Politische Gestaltung jenseits des Nationalstaats

"Das Bewußtsein für die Notwendigkeit, über Formen politischer Gestaltung jenseits des Nationalstaates nachzudenken, hat sich nicht erst in den letzten Jahren entwickelt. In der jüngeren Vergangenheit, Anfang der 1960er Jahre, wurde der Begriff der 'Weltinnenpolitik' breit diskutiert, in der Erkenntnis, daß gerade im Politischen die Trennung zwischen Innen und Außen häufig eine verengte Perspektive, eine irreale Konstruktion darstellt. Unter den gegebenen Bedingungen sind die traditionellen Aufgaben und Ziele des Staates - innere und äußere Sicherheit, demokratische Entscheidungsverfahren, ein zivil konstituiertes Zusammengehörigkeitsgefühl, das ein politisches Gemeinwesen ermöglicht und eine für alle akzeptable Balance von wirtschaftlicher Effizienz und Verteilungsgerechtigkeit herstellt, von diesem nur noch unzureichend zu gewährleisten. Die supranationalen politischen Institutionen entbehren der demokratischen Legitimation und werfen zivile Identitätsprobleme auf. Diese Arbeit wird sich nicht näher mit den Ursachen für den Funktions- und Bedeutungswandel von Nationalstaaten beschäftigen und diesen auch nicht in Frage stellen, sondern als gegeben hinnehmen. Ebensowenig wird im folgenden auf die nach wie vor lebendige Diskussion über Ursachen und Auswirkungen von Globalisierungsprozessen genauer eingegangen. Vielmehr geht es darum, Vorschläge zur Transformation der Politik jenseits von Nationalstaaten kritisch zu beleuchten. Können Projekte wie 'komplexes Weltregieren', 'Transnationalstaat' oder 'Global Governance' überhaupt umgesetzt werden, welche Rolle werden die Nationalstaaten zukünftig spielen, wie gestaltet man Demokratie über staatliche Grenzen hinaus und wie steht es mit der Identität von Gesellschaften jenseits des Generationen prägenden Nationalgefühls innerhalb eines begrenzten Territoriums? Dabei steht die Frage im Vordergrund, welche Annahmen den verschiedenen Konzeptionen zugrunde liegen. Die Überprüfung der Annahmen läßt dann im Prinzip auch Schlüsse auf die Realisierbarkeit derselben zu: stimmen diese, ist die Umsetzung eine Frage des Willens; wird hingegen von falschen Annahmen ausgegangen, ist die Umsetzung der Vorschläge in weite Ferne gerückt." Transition, Integration and Convergence. The Case of Romania

This volume comprises several studies and papers published in the last decades. They have been selected and ranged so that to provide a minimum of coherence concerning the phases which Romania has crossed in her way to the advanced socio-economic system of European type: transition to the market economy, accession to the EU, the economic convergence in the three fundamental domains: institutions, real economy, and nominal economy. The readers may find in this volume a description of debates, difficulties and solutions adopted for building-up the market economy by a state being in a profound transformation from weak transition institutions towards hard democratic institutions. Because the transition to the market economy and the association of Romania with the EU and then the integration presenting strategic political decisions, I have included in this work two studies devoted to the political forces state and political parties that elaborated and applied these strategic decisions underlining their structure, role and function and their transformation. Integration into the EU of a country like Romania, which emerged from a different system comparing with the West-European one, has proved to be difficult and lasting many years because of the structural transformations. In five chapters I am referring to the essential characteristics of the integration process, such as: market liberalization, competitiveness of the local (national) firms on the national and EU markets, institutional reforms so that the institutions of candidate countries have to become compatible with those of the EU and finally the perspective assessment to find out the real and nominal convergence. Putting into practice the EU competitivity and cohesion principles, Romania has good prospects to close, in a reasonable time, the economic gap and to be admitted into the Euro Zone. Although the real convergence of Romania with the EU requires higher growth rates for the former, a new approach is compulsory to take into consideration the environment quality, the natural resources and the equity between the present and the future generations as natural resource consumers. Just these problems have determined me to include in this volume the last two chapters which, on the one hand, try to prove the necessity of the economy growth harmonization with the environment evolution as well as the saving of the energy resources, and, on the other hand, to point out the main ways to be followed and instruments to be used

Based on many years of practical experience in developing and facilitating simulation games both in academic and non-academic contexts, the authors first assess the merits of simulation games as an active learning tool. In general, it is believed that students are more engaged in simulations and learn more effectively than in lectures and other traditional methods. The paper posits that when developing or using simulation games it is imperative to decide first of all on the learning objectives in order to achieve the above mentioned advantages. Based on this premise, the authors proceed to classify simulation games according to their primary learning objectives, distinguishing games geared primarily towards conveying knowledge from those aimed at training and soft skills. Games for generating knowledge focus on teaching both processes and dynamics of conflicts and politics in general, factual knowledge about a given conflict or policy field, or institutional procedures. The second category concerns learning objectives such as training teamwork, communication, negotiation, as well as the ability to deal with crisis situations, and making decisions under stress. The relevance of these learning objectives for teaching peace and conflict studies is then assessed on the basis of four case studies describing different simulation game concepts. The authors conclude by arguing for a more extensive use of simulation games in academic teaching and with practical hints on how to choose the right game format or how to develop such a simulation
