standards. Based on the analysis of scientific literature the main aspects of European integration on the development of civil society and singled out the priorities of European integration in the context of Ukraine's national interests. The theoretical, methodological and scientific potential of research is exposed in the field of European integration and globalization in terms of the prospects for the development of national governance. The proposed informational-reference publication will be useful to listeners, who study courses on European integration, and can be used in the preparation and training of civil servants and local government, in order to upgrade and improve the informational base for the integration process to ensure information needs of government agencies directly involved in the state of European integration

Synthesis and magnetic properties of Mn12-based single molecular magnets with benzene and pentafluorobenzene carboxylate ligands

We report on the synthesis and magnetic properties of Mn12-based single molecular magnets (SMMs) with benzene and pentafluorobenzene carboxylate ligands. The changes in ligand structure are shown to have a decisive effect on magnetic properties of produced complexes. The compound with benzene demonstrates unusual magnetic behaviour, namely, temperature dependencies of magnetization taken under the zero field cooled and field cooled conditions are split below 10 K and furthermore remnant magnetization and coercive force remain nonzero in this temperature range. In contrast, compound with pentafluorobenzene displays the customary signatures of a blocking temperature at 3K. The effect of ligand substitution was theoretically studied within local density approximation taking into account on-site Coloumb repulsion. Calculation results confirm that the electronic structure and the magnetic exchange interactions between different Mn atoms strongly depend on the type of ligands.Comment: 10 pages, 6 figures, to appear in J. of Superconductivity and Novel Magnetism. Inadmissibilidade de experimentos em pessoas: imperativos constitucionais dos países pós- soviéticos

The article revealed typical and peculiar contexts, based on the analysis of the constitutional texts of CIS countries concerning the reflection of compulsory experiments on people prohibition. The approaches of states concerning the forbidden types of experiments on people were studied and, taking this into account, the conclusion is made about the advisability of prohibitive formulations by the analogy with those that are implemented in constitutional provisions on the inadmissibility of discrimination on any grounds. It was noted that with all the differences in the approaches of this group of states, they are all determined by the constitutional imperative of experiments on people inadmissibility.El artículo reveló contextos típicos y peculiares, basados en el análisis de los textos constitucionales de los países de la CEI sobre el reflejo de los experimentos obligatorios y su prohibición con personas. Se estudiaron los enfoques de los estados sobre los tipos prohibidos de experimentos con personas y, tomando esto en cuenta, se llegó a la conclusión sobre la conveniencia de formulaciones prohibitivas por la analogía con aquellas que se implementan en disposiciones constitucionales sobre la inadmisibilidad de la discriminación por cualquier motivo. Se observó que con todas las diferencias en los enfoques de este grupo de estados, todos están determinados por el imperativo constitucional de los experimentos sobre la inadmisibilidad de las personas.O artigo revelou contextos típicos e peculiares, com base na análise dos textos constitucionais dos países da CEI sobre o reflexo de experimentos compulsórios sobre a proibição de pessoas. As abordagens dos estados sobre os tipos proibidos de experimentos em pessoas foram estudadas e, levando isso em conta, a conclusão é feita sobre a conveniência de formulações proibitivas pela analogia com aquelas que são implementadas em disposições constitucionais sobre a inadmissibilidade da discriminação por qualquer razão. Notou-se que, com todas as diferenças nas abordagens desse grupo de estados, elas são todas determinadas pelo imperativo constitucional de experimentos sobre inadmissibilidade de pessoas.&nbsp
