Regulating supreme court recusals
This article presents a critical analysis of the approach of the U.S. Supreme Court to recusal motions
aimed at one of the Justices of the Court. The catalyst was the controversy arising from the weekend
duck-hunting trip of U.S.Vice-President Richard Cheney and Supreme Court Justice Antonin Scalia,
after which Justice Scalia denied a motion to recuse himself from a pending case in which his hunting
partner, Mr Cheney, was a party. This startling decision is final and conclusive since the Supreme
Court refuses to intervene in such decisions. Such an approach by the Court is untenable and contrasts
starkly with that of the House of Lords, which did not shrink from disqualifying Lord Hoffmann on
grounds of bias in the Pinochet case. A comparative study of comparable common law jurisdictions
exposes the U.S. Supreme Court as an island of isolation over this issue. It also provides accessible
solutions that are disarming in their simplicity. The particular responses that are commended in this
article are formalized self-regulation and substitution

Study of Charm Baryons with the BaBar Experiment
We report on several studies of charm baryon production and decays by the
BaBar collaboration. We confirm previous observations of the ,
and baryons, measure branching ratios for
Cabibbo-suppressed decays and use baryon decays to study the
properties of the light-quark baryons, and .Comment: 8 pages, 5 postscript figues, contributed to the Proceedings of

Modification of Newton's law of gravity at very large distances
We discuss a Modified Field Theory (MOFT) in which the number of fields can vary. It is shown that when the number of fields is conserved MOFT reduces to the standard field theory but interaction constants undergo an additional renormalization and acquire a dependence on spatial scales. In particular, the renormalization of the gravitational constant leads to the deviation of the law of gravity from the Newtons law in some range of scales acquires a new constant value . From the dynamical standpoint this looks as if every point source is surrounded with a halo of dark matter. It is also shown that if the maximal scale is absent, the homogeneity of the dark matter in the Universe is consistent with a fractal distribution of baryons in space, in which the luminous matter is located on thin two-dimensional surfaces separated by empty regions of ever growing size
How markets react to earnings announcements in the absence of analysts and institutions evidence from the Saudi market
How stock markets react to news is an established area of research. We examine the behaviour of the Saudi Stock market in response to earnings announcements where there are no analysts’ forecasts, with the aim of examining the efficiency of the market. The SSM seems to underreact
to positive news for the first five days and then reactions tend to strengthen in the following weeks, indicating the presence of a post–earnings announcement drift, or PEAD. At the same time, the SSM overreacts to negative news in the first five days and then reverses its direction and reports an upward post-earnings announcement drift. The individually dominated market combined with the absence of analysts’ forecasts is the main explanation for this underreaction
to positive news and overreaction to negative news
Interaction of agents and environments
A new abstract model of interaction between agents and environments considered as objects of different types is introduced. Agents are represented by means of labelled transition systems considered up to bisimilarity. The equivalence of agents is characterised in terms of an algebra of behaviours which is a continuous algebra with approximation and two operations: nondeterministic choice and prefixing. Environments are introduced as agents supplied with an insertion function which takes the behaviour of an agent and the behaviour of an environment as arguments and returns the new behaviour of an environment. Arbitrary continuous functions can be used as insertion functions, and we use functions defined by means of rewriting logic as computable ones. The transformation of environment behaviours defined by the insertion function also defines a new type of agent equivalence--- insertion equivalence. Two behaviours are insertion equivalent if they define the same transformation of an environment. The properties of this equivalence are studied. Three main types of insertion functions are used to develop interesting applications: one-step insertion, head insertion, and look-ahead insertion functions
